CALL TO ORDER AND INTRODUCTIONS

Kevin Woolbright called the regular monthly meeting to order at 9:34am.
Welcome and customary introductions were made.
The minutes of June 25, 2013 were approved as written.

MGH UPDATE
Presented by Chris McMurry

  • Danielle Davis will be leaving MGH due to moving to Virginia.  The MGH GCDPTC support team will be, Chris McMurry, Kelly Cahill and Emily Meier.
  • The Miss Utility damage prevention message will be promoted on August 18th at the Bowie Baysox stadium in Prince George’s county. The first 1,000 game attendees will receive the Manny Machado Garden Gnome.  Miss Utility will have an educational booth on the main concourse with the 811 Bike.  MGH will stimulate the event by giving major TV stations in the Baltimore metro area and radio stations a Manny Garden Gnome displayed in a Miss Utility dirt bucket with a shovel. Manny will be outfitted in the Bowie Baysox uniform with a baseball and 811 shovel. 
  • Miss Utility was a sponsor of the 91st Barbara Fritchie Classic, which is a day of motorcycle races at the Frederick Fairgrounds on July 4. This year, 1,600 people attended the races. Miss Utility had banners on the awards stage, near the grandstand and at the entrance to the fairgrounds off Patrick St in downtown. About 250 drink koozies were distributed to the people in attendance and Miss Utility was promoted on the event programs.
  • Cal Brooks (Howard County) shared the excitement of the Miss Utility sponsorship for the Paycheck Tournament Anglers. Cal will provide information for a possible sponsorship of the wounded warriors fishing event.
  • MGH asked attendees to contact them with other grass roots ideas.

LOCATOR ACHIEVEMENT (LAA) AND DIG SMART AWARDS

  • The committee is working on the 2012-2013 Dig Smart Awards, recognizing (1) MD and (1) DC contractor who has partnered in damage prevention and promotes safe digging practices. The selected winners will be recognized at the Greater Chesapeake Damage Prevention Training Conference in October. Awards are based on the excavation period starting July 1, 2012 thru June 30, 2013.  Entries are due on August 7th.

Next Awards Committee meeting is scheduled for August 27th.

2013 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)

  • Registration is up by 42% from this time last year – 162 registered attendees
  • Full schedule of breakout sessions available at missutilityconference.com
  • Keynote Speaker, First Sergeant Matt Eversmann (Ret) who was portrayed in the movie, Black Hawk Down
  • Pre-conference program brochure will be available in the near future
  • Fun activities being planned for those conference attendees staying Tuesday night
  • Conference is scheduled for October 23 – 25th in Ocean City, MD at the Clarion Resort and Conference Center
  • Early Bird pricing ends on August 30th

Matt Ruddo (Conference Chairman) thanked the sponsors, exhibitors and committee members for their contributions and enthusiasm for planning and supporting the 2013 conference.

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA)

The Authority had it first set of hearings on July 10th.  Kevin reported the process and assessments were fair. Fines were reduced contingent upon the company scheduling and receiving damage prevention training via the Damage Prevention Committee. The filing fee was waived through September 2013.  Kevin stated that all parties should be acquainted with the law and be prepared for the hearing.

The next Authority meeting is scheduled for September 11, 2013.

MD/DC MISS UTILITY SUBSCRIBERS COMMITTEE MEETING

The next Subscribers Committee Meeting will be held in Garrett County at the McHenry Visitor’s Center on Friday October 11th.  Refreshments available at 9:30am, the meeting starts at 10:00am with lunch following.  The meeting address is, 15 Visitors Center Drive in McHenry, MD 21541

If you plan to spend the night on Thursday October 10th, it is suggested you make reservations ASAP due to the Autumn Festival.

NEW BUSINESS:

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA)

Kevin Woolbright stated there is one open public seat on the Authority, anyone interested or knows of a candidate can contact Kevin or any member of the Authority.

Mark Hamrick stated (5) resumes have been received for the Authority Locator seat and that comments regarding the candidates should be submitted to Kevin or Mark by July 30, 2013.

Kevin invited the candidates an opportunity to introduce themselves to the group, Wayne Gilmer, Tom Hastings and Eric Phillips provided a summary of their experience as a stakeholder and locator, participation on various committees, skills, understanding of state law and call center processes, support of Damage Prevention, company tenure and damage investigation experience.  Kevin thanked the candidates for their introductions and opened the floor for questions.

There was a group discussion regarding the Damage Prevention Committee (DPC) vetting process and submission of candidates to the Governor for appointment.  The DPC Structure and By-Laws has the committee listed as the chair and vice chair.  Any DPC attendee can provide recommendations and comments to Kevin Woolbright (DPC Chairman) or Mark Hamrick (DPC Vice-Chairman).

OPEN DISCUSSION

John Berrettini (A/I Data) inquired about a BGE Inspector stating ‘no digging’ on a ticket site. The ‘locate marks’ had, ‘No Dig’ written on the ground. It was suggested the area was on a near a BGE regulator station and BGE would have someone on site to work with the excavator.

Tim Kaptein (Comer Construction) thanked Mark Hamrick for his support regarding an overhead line issue.

Kevin Woolbright thanked Howard County DPW for the Water Buffalo Tanker use during the WSSC’s recent 54 inch water damage.

There being no further business brought before the committee, the meeting adjourned at 11:40 a.m.
