CALL TO ORDER AND INTRODUCTIONS
Chairman Kevin Woolbright called the regular monthly meeting to order at 9:35 am followed by the customary introductions. There were 18 attendees at the meeting.
The minutes of September 22, 2015 were approved as written. Mark Hamrick (Verizon) and Emily Meier (MGH) were recognized for their support of facilitating the September meeting.
OPEN DISCUSSIONS REGARDING DAMAGE PREVENTION AWARENESS & COOPERATION
Wesley Warren (Howard County) reported an unauthorized person is marking HWD water and the marks are off. Wesley is concerned regarding damage liability on one of these unauthorized locates and urged the attendees to be on the lookout for this person. Wesley provided his contact number if a report comes in; 410-615-0241.
Lisa Hurley (SMECO) stated they received (6) tickets from a contractor with the same locate and address information. Dora Parks (Miss Utility) suggested that although the ticket information was the same for all (6) tickets, the work area may have been over the allowable (3) grid limit per ticket, thus each ticket had a different mapped work site area. Dora also educated the attendees that the ticket should only cover what the mapped area provided for member notification. Dora reiterated the Ticket Check Code-5 could be used for large work areas and remains open for 120 days for owner-members to close out with a final marked/clear status.
Lisa also reported locators were marking tickets with bad mapping. Mark Hamrick (Verizon) stated the locators should be using a Ticket Check Code-10 and provide comments regarding the bad ticket mapping. The ticket should have been cancelled and reissued using the proper mapping for member notification. The group clearly understands the ticket mapping is for member notification regarding the contractors work; a ticket with bad mapping may not include all the members that need to know about the excavation, therefore they have no way to protect their underground lines from possible excavation/demolition damage.
Brian Simmons (One Call Concepts) stated the new ITIC, Next Gen should improve member notification as the excavator will draw their worksite on the map, thus circumventing a bad map ticket.
Tom Hastings (OCCLS) received (50) designer tickets at one time and asked if there were any flags in the system to prevent this. General discussion ensued, in the end the group agreed there was nothing in Title 12 that addresses the ticket volume and that a call to the designed might prove beneficial.
Scott Hoover (R.B. Hinkle) inquired about Ticket Check 48 hour delay abuse and if anyone manages locator ticket loads. Title 12 does not address the volume of tickets being processed per day. Delay locator responses is outlined in Title 12-126 (d) (3); an extension can be used for, ”circumstances beyond an owner-member’s control”. If a contractor feels there is an abuse of the Ticket Check extension, they can file a NPV with the MD Authority.
Tom Hastings discussed the negative impact of non-emergency work being called in as emergency tickets. A locate schedule can always be established by talking to the locator’s supervisor. Using the emergency ticket header for non-emergency work is a violation of Title 12.

The Subscriber Committee and Board of Directors are active participants with the Maryland Authority regarding Title 12 Law modifications for a future rewrite.
STEERING COMMITTEE TO REWRITE THE DISTRICT OF COLUMBIA ONE-CALL LAW

The committee completed the final rewrite draft and submitted the draft to be organized in the appropriate legislative format. The committee has met 46 times during 2014 & 20151. MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY

Chairman Woolbright stated the Authority met on October 7th and conducted (3) hearings. The Authority has been awarded a PHMSA grant of $100,000 towards operating expenses. Kevin explained that all violation money went to damage prevention education and awareness. The Authority is seeking ways to sustain their operations.
Dora Parks provided an overview of the process for the Authority Locator seat; the Maryland Title 12 Law explains the make-up of the Maryland Underground Facilities Damage Prevention Authority (Maryland Authority) and how the members are selected. The law allows each member to serve two consecutive two year terms. Tom Hastings, (OCC Locating Services) has occupied this seat for one, two year term; the seat is available for a new two year term. During a recent Damage Prevention Committee, two contract locating companies expressed interest in serving on the Maryland Authority to represent the locating community as detailed in the Title 12 Law; Juan Vogel (UtiliQuest) and Tom Hastings (OCC Locating Services). The Damage Prevention Committee solicited feedback from the Maryland owner-members involved in underground locating whether in-house locators or contract locators are used. Both candidates provided a bio and the confidential vote was due by 10/7/2015. The Damage Prevention Committee Chair, Mr. Kevin Woolbright had the final vote in case of a tie. Chairman Woolbright announced the DPC would submit Tom Hasting’s name to the Governor’s office to serve a second two year term.
The next Authority meeting is scheduled for November 18th at the call center. These meetings and hearings are open to the public.

2015 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)

The 7th annual Greater Chesapeake Damage Prevention Training Conference is being held Oct. 27-30, 2015 at the Clarion Resort Fontainebleau Hotel in Ocean City, MD. The Happy Hour Cornhole Tournament is being held on 10/27/2015 starting at 4pm. Kevin wished everyone safe travels to Ocean City today.
