Kevin Woolbright called the regular monthly meeting to order at 9:39 a.m.
Welcome and customary introductions were made.

Cal Brooks (Howard County) stated the training was ‘top notch’, very informative, the DPW got the answers they needed to comply with Maryland law and practices. Cal added other departments of Howard County will be contacting the DP Training team to schedule training due to the comprehensive information presented regarding MD law and safe excavation.

2013 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)
Chairman, Matt Ruddo (One Call Concepts)

  • Exhibitor Hall is sold out, 32 exhibitors, 6 are brand new to the conference
  • Sponsorship is up, 4 new sponsorships were secured
  • A new networking event was added for Tuesday evening attendees, a ‘cornhole’ tournament
  • A new damage prevention ‘Jeopardy’ game was added to the Thursday session line up
  • Conference is scheduled for October 23 – 25th in Ocean City, MD at the Clarion Resort and Conference Center
  • Matt Eversmann (First Sergeant (retired) is this year’s keynote speaker.  Matt was the hero in the film, Black Hawk Down.  2013 is the 20th anniversary of the Battle of Mogadishu

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA)
Jim Barron, Executive Director reported the following;

On September 11th, hearings were conducted for 2 NPV’s, both for no calls.  The Authority voted to enforce damage prevention training in addition to $9,000 in fines.

Jim stated the following is needed when completing NPV’s,

  • Include the incident address zip code
  • Include the exact name and correct address of the probable violator
    • Try to get a business card when investigating the incident site

2012 PHMSA Grant closed on 8/31/2013 - Final reports due 9/30/2013 and 2014 PHMSA Grant expected to be advertised in October 2013

Authority Seats that expire 9/30/13 - PWCA, Subscribers, Locator/DPC, MACo & Public seat

New Chair to be elected in 2014

Non-Members contacted by Authority;

The Authority is working with MACo and MML to try and identify what counties and municipalities are not members of Miss Utility.

The CGA Stakeholder Advocacy Committee is preparing a Case Study of the Maryland Damage Prevention Law and how it came into existence.  A teleconference is scheduled for 1:00 PM, Wednesday, September 25, 2013.  Tom Baldwin, Bruce Bereano & Jim Barron will participate.

MD/DC MISS UTILITY SUBSRIBERS COMMITTEE MEETING

Garrett County at the McHenry Visitor’s Center on Friday October 11th.

Vince Healy announced the Subscribers are establishing a new $1,000 educational scholarship. Candidates will be solicited from the MD and DC area vocational schools. Tad Miller (Columbia Gas) will serve on the subcommittee.   Tad stated Columbia Gas currently provides scholarships to Cumberland students who excel in various vocational schools categories.

NEW BUSINESS

Dora Parks provided updated information on the new digital mapping process;

  • Digital mapping is used for member notification of work site
  • Six fields of the ticket are used for map hits, when wrong information is entered maps will not be able to find the work site.  Tickets have been discovered using incorrect county information and city/place information – the tickets were not mapped correctly.  Miss Utility is working with ITIC users who are processing these types of tickets.
  • The mapping ‘URL’ is provided on the outbound ticket in the Extent of Work field
  • Search and Status now provides a view of the mapping at www.missutility.net
  • Companies continue to request ITIC 2.0 training

Iris Curtis (SMECO) stated the ITIC 2.0 training provided valuable information for the new system in addition to providing damage prevention training while going through the various fields for ticket processing.  She thanked Miss Utility for providing this level of training.

OPEN DISCUSSION

Dennis Lescalleet (Pleasants Construction) stated the new function for processing Discrepancy and Dispute tickets is easy to use.  Dennis reported that 70% of his company tickets result in a Discrepancy ticket.

Meeting attendees discussed the need for continued damage prevention training; companies think digging with a shovel exempts them from calling Miss Utility, the Post Office is not aware of the need to call for mail box installation, work site contractors being asked to provide excavation work without a ticket, silk fences being installed with rods without one-call tickets. Utility companies are filing NPV’s with the Authority for damages without tickets.  The Authority always requires training with any violation of State Law.

There being no further business brought before the committee, the meeting adjourned at 11:05 a.m.
