CALL TO ORDER AND INTRODUCTIONS
Chairman Kevin Woolbright called the regular monthly meeting to order at 9:34 am followed by the customary introductions. There were 22 attendees at the meeting.
The minutes of April 28, 2015 were approved as written.
Leslie Fannon with VA811 provided an update on the 811 Run scheduled for August 9, 2015. The committee is working through permit concerns for the Alexandria area. Sponsorships are available at $2,500 and $5,000 levels that include run participants, local and national advertising. More information to come regarding this event.
OPEN DISCUSSIONS REGARDING DAMAGE PREVENTION AWARENESS & COOPERATION
Dominic Pope (Gaines & Company) expressed concerns regarding a member coding their tickets as clear/no conflict when there was obvious signs of clear evidence on site. The committee suggested using a Ticket Check Discrepancy notice as this will open Ticket Check to allow for a subsequent code in addition to processing a Re-mark ticket adding specific comments to alert the member/locator of the issue. Finally, if the Ticket Check issue continues for this same member, to file a Notice of Probable Violation (NPV) with the MD Authority at, www.mddpa.org. There is a $200.00 fee to file the notice.
Dennis Lescalleet (Pleasants Construction) stated he needed to reach out to a member regarding locate issues and was not able to get to the correct folks until he utilized the member contacts provided on the monthly Damage Prevention Committee minutes. Dora Parks provided an overview of how to use the Miss Utility website for Search and Status to obtain contact numbers provided by the utility owner-members in addition to finding the committee attendee contact numbers for each committee meeting on the website under the Excavator tab.
Kudos went out to DCI and UtiliQuest for their support on a locate issue reported by Ken Payne (Allstar).
Mark Hamrick (Verizon) accepted the position of Vice Chairman for another term on the Damage Prevention Committee. Final approval will be provided by the MD/DC Subscriber’s Board.
One Call Concepts (OCC) will sponsor ‘Hunting in the Sticks’ featuring Mark Stowe during July, August and November 2015 shows promoting call before you dig information for each state OCC provides call center services. Hunting in the Sticks is televised on the Pursuit channel and Dish Network.
PRESENTATION; TRAINING AND EDUCATION
Jimmy Jennings (OCC’s ‘Jimmy the Bike Wrangler’) provided a power point and information regarding Lone Star’s 811 Bike - Texas Tour held during April’s National Safe Digging Month to help promote awareness regarding the importance of preventing damage to underground facilities by calling’811’ before each dig. The 811 Bike tour included; Austin, Corpus Christi, San Antonio, Lubbock, El Paso, Midland, Wichita Falls, Dallas/Fort Worth and Houston Texas. Lots of educational and promotional items were given out at each event to include; baseball bat-pens, 811 ponchos (needed for the rain during the Houston event), trading cards and hockey pencils reaching over 120,000 folks during the tour. MD/DC SUBSCRIBERS COMMITTEE & BOARD OF DIRECTORS

Committee member, Kevin Woolbright provided a brief overview of the new structure for the Miss Utility subscribers/owner-member committee. The committee includes owner-members to the one-call system-Miss Utility, in addition to a contractor, locator and call center seat. The Board members where elected during the April 9th meeting;
The voting Board Members;
- Marc Haines (BGE) Electric seat (2015-1 year term)
- Scott Brown (WGL) Gas seat (2015-2 year term)
- Cal Brooks (Howard County) Government seat: DC, Maryland State, County or Municipality. (2015-1 year term)
- Vince Healy (Verizon) Telecommunications seat (2015-1 year term)
- Kevin Woolbright (WSSC) Water & Sewer seat (2015-2year term)
The non-voting Board Members:
- Locator, Juan Vogel (UtiliQuest)
- Contractor, Joe Shelton (BF Joy)
- Call Center, Dora Parks (One Call Concepts)
Each voting industry member will have one vote. If one of the industries fails to provide a nomination for their respective industry seat, the Board shall elect a representative from one of the mentioned industries. No company shall have more than (1) voting representative on the board. However; an industry can have multiple voting representatives if a seat is left vacant by an individual industry. Voting matters can take place when there is a BOD quorum.
The next committee meeting is scheduled for July 9, 2015 at the Miss Utility Call Center starting at 9:00am.
The Subscriber Committee and Board of Directors are active participants with the Maryland Authority regarding Title 12 Law modifications for a future rewrite.
STEERING COMMITTEE TO REWRITE THE DISTRICT OF COLUMBIA ONE-CALL LAW

