CALL TO ORDER AND INTRODUCTIONS

Kevin Woolbright called the regular monthly meeting to order at 9:27am.
Opening Comments
Kevin Woolbright reiterated the monthly meeting purpose and protocol. Encouraged those in attendance to continue coming to these meetings and asked everyone to encourage others to attend as well.
Customary introductions were made.
The minutes of May 28, 2013 were approved as written.

MGH UPDATE
Presented by Chris McMurry

  • Radio campaign just wrapped up – ran early in the season (April to June period) with a high quantity of ads.
  • Frederick Keys for Reading program – wrapped up our program Father’s Day weekend with the highest attendance in the team’s history.
  • Thank you to BGE and One Call Concepts – “Lineman for a Day” program was held in advance of hurricane season; Channel 7 in DC went out to White Marsh and covered this program with a segment about the 811 Bike.
  • Manny Machado Garden Gnome giveaway will occur at the Bowie Baysox game on Sunday, Aug. 18 at 6 p.m. to spread the Miss Utility message; will try to secure media coverage surrounding this collectable giveaway.

LOCATOR ACHIEVEMENT (LAA) AND DIG SMART AWARDS

  • The Locator Achievement Awards were held May 10 at the Bowie Baysox Stadium and went very well. Kevin shared the CGA newsletter, which featured the LAA.
  • UtiliQuest thanked the committee and Miss Utility for hosting the event – the event really goes a long way to thank the excavators, and their families really appreciate it.  
  • Preparing for the Dig Smart Awards; will select winners in August. Winners will be recognized at Greater Chesapeake Damage Prevention Training Conference in October. Awards based on July 1, 2012 to June 30, 2013.

Dora Parks, Vince Healy, Tom Thorsen, Mark Hamrick and Kevin Woolbright participated in this training. Vince Healy, Verizon, said it was a good event, but would have liked more attendees. Suggestion was made to get the training CEU certified so that more people are encouraged to attend. Kevin Woolbright, WSSC, may be able to provide greater insight on getting CEU certification.

Various meeting attendees discussed the importance of these presentations and how valuable they have been for employees. Mark Hamrick, Verizon, encouraged more attendees to become involved in the presentations. Anyone who is interested in getting involved or to schedule training should reach out to Dora.

Verizon thanked the Damage Prevention Committee for getting the word out in DC, and encouraged anyone who works in DC to schedule training with Miss Utility.

2013 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)
Chairman, Matt Ruddo (One Call Concepts)

Chris McMurry (MGH) reported the following conference update;

  • Fifth year for the conference and registration is at an all-time high for this time of year.
  • Thank you for everyone’s support of the conference. A current list of sponsors and exhibitors was reviewed.
  • Registration process going well, please register soon if you haven’t already.
  • Offering more sessions than we have in previous years – hopefully attendees see this as great value.
  • Corn-Hole tournament – Scott working on this new event.
  • Thank you to Kevin Woolbright, WSSC, for printing postcards – please distribute them in the field to anyone you think is interested.
  • MissUtilityConference.com is the best way to get updates.
  • Email went out at 10 a.m. this morning to announce that Matt Eversmann will be the keynote speaker. If you didn’t get this email, please contact Danielle Davis, ddavis@mghus.com to be added to this email list.

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA)
Kevin Woolbright, WSSC

  • The last Authority meeting took place on June 5; next meeting will take place on July 10.
  • The filing fee, which is typically $250, has been waived for an additional 90 days. The fee will resume this fall, as there are many administrative costs that come with the Authority.
  • Questions and complaints are coming in to the Authority.
  • Make sure you know the law before you file a complaint; excavator guides are available for everyone who needs to brush up on their knowledge of the law.
  • First hearings are coming up shortly.

MD/DC MISS UTILITY SUBSCRIBERS COMMITTEE MEETING
Scott Brown, Washington Gas

  • Re-wrote bylaws for consideration.
  • Have reached out to owner members and encouraged them to attend meetings.
  • The 811 Bike will be at a parade in Richmond, VA this December.
  • MASN advertising went will this year – will look at expanding this partnership with Virginia next year and possibly will consider adding Pandora advertising to our campaign.
  • Stakeholders – if you have a Twitter site, Facbeook, etc., post “Call 811. Dig with care” on August 11. Goal of a unified message across MD, DC and VA.
  • Voted at the last meeting for Kevin Woolbright to represent the subscribers on the Maryland Underground Facilities Damage Prevention Authority for another two-year term.
  • Next year, will begin a scholarship fund for a student who plans to further their education in the construction industry.

BYLAWS AND OPERATING PROCEDURE FOR DAMAGE PREVENTION SUBSCRIBERS

Kevin Woolbright asked that everyone read the proposed bylaws and operating procedure and provide any suggestions. Bylaws will be finalized in July.

  • Kevin Woolbright suggested that a Code of Conduct is added to the bylaws.
  • Vince Healy alerted all subscribers that consistent meeting dates have been set and to make up for this; the next meeting will take place in July. All facility owners are invited to attend these meetings the second Thursday of the month in January, April, July and October.

NEW BUSINESS:

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA)

  • Wayne Gilmer is the current locator representative for the Authority. If Wayne were to be reappointed, this would be the last two-year term he could serve.
  • At this time the Damage Prevention Committee is seeking applicants for this position. If you’re interested, please email your resume to Kevin Woolbright and Mark Hamrick. To be considered, your primary job must be working in the locate industry; you must also have knowledge of the law, the time to be involved and a company that will support the time needed for this position.
  • Applications are also being accepted for a Public Member representative as Cindy Flanders has finished her term.
  • Anyone from the public who wants to attend an Authority meeting is welcome to attend, but hearings are closed.

OPEN DISCUSSION

Mark Hamrick encouraged Baltimore County to share ICBM footage.

Representatives from Baltimore County reported that ICBM is wrapping up by July 15 as the grant expires on Aug. 31.

Mitzi Ambush of PEPCO expressed the importance of training young employees and summer help. PEPCO has experienced a couple of incidents during the summer that were caused by inexperienced workers.

General discussion about the success of Dora’s trainings and what a great job she is doing.

For ITIC training, Miss Utility is seeking a location to host a meeting in Montgomery County.
