CALL TO ORDER AND INTRODUCTIONS
Chairman Kevin Woolbright called the regular monthly meeting to order at 9:36 am followed by the customary introductions.
The minutes of November 25, 2014 were approved as written.
The first meeting of 2015 opened with compliments going to several folks regarding their support and quick response regarding work site issues;
Tim Kempa (Comcast) thanked UtiliQuest for their support on a recent ticket job site.
Dora Parks (Miss Utility) thanked Mike Burns (UtiliQuest) and Erik Phillips (UtiliQuest) for their quick response to several homeowner issues with driveway markings.
Mitzie Ambush (PEPCO) stated Erik Phillips provided great assistance for a PEPCO ticket search.
SMECO was thanked by Kevin Woolbright (WSSC) for their support of a homeowner issue.
Verizon was acknowledged for quick response to a WSSC homeowner matter.
No other ticket or work site issues were brought before the committee.
SAFETY and EDUCATION PRESENTATION
Guest Speaker, Jim Barron of the MD Authority
Jim provided an overview of the Maryland Authority created in the October 2010 Title 12 law rewrite. A Power Point provided information regarding the Authority’s purpose, makeup, positions, website, claims process and Annual Reporting to the Governor’s Office. Jim provided several committee handouts to include; NPV History, 2015 Meeting Schedule and excerpts from the 4th Annual Governor’s report.
MD/DC MISS UTILITY SUBSCRIBERS COMMITTEE MEETING

Report provided by Scott Brown; The members held a committee meeting on January 8, 2015 at the call center. MGH provided a 2015 marketing strategy for education and outreach. The structure of the committee was revised as follows;
New Name, Miss Utility Board of Directors
Officers from the voting members, one chair, vice chair and treasurer
Voting Board members are represented by gas, electric, water/sewer, telecommunications and Government seat (DC, State, County or Municipality
Non-Voting Board members, locator, contractor and secretary (Miss Utility Representative) DPC chair and vice chair
Nominations for the Board will occur in early 2015.
Next Miss Utility Board of Directors Committee Meeting will be on April 9th at 9:30am at the Miss Utility call center.
The Miss Utility Board of Directors Committee is an active participant with the Maryland Authority regarding Title 12 Law modifications for a future rewrite.
STEERING COMMITTEE TO REWRITE THE DISTRICT OF COLUMBIA ONE-CALL LAW

Report provided by Scott Brown; The DC Steering Committee has meet 33 times during 2014 to work on the Title 34 law rewrite. The goal is to reduce damages in the District of Columbia.
Revisions have been made to;
- No exemptions
- Ticket length
- Ticket life
- Tracer wire for all newly installed lines
- 3-hour ticket notice
- Mandatory DC Ticket Check

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA) Maryland Authority

Report provided by Jim Barron; The Authority received (47) Notices of Probable Violations (NPV’s) in 2013 and (50) in 2014. The major violation is contractors digging without tickets causing damage to underground utilities. This violation can result in a $2,000 fine. All collected fines go into an educational and outreach fund. The Authority continues to work on funding their operations via grants. Future 2015 Authority meetings will alternate between hearings and general meetings. The schedule is available at, www.mddpa.org
Authority meetings are open to the public; the next planned meeting is scheduled for February 4, 2015 for hearings.
LOCATOR ACHIEVEMENT AWARDS (LAA) AND DIG SMART AWARDS (DSA)

Report provided by Mark Hamrick and Dora Parks; an overview of the Locator Awards process was provided. The committee will have a meeting on 1/27/15 to start the 12th annual awards activity. The locator nomination form will be finalized for delivery to utility owner locators and contract locating companies on or about February 3, due on February 20th.
2015 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)

The 7th Annual GCDPTC will be held on October 27th – 30th in 2015 in Ocean City, MD at the Clarion Resort Fontainebleau Hotel. Based on the 2014 conference survey, 98% stated they would return in 2015. Tony Crow scored excellent on the survey and the networking activities of corn-hole and golf proved to be beneficial to the damage prevention conference. April will start 2015 registration for returning conference attendees and May will be the official registration opening. The committee will produce a post card inviting folks to log in to receive conference updates with the hope of being randomly selected for a free 2-night conference registration. Dominic of Gaines and Company won the registration package in 2014.

MGH – DAMAGE PREVENTION MARKETING UPDATE

Chris reported on an upcoming damage prevention event at Bowie Baysox stadium on Saturday, May 30th – Touch A Truck day and game night and Miss Utility event. Utility owners, first responders, heavy equipment rental companies will partner together to display multiple pieces of excavation and rescue equipment and machinery. Attending parents and children will have the opportunity to get up close and personal with the equipment. First through the gate attendees will receive event t-shirts and other educational and promotional materials. The event starts at 4:30pm and the baseball game begins at 6:30pm ending with fireworks.
