Minutes of the meeting held on October 28, 2014

CALL TO ORDER AND INTRODUCTIONS
Chairman Woolbright called the regular monthly meeting to order at 9:30 am followed by the customary introductions.

The minutes of September 23, 2014 were approved as written.

OLD BUSINESS
Chairman Woolbright asked if anyone had feedback on locate issues and resolution brought before the committee on September 23rd.  No feedback offered.

OPEN DISCUSSIONS
Dora Parks (Miss Utility) shared that she had received contractor calls regarding locators providing erroneous Title 12 law information. One being, an update ticket automatically cancels the previous ‘valid’ site work ticket.  All attending contract locating companies were urged to review this matter with their staff.  Educational and reference materials were offered in addition to damage prevention training. 

Frank Bull (Bowen & Kron) stated that he is receiving locator call backs on Re-mark tickets giving him the opportunity to communicate what is needed on the work site. Frank is grateful for this level of communications.

Dora Parks explained positive response as it relates Title 34 (District of Columbia one-call law).  DDOT is a new subscriber to DC Ticket Check.

NEW BUSINESS

Mark Hamrick (Verizon) provided the new suggestion box that will remain in the Miss Utility meeting room for folks to provide constructive criticism, suggestions and problems.  The Miss Utility website provides a method to receive suggestions at, http://www.missutility.net/excavators/

MD/DC MISS UTILITY SUBSCRIBERS COMMITTEE MEETING

  • Subscribers met in Cumberland, MD on October 9th at Columbia Gas
  • MGH reviewed the 2014 sports sponsorship programs
  • MGH will host the 2015 Strategic Planning Meeting at their office on November 18th
  • The homeowner ‘banner’ initiative was a successful, increasing homeowner tickets by 8% over the same time period in 2013.
  • Committee provided various reports
  • Scholarship program is underway, 9 zones in Maryland the DC, winners announced in April 2015 with an entry period of 8/11/14 to 1/30/15

Next Subscribers meeting is planned for Thursday, January 8, 2015

STEERING COMMITTEE TO REWRITE THE DISTRICT OF COLUMBIA ONE-CALL LAW

  • The committee is using the CGA process of consensus while working through the Title 34 rewrite
  • The committee has completed the review of the current draft changes and will begin working on the new enforcement part of the law

Regarding law, Frank Bull asked; what is the best way to ensure a sub-contractor has a Miss Utility ticket as this is a requirement of Title 12. Frank stated many primes tell their subs they can work off of their ticket.  Suggestions included;

  • The project manager should know the sub’s ticket number before they enter the work site and having their own ticket should be a requirement under their agreement.
  • Dora Parks suggested each contractor have a ‘work site jacket’ available on site with the printed ticket, Ticket Check codes and utility contact phone numbers.  All information in the work jacket should be shared with anyone on the work site to provide work site boundaries, awareness of what utility has marked and which ones are clear for the clear evidence part of the law.  This best practice can save down time due to potential damages.

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA - Maryland Authority)

Kevin Woolbright encouraged the attendees to be aware of the Title 12 Maryland Law as it impacts everyone including homeowners.  The MD/DC Damage Prevention Guides provide the law in addition to other vital information including call center practices, ticket types, Ticket Check and FAQ.  Most Authority claims involve contractors working without a ticket and causing a damage.

All Authority meetings and hearings are open to the public.

LOCATOR ACHIEVEMENT AWARDS (LAA) AND DIG SMART AWARDS (DSA)

Mark Hamrick provided a list of the Dig Smart Award winners; Gray & Son was the winner for Maryland and Skanska was the winner for DC.  Child’s Landscaping received the Honorable Mention. Winners have been posted on the Miss Utility website and will be recognized during the GCDPTC on Friday October 31st.  Dig Smart winners receive (2) two-night conference packages and a silver shovel acrylic award.
