CALL TO ORDER AND INTRODUCTIONS
Chairman Woolbright called the regular monthly meeting to order at 9:29 am followed by the customary introductions.
The minutes of November 26, 2013 were approved.

SCHEDULED TRADE SHOWS  
Chris McMurry (MGH) hosted a meeting on January 9th at the Miss Utility Call Center for the Maryland and DC Subscriber Committee to provide marketing initiatives for 2014 to promote damage prevention and public safety.  Below are the programs the Committee agreed to budget for 2014;

  • Radio outreach will run from April to June in the geographic areas of Baltimore, DC, Frederick, Hagerstown, Cumberland, Lexington Park (Southern MD) and Mt. Lake Park (Western MD). Thirty radio stations will promote the safety message, ‘Call Before You Dig’ on thirty radio stations.
  • Minor League Baseball, we will again partner with the Frederick Keys, Bowie Baysox and Southern Maryland Blue Crabs using various campaigns, 
    • Frederick Keys – children’s Key’s for Reading program and sponsor of the infield drag
    • Bowie Baysox – Duck Dynasty Night with an appearance from “Mountain Man”
    • Southern MD Blue Crabs – Crabby Cove Sandbox Sponsorship and tote bag giveaway

The stadiums will provide pre-game multi-media announcements, program and marketing         materials advertising, concourse Miss Utility exhibit booths and stadium website exposure.

  • A new initiative for 2014 is targeting homeowners using internet advertising from April through May, the peak season of homeowner digging projects. Homeowners using the internet to search for digging tools, landscaping ideas, how to’s (i.e., how to install a mail box or plant a tree) will receive messages driving them to the homeowner page of the Miss Utility website.
  • Homeowner Associations Outreach, provide educational marketing toolkits.
  • Vocational School Scholarship Program, provide a financial scholarship to those students geared towards a construction career.
  • Continue onsite educational training for contractors and vocational schools.
  • Continue with area Trade Shows throughout the year.
  • Awards programs, Locator Achievement (spring) and Dig Smart (fall)
  • Greater Chesapeake Damage Prevention Training Conference scheduled October 28th – 31st

LOCATOR ACHIEVEMENT AWARDS (LAA) AND DIG SMART AWARDS (DSA)

Dora Parks provided an overview of the Locator Achievement Awards (LAA) and Dig Smart Awards campaign and reiterated the Dig Smart winners for 2012-2013,

    • Dig Smart Excellence winner – B. F. Joy, LLC
    • Western Shore Maryland winner – Pleasant’s Construction
    • Washington DC winner – Fort Myer Construction
    • Honorable Mention – Gray and Son

The LAA committee will meet on January 28th to start planning the locator nomination process, establish a budget and prepare various notices.  Erik Phillips (UtiliQuest) joined the committee.

2013 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)
Chairman, Matt Ruddo (One Call Concepts)

Chris McMurry (MGH) reported the committee will be meeting on January 28th to start planning the 2014 event.  The dates for the conference are, October 29th – 31st.  A Halloween fun theme is being considered.  Anyone interested in sponsoring the conference or exhibiting in the vendor area should contact Dora Parks, 410-782-2026 or dora@missutility.net. Registration will begin in April with the best conference discounts; May will begin Early Bird registration. The Miss Utility website has been updated with 2013 conference pictures and a conference overview. 

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA)
Chairman Kevin Woolbright reported the following;

47 Notices of Probable Violation (NPV) have been submitted to the Authority in 2013
9 NPV’s are in research and scheduled for review in January & February of 2014
14 of the NPV’s received by the Authority are for a “No Call” violation
20 of the NPV’s received by the Authority are for a “No Call – Clear Evidence” violation
2 of the NPV’s received by the Authority is for a “Clear Evidence” violation
10 of the NPV’s received by the Authority are for a “Not Marked Per Code” violation
1 of the NPV’s received by the Authority is for an “Emergency Call Abuse” violation

$61,000 in fines have been assessed or recommended
$3,000 has been paid
$6,000 has been appealed
$43,000 has been recommended and going to hearing
$9,000 (beyond the $6,000 in appeal) is waiting for payment

90 letters sent to Municipalities in Maryland that are not members of the one-call system
30 of those have been mailed a contract
                                6 of those are working with Dora Parks on a Service Agreement
                                2 of those need follow up after the initial contact with Dora
                27 of those may be exempt
                33 have not responded to our initial letter

4 letters sent to Counties in Maryland that are not members of One Call
                Allegany & Talbot have processed agreements
                Wicomico does not own or operate underground facilities
                Worchester, we are waiting on their response

Antietam Cable was contacted by the Authority and is signing up with One Call

Norfolk Southern was contacted by the Authority

The Authority has published brochures; they are available at the Miss Utility Call Center.
               
The next Authority meeting is scheduled for February 5, 2014, this is a public meeting and all are invited to attend.

 

MD/DC MISS UTILITY SUBSRIBERS COMMITTEE MEETING

The Subscribers Committee met on January 9, 2014 at the Miss Utility Call Center. Nominations for Chair and Vice Chair were held; Scott Brown will remain the Chairman and Vince Healy will remain the Vice Chairman for the next two year period. The Committee thanked Scott and Vince for their contributions and leadership for the past two years. It was voted to have the quarterly Subscriber’s Committee move around the WSMD and DC area so all call center owner-members could participate in the committee meetings.

  • April 10 – Miss Utility Call Center
  • July 10 – DC area (PEPCO is checking on availability)
  • October 9 – Cumberland at Columbia Gas

The Committee discussed changes to the existing Ticket Check, code 10 status to include insufficient extent of work and incorrect ticket mapping in addition to allowing locators to enter a subsequent status. The committee will continue to work on the rules and provide more information to all subscribers in the near future.  Vince Healy and Tad Miller will lead the new Vocational School Scholarship Program, MGH will assist this committee.  

Chairman Brown asked all utility members in attendance to participate in providing monthly damage data, a future notice will be emailed to all subscribers providing information for  ‘how to’ provide the data.  Reporting will have a future impact on how advertising dollars will be spent in various counties and reporting members service areas.

NEW BUSINESS

Lenny Corbin (Gray and Son) inquired about offset marks.  Attending locators stated offsets are provided as a guide every 10 feet on a straight line and every 3 to 5 feet on curves/turns as an indicator of the buried lines. The Marking Standards Guide provides information on interpreting the locate  marks.

Baltimore City asked about member response to Emergency Tickets.  Committee member provided an overview of the Maryland Law, in cases of emergency excavation defined as a hazard or danger to health, environment, property and buried infrastructure, work/digging can begin in order to stabilize the condition of the emergency without locate marks, the company/person digging must use reasonable precautions to protect underground lines. Most utility companies do their best to respond to after hour emergency tickets within two hours of receipt.

Dennis Lescalleet talked about the benefit of the Ticket Check contractor codes, Discrepancy and Dispute and the ease in which to process either one of these codes using the Miss Utility internet, Search and Status application.  Dora Parks provided an overview of the purpose of these contractor codes and urged contractors to also follow up with a Re-mark ticket.

There being no further business brought before the committee, the meeting adjourned at 11:16 a.m.
