Kevin Woolbright called the regular monthly meeting to order at 9:31am.

Customary introductions were made.

The Minutes of April 23, 2013 were approved as written.

Advertising Campaign Briefing

  • MASN Orioles and Nationals game ‘text’ has grown from 40,000 to 45,000 users.  The game text includes, “Miss Utility, call 811 before you dig”.
  • Current radio campaigns will end mid-June, they have been running since April 8th. MGH was able to acquire 19% more inventory with Miss Utility’s budget in addition to radio bonus spots via traffic reports and other live reads.
  • Orioles’ infielder, Manny Machado will be personalized as a gnome to promote Miss Utility at a game on Sunday August 18th.  The first 1,000 game attendees, 13 years and older will receive the give-a-way.
  • Paycheck series sponsorship, Cal Brooks (Howard County) provided an overview of a recent fishing tournament with pictures of the event.  The sponsorship was extended to a two year period. 

CGA is promoting safe digging with their race, ‘Spring to Sonoma’ sweepstakes.  Entries must be received by May 31 at www.springtosonoma.com.

Dora Parks (Miss Utility) provided an overview of the 10th Locator Achievement Awards Banquet

  • 40 Locators in Western Shore Maryland and DC were recognized during a banquet held in their honor on May 10, 2013 at the Prince George’s stadium.  Three of the locators (Herman Wilson, Allan Billman and Wayne Sargent) received special recognition for their continuous service to damage prevention over the 10 years locators have been acknowledged.
  • Fred Hoover, Clean Energy Program Director at the Maryland Energy Administration delivered the opening speech followed by the locator awards recognition.
  • Alonzo Miller of DCI threw a strike for the opening game pitch.

Eric Phillip (UtiliQuest) stated the locators enjoyed having their families attend the recognition banquet, some had never attended a baseball game and the children loved the fireworks that followed the game.   Kevin Woolbright (Chairman) thanked everyone on the Awards Committee for their time and contributions for another memorable awards banquet. Pictures of the banquet where presented as a slide show during the DP Meeting.

Next committee meeting is May 28th, were the Dig Smart Awards will be discussed.

Chairman, Matt Ruddo (One Call Concepts)

Chris McMurry (MGH) reported the following conference update;

  • The GCDPTC will be held on October 23 – 25, 2013 in Ocean City, MD at the Clarion Conference Center Hotel.
  • Pre-conference registration will end on June 2nd, Early Bird registration will be available until August 30th when regular conference registration will begin.
  • Keynote conference speaker Matt Eversmann, will deliver a talk regarding leadership, preparedness and working through adversity while he relates to his experience in Somali during the battle of Mogadishu in 1993.
  • Break-out sessions are being finalized.
  • Sponsorship and Exhibitor opportunities are available, contact Dora Parks for information.

The next conference committee meeting is scheduled for May 28th.

  • Authority is reviewing (16) Notices of Probable Violations (NPV).
  • One company has (5) violations.
  • First hearing postponed due to legal challenge.
  • Hearings will be public record, Authority has subpoena powers.
  • Authority may revise claim form as some claims require a site visit.
  • The current moratorium on the claim fee will be reviewed at the next Authority meeting.
  • Virginia’s State Corporation is providing software to receive, process and track claims.

Next Authority meeting is scheduled for June 5th.

Miss Utility, call center stats were provided by Dora Parks as follows;

  • April 2013 was the busiest month for inbound ticket processing since 2007; 68,544 were processed by the call center.
  • The (3) highest ‘Types of Work’ for April were, gas work, Verizon FTTP work and Water/Sewer work.
  • Montgomery, Prince Georges and Anne Arundel counties produced the highest volume of processed tickets.

John Nesbitt (MD State Highway) stated there are new future highway construction projects and Kevin Woolbright reported WSSC will start water replacement and sewer rehabilitation work.

Lenny Corbin (Gray and Son) discussed tickets regarding milling work, the milling will not go beyond two inches – does the law require tickets for this depth level?  Jim Barron (Authority, Executive Director) stated the Maryland law does not provide exceptions for certain work or depth.
There being no further business brought before the committee, the meeting was adjourned at 11:09am.

Dora Parks thanked the members and contractors to date who have supported the ITIC 2.0 training by being a host training facility; AA Utility Contractors Association, AUC Association, DC NUCA, WSSC, Delmarva Power, SMECO, Long Fence, Garrett County DPW, Columbia Gas (Allegany and Washington County offices) Potomac Edison, Howard County DPW, PEPCO, Belair Underground, Charles County DPW and Frederick County DPW.  Dora shared that the ITIC 2.0 training has evolved into call center processes, Title 12 Law and damage prevention, which has been well received by all attendees.