Committee member, Dora Parks reported the committee has completed 41 meetings to include the most recent meetings May 7th and 14th. The focus is to align Title 34 to PHMSA’s Nine Key Elements for an effective damage prevention program. Utility protection laws from neighboring states were reviewed in addition to CGA’s Best Practices. The draft law, if passed in its entirety will set higher standards regarding utility protection and safe excavation resulting in public safety for all state in the country. MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY-Maryland Authority

Authority Chairman, Kevin Woolbright reported that damages resulting from no calls are the number one reported Notice of Probable Violation (NPV). The next meeting is scheduled on Wednesday June 3rd starting at 9am. The meeting is open to the public. Title 12 violation hearings will be conducted during this meeting. The Authority is waiting on the Governor appointments for the following seats;
- Artie Bell - AUC of Maryland
- Vince Healy - Subscribers
- Jeff Garner - MML
- Matt Ruddo - One Call Concepts (Call Center)
The Cross-Bores law was signed into law on April 14, 2015. The new law will go in effect on October 1, 2015
LOCATOR ACHIEVEMENT AWARDS (LAA) AND DIG SMART AWARDS (DSA)

Committee member, Dora Parks reported the 2014 Locator Achievement Awards banquet was held on Friday, May 1st at the Bowie Baysox stadium. The committee recognized 60 locators in the Miss Utility and District One Call service territory for their commitment to damage prevention and public safety as nominated by their company managers. Several of the meeting attendees commented on the event as being; a great event, an awesome recognition of those who participate in damage prevention and several others stated that they appreciated families being invited to share the awards experience. The ball park provided PSA’s regarding the locator awards and the importance of calling before any digging/excavation project during the game night. The locators were recognized by 6,000 game attendees as they stood on top of the first base dugout for a stadium applause.
First game pitch was provided by USIC, Darrell McCain, a Locator Achievement winner.

2015 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)

Committee member, Dora Parks stated the 2015 GCDPTC will be held during October 27-30, 2015 at the Clarion Resort in Ocean City, MD. The committee has completed the titled sessions and selected a key note speaker. Email blasts will continue to provide conference information and updates. The conference post card winner is from Allied Contracting who was randomly picked to receive a free 2-night conference registration, congratulations to Tim.
Early Bird registration started on May 16th with a savings up to $50.00 on some conference packages. Regular registration starts on September 5th. DAMAGE PREVENTION EVENTS
For the first time ever, Miss Utility will partner with the Bowie Baysox on May 30th for a FREE Touch A Truck event. To date, 33 trucks and utility machines/vehicles will be displayed for kids and families to enjoy. Kids will be able to get up close to the various machines and vehicles, push the levers, blow the horns and ask a million questions about what the machines do and why. This is a FREE event from 4:30pm to 6:30pm with face painting and free kids construction hats for the first 300 children.
The event will be followed by a ticketed baseball game and fireworks and FREE kids Touch A Truck t-shirts for the first 500 ticket holders ages 3-12. Game tickets are available for a discounted price of $8.11 when ordering via www.missutilitytouchatruck.com and using the special offer code, 811. These discounted tickets are available until May 28th.
August 22nd is our scheduled DC United Damage Prevention Awareness game night. This event will reach the Spanish speaking contractor damage prevention partners. Three hundred contractors will be invited to a DC United game that will include a meal, various displays, educational and promotional give-a-ways and a DC United soccer scarf.
