CALL TO ORDER AND INTRODUCTIONS
Chairman Woolbright called the regular monthly meeting to order at 9:36 am followed by the customary introductions.
The minutes of April 22, 2014 were approved as written.

DAMAGE PREVENTION CAMPAIGNS
Chris McMurry (MGH) provided the following updates on damage prevention initiatives;

  • California Chrome ridden by Victor Espinoza won the Kentucky Derby.  Victor provided an endorsement for ‘Call 811’ on his jersey gear. There was a grassroots effort that included the MD/DC Subscribers, BGE and One Call Concepts to sponsor Victor during his future races at the Pimlico Stakes and Belmont Stakes. This race to the Triple Crown has already brought about national attention to ‘811’ and will certainly grow in future races.
  •  May 29th is scheduled to be an exciting Damage Prevention event at the Bowie Baysox with a celebrity appearance by Mountain Man.  The first 1,000 fans entering the ballpark will receive a duck caller, sure to be a hit with the children and the young at heart.  All Miss Utility attending staff will be in 811 camo t-shirts and matching camo hats.  Miss Utility will have an educational and promotional booth on the 3rd base concourse.
  • June 6th will be another damage prevention event at the Southern Maryland Blue Crabs baseball game.  Game tickets are $8.11, the One Call Concepts 811 Bike will be on display, the first 1,000 game attendees will receive a summer beach tote in additional to promotional and education give-a-ways at the Miss Utility Booth.
  • Another big damage prevention night will be at the Frederick Keys game on April 25th.  Orioles own, Manny Machado will be playing with the Keys while working through his injury rehab.  It is anticipated the ball park will be sold out. Miss Utility will have an educational booth with various PSA during the game.  Miss Utility also sponsors the ground crews, so they will have their bright orange 811 t-shirts on.
  • Spring radio campaign continues with call before you dig announcements from 6-10-am on 30 radio stations in western shore Maryland and DC.
  • Miss Utility Face Book contest, enter to win a $500.00 BBQ plus an appearance by the One Call Concepts 811 Bike, by liking the Miss Utility Facebook Page before June 3rd.
  • New internet Miss Utility banners for homeowner searches started March 31st

LOCATOR ACHIEVEMENT AWARDS (LAA) AND DIG SMART AWARDS (DSA)

  • Banquet held at the Bowie Baysox on May 9th, 150 banquet attendees
  • 62 locators were nominated for the 11th year awards program
  • Locators and their families participated in the recognition awards
  • Locators received a high visibility safety jacket and certificates

"We are thrilled to recognize these locators who devote their career to maintaining a safe working environment for their colleagues, as well as Maryland and D.C. residents," said Mark Hamrick, Chairman of the Miss Utility and District One Call Awards Committee. MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA)
Executive Director, Jim Barron reported the following;

46 Notices of Probable Violation (NPV) have been submitted to the Authority in 2013
43 Notices of Probable Violation (NPV) have been submitted to the Authority in 2014
89 Total NPV’s

    $51,200 in fines have been recommended in the remaining 23
    26 of the NPV’s received by the Authority are for a “No Call” violation
    20 of the NPV’s received by the Authority are for a “No Call and Clear Evidence” violation
    2 of the NPV’s received by the Authority is for a “Clear Evidence” violation only
    20 of the NPV’s received by the Authority are for a “Not Marked Per Code” violation
    21 of the NPV’s received by the Authority is for an “Emergency Call Abuse” violation

91 letters sent to Municipalities in Maryland there are not members of One Call

    1 of those was already a member of One Call
    22 are in the process of getting set up
    7 are up and running
    31 appear to be exempt
    30 have ignored our correspondence.  Second letters going out

Norfolk Southern contacted by the Authority and has been told to either join Miss Utility or the Authority will take action against them

4 Authority Seats expire on 9/30/14, 1 Subscriber, 1 Contractor, MML & One Call

The Authority decided to reinstitute a filing fee of $200.00 beginning with June 1st NPV.

The next Authority meeting is scheduled for June 4th; all meetings are open to the public.

STEERING COMMITTEE TO REWRITE THE DISTRICT OF COLUMBIA ONE CALL LAW

Dora Parks provided an overview of the purpose for the Title 34, District One Call Law rewrite, ‘To modify the current District of Columbia One-Call Law to meet the requirements of PHMSA’s Nine Key Elements of an effective damage prevention program and to reflect best and current practices. Enforcement of the DC law will have its foundation in outreach and education.’

The committee includes the following stakeholders; utility owners and operators, (electric, gas, telephone and water) DDOT, DC PSC, DC NUCA, Call Center, a Contract Locating Company and other interested entities.  There have been 13 meetings to date; all meetings are open to the public and minutes are available at; http://www.missutility.net/SteeringCommitteeRewriteDcLaw/index.asp

MD/DC MISS UTILITY SUBSCRIBERS COMMITTEE MEETING

Dora Parks reported the next committee meeting will be held in July.  The meeting agenda and details will be forwarded to the MD/DC Subscribers in late June.  The Subscribers provide the budget and approval for all damage prevention campaigns; collaborate with the call center on collecting ticket information, changes to Ticket Check processes and technology initiatives.

NEW BUSINESS

Cal Brooks (Howard County) provided an overview of the Marines Helping Marines Benefit Angler Tournament.
The sponsors donate the boat and pay the entry fee; 65 wounded Marines entered the tournament. It was a wonderful day of fishing and companionship.  There was a cook out after the tournament and the Marines are treated to a dinner and show at the Hollywood Casino.  Cal stated he was in awe over the stories of challenges, heroism and patriotism for our county; he also said it was the best event he every attended and looks forward to next year.

JW (BF Joy) stated DDOT does not locate street lights in the District of Columbia. Dora Parks stated this issue is being discussed at DDOT.

Dominic Pope (Gaines and Company) stated there is a real danger to gas services not being abated.  His company discovered a gas service in Timonium; he feels this is a safety issue and needs further discussion.

Deena Joyce (WSSC) asked if there were any updates on the Anacostia Sediment Project.  Dora Parks reported Tetra Tech was not able to attend this meeting and will make sure they are again invited to the next committee meeting.

Dora Parks reminded the committee that in 2015 the plan is to have short, 20 minute safety topics to start off each meeting and asked if anyone had safety topic suggestions to provide them.  The group thought this would be an excellent way to start meetings in 2015; it will provide added meeting value.

There being no further business brought before the committee, the meeting adjourned at 11:07 a.m.
