CALL TO ORDER AND INTRODUCTIONS
Chairman Kevin Woolbright called the regular monthly meeting to order at 9:30 am followed by the customary introductions. There were 42 attendees at the meeting.
The minutes of March 24, 2015 were approved as written.
Presented by Dora Parks, Miss Utility/One Call Concepts
Governor Hogan provided a proclamation recognizing April as Safe Digging Month in Maryland. In lieu of this proclamation, Fox 45 conducted an in-studio interview with our own, Marc Haines (BGE-Senior Engineering technical Specialist/Damage Prevention Unit) on April 22nd. Marc gave a detailed overview of the types of projects that require a call to Miss Utility, advance notice requirements and the importance of following through with Ticket Check, Maryland’s positive response system. For a compelling visual, Marc showed the viewers what can go wrong if they don’t call by displaying a shovel that had been melted when an excavator struck an underground electric line. The video of the televised show was presented to the attending group.
OPEN DISCUSSIONS REGARDING DAMAGE PREVENTION AWARENESS & COOPERATION
Tim Kempa (Comcast) was recognized by Dora Parks for his partnership in expediting a new Comcast connection for a family whose mother is dying of cancer; television is one of the few things she still enjoys in these last days of life. Tim worked within his organization to install and active the service within days instead of weeks. The family was extremely grateful.
Tom Hastings (OCCLS) stated that due to the protests and unsafe conditions in Baltimore City, OCCLS has put a hold on sending their locators into the City. Contractors are being called and the tickets have been coded with status of (5). Other locating companies chimed in to state they are following suite due to the unsafe environment.
Scott Brown (WGL) provided a heads-up regarding information on a future ‘811 NATIONAL RACE’ promoting public safety awareness and safe excavation/demolition. Sponsors and participants are needed for the August 9th, 5K run being held in Alexandria, VA. Sponsorships run from $2,500 to $5,000. The run will be a joint partnership with Fire Fighters-Operation Warm. Detailed information is forth coming.
Scott also shared information on a WGL and UtiliQuest joint effort in providing additional locate information via enhanced positive response for the WGL buried line footprint in Washington DC and Maryland. Scott reported that during the pilot program in 2014 for Montgomery County, WGL realized a reduction in damages and felt it was due to excavators having additional work site information regarding the WGL markings. Excavators will be provided an emailed link to obtain pictures, a locate manifest and a questionnaire to obtain additional information and provide comments on this new service by WGL. The enhancement is slated to start the week of May 4th. Scott emphasized this service is an enhancement to the marks and does not override laws or test pitting, exposing and protection of underground lines in the work zones.

MD/DC SUBSCRIBERS COMMITTEE & BOARD OF DIRECTORS

Scott Brown provided the list of voting Board Members elected during the April 9th meeting;
- Marc Haines (BGE) Electric seat (2015-1 year term)
- Scott Brown (WGL) Gas seat (2015-2 year term)
- Cal Brooks (Howard County) Government seat: DC, Maryland State, County or Municipality. (2015-1 year term)
- Vince Healy (Verizon) Telecommunications seat (2015-1 year term)
- Kevin Woolbright (WSSC) Water & Sewer seat (2015-2year term)
Each industry member will have one vote. If one of the industries fails to provide a nomination for their respective industry seat, the Board shall elect a representative from one of the mentioned industries. No company shall have more than (1) voting representative on the board. However; an industry can have multiple voting representatives if a seat is left vacant by an individual industry. Voting matters can take place when there is a BOD quorum.
The next Subscriber’s BOD meeting will be on May 15th where officer elections will take place in addition to appointing the chair position for the Damage Prevention Committee. The vice chair position will be from nominations by the DPC Committee during the May 26th meeting and can be a non-utility representative.
The Subscriber Committee and Board of Directors are active participants with the Maryland Authority regarding Title 12 Law modifications for a future rewrite.
STEERING COMMITTEE TO REWRITE THE DISTRICT OF COLUMBIA ONE-CALL LAW

