CALL TO ORDER AND INTRODUCTIONS

Mark Hamrick called the regular monthly meeting to order at 9:30am.
Welcome and customary introductions were made.
The minutes of July 23, 2013 were approved.

MGH UPDATE
Presented by Chris McMurry

Promoting Damage Prevention on Sunday, August 18th at the Bowie Baysox stadium.

  • Manny Machado garden gnome giveaway to the first 1,000 game attendees
  • Manny portrayed as a gnome sported a Baysox uniform with a shovel displaying ‘811’ and Miss Utility on the back of the gnome hat.
  • Baltimore area TV stations and radio in addition to the Washington Post covered the August 18th event; MASN talked about the Manny gnome the Friday before the Sunday event.
  • The Baysox Stadium provided added value of the Miss Utility night using the stadium marque, website promotion, printed materials and continuous announcements during the game. 

To complete the event, the One Call Concepts 811 Bike was on display and Miss Utility provided an exhibitor booth display complete with damage prevention educational resources and safe excavation promotional materials.

Phil Wyre (stadium General Manager) stated he has never seen such a long line for any giveaway, the line started at 2:00pm for a 7:05pm game and the length extended into two parking lots.

2013 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)
Chairman, Matt Ruddo (One Call Concepts)

  • 2013 is the Fifth year for the conference
  • Conference is scheduled for October 23 – 25th in Ocean City, MD at the Clarion Resort and Conference Center
  • Early Bird pricing ends on August 30th
  • To date, 200 folks have registered for the conference
  • Matt Eversmann (First Sergeant (retired) is this year’s keynote speaker.  Matt was the hero in the film, Black Hawk Down.  2013 is the 20th anniversary of the Battle of Mogadishu

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA)

27 total NPV's have been filed this year with The Authority
     7 of the 27 have been reviewed and closed for incorrect information and/or no factual proof
     7 of the 27 have gone to hearing and 1 of those 7 got training only
          6 of those 7 got fines and training-4 of those 6 have been appealed to the Circuit Court
     2 of the 27 are scheduled for hearing on 9/11/13
     11 of the 27 are still in research
          5 of the 11 are scheduled for review on 9/11/13

The 2012 PHMSA Grant closed on 8/31/2013. The 2014 PHMSA Grant has not yet been advertised since the 2013 Grants have not yet been awarded.  We are anticipating the advertisement to occur sometime in October and The Authority is poised and ready to file for the Grant.

MGH has been selected to be the outside vendor for marketing contingent upon Grant monies.

The next Authority meeting is scheduled for September 11, 2013.

MD/DC MISS UTILITY SUBSCRIBERS COMMITTEE MEETING

    Refreshments available at 9:30am, the meeting starts at 10:00am with lunch following.

If you plan to spend the night on Thursday October 10th, it is suggested you make reservations ASAP due to the Autumn Festival.

NEW BUSINESS:

Marc Haines (BGE) provided information on tickets that involve critical facilities.
Once BGE is notified of the ticket from their contract locator, USIC – BGE will directly contact the excavator/contractor. BGE will then work with the contractor to ensure accurately located lines and monitor the site for safe excavation. PEPCO and WGL representatives stated they provide the same service for these critical areas.

Tim Kaptein (Comer) asked about protocol for unmarked lines.  Various attendees provided information that included creating a Discrepancy notice using the Miss Utility Search & Status for Ticket Check, processing a, ‘Re-mark’ ticket and contacting the contract locator.  If no resolution, contact the utility company directly.

There was a group discussion regarding electric lines, to be careful as damaged lines can be re-energized.  In addition to contractors claiming damages when they only needed to verify abandoned lines and making sure work crews understand the ticket information and extent of work for their particular work site. 

Dennis Lescalleet (Pleasants Construction) stated he will directly contact affected utility members on job sites where there is conflicting Ticket Check codes (i.e., locators will code the site marked and on update code ticket clear) on updated tickets. His concern, the ticket information does not change yet the locate codes change from one update to another.

There being no further business brought before the committee, the meeting adjourned at 11:00 a.m.