Scott Brown (WGL, Chairman of the Rewrite Committee) reported the following;
Title 34 was opened in late 2013 to review its compliance to PHMSA’s Nine Key Elements for an effective damage prevention program. If DC is not in compliance, PHMSA has the authority to step in as the enforcement arm. The committee has completed (39) meetings to work through the law draft. The committee is stakeholder driven and all draft items and verbiage are based on consensus. MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY-Maryland Authority

The Authority reviewed 7 NPV’s at their April 4, 2015 Meeting
5 for No Call/No Ticket - $10,000 in fines recommended
2 for Due Care/No Test Pit - $3,000 in fines recommended
The Authority adopted a collections procedure.
HB 341 & SB 401 concerning Cross-Bores passed this legislative session and were signed into
law on April 14, 2015. The new law will go in effect on October 1, 2015
Oral Arguments for NPV# 283 on the Constitutionality of the Authority were heard in front of the Maryland Court of Special Appeals on Friday, April 10, 2015. No decision has been rendered at this time.
NPV’s 1216 ($2,000), 1834 ($2,000), 1841 ($2,000) and 1853 ($2,000); all for mis-mark/no-mark have been appealed to the Circuit Court of Anne Arundel County.
The Authority authorized $40,551.00 in payments to MGH to pay for a portion of the safe dig message media coverage for April, May and June, 2015.
The Authority submitted in Mid-Term Report for the 2014 $100,000 PHMSA State Damage Prevention Grant on Monday, April 27, 2015.
The Authority made a presentation on April 16, 2015 to the Howard County DPW Maintenance Division. The presentation lasted 50 minutes and was well received.

LOCATOR ACHIEVEMENT AWARDS (LAA) AND DIG SMART AWARDS (DSA)

Dora Parks reported the 2014 Locator Achievement Awards banquet is scheduled for Friday, May 1st at the Bowie Baysox stadium. The committee is recognizing 60 locators in the Miss Utility and District One Call service territory for their commitment to damage prevention and public safety. The locators were nominated by their supervisors based on the following criteria eligibility;
- Locators must have performed facility/utility location services as his/her PRIMARY job function from 1/1/2014 – 12/31/2014.
- Locator must have ZERO “at fault” damages for the period of 1/1/2014 – 12/31/2014.
- Locator must have ZERO safety violations within his/her respective organization.
- Locator must establish proactive working relationships in damage prevention.
The locators can invite family members to join the banquet celebration and recognition.
The next committee meeting is scheduled for April 28th.
2015 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)

The 2015 GCDPTC is in its 7th year and will be held during October 27-30, 2015 at the Clarion Resort in Ocean City, MD. Pre-conference registration is open with savings up to $100.00 on selected conference packages. There are (14) planned break-out sessions with (2) being repeats due to content and/or attendee popularity.

MGH – DAMAGE PREVENTION MARKETING UPDATE

Radio campaigns are running in all corners of Maryland and DC for the spring and early summer months. The message is responsibility and to dig cautiously.
The April National Safe Digging Month was successful in Maryland and Washington DC with completed damage prevention trainings, multiple educational trade shows, BGE’s Fox 45 in-studio interview with Marc Haines, Governor Hogan’s proclamation, minor league baseball sponsorships and ITIC training.
The next big awareness event is on May 30th, Miss Utility’s – FREE Touch A Truck at the Bowie Baysox stadium. Utility owners, contractors, the 811 Bike and equipment rentals will display their machines and equipment in a safe and visual way. The Touch A Truck is a FREE event from 4:30pm to 6:30pm with face painting and free kids construction hats for the first 300 children. The event will be followed by a ticketed baseball game and fireworks and FREE kids Touch A Truck t-shirts for the first 500 ticket holders ages 3-12. Game tickets are available for $8.11 when ordering via www.missutilitytouchatruck.com and using the special offer code, 811. These discounted tickets are available until May 28th.
