Kevin Woolbright called the regular monthly meeting to order at, 9:30 am.

Customary introductions were made.

The Minutes of February 26, 2013 were reviewed and approved as written.

Opening Comments
Kevin Woolbright (Chairman) provided a review of the MD/DC Damage Prevention Committee protocol,
a forum where everyone is invited to share ideas and deal with issues surrounding safety and state law; to discuss various damage prevention initiatives (i.e., trade shows, training, award programs, national training events) and call center topics.  Kevin reiterated that all attendees were to respect the meeting environment and each other maintaining professionalism at all times during the meeting and afterwards.  The order of the meeting will not be disrespected or discredited by anyone.  As a committee, we appreciate the participation and cooperation of attending members and the ability to resolve issues in a purposeful way.

Mark Hamrick (Vice Chairman) added the support of committee members and attendees (contractors, utility members, general public, etc.) is appreciated. He stated the purpose of the monthly meeting is to discuss all things related to damage prevention, there must be a level of cooperation while working together to resolve problems.  All participants have a voice in the issues; the committee anticipates feedback at future meetings regarding resolution of all issues brought to the attention of the committee.

Spring Radio Campaign- starts on April 15 to May 12 and again on May 20 to June 23 in the following areas, DC and Baltimore metro area, Western Maryland and Southern Maryland. MGH was able to negotiate 26% more radio time at no extra cost; the additional ads will air during traffic and weather reporting.  The theme of the radio campaign is, ‘you’re responsible’.  The radio spots are 30 seconds in length using three different messages.  The advertisements run from 5am to 8am.

Baseball Sponsorships for summer of 2013 include, Frederick Key Reading Program and Grounds Crew promotion, Bowie Baysox for the ‘Manny Machado Garden Gnome Giveaway’ on August 18th and the Southern Maryland Blue Crabs.  MHG will provide volunteer schedules to staff the Miss Utility educational and promotional table during the sponsorship games.

Safety DVD Campaign - during a recent Miss Utility awareness survey, it was revealed that most of the survey participants were not aware of the Miss Utility seven-minute educational video. MGH will mail the damage prevention DVD to area professional excavators to use for rainy day training within their organization to heighten the awareness of state law, safety and damage prevention.

Dora Parks provided an update of the 10th Locator Achievement Awards,

The awards banquet will be held on Friday, May 10th at the Prince George’s County, Bowie Baysox game, starting at 5:30pm.  Locators will invite their families to celebrate their accomplishments and recognition.

Chairman, Matt Ruddo (One Call Concepts)

The GCDPTC will be held on October 23, 24 & 25th in Ocean City, MD at the Clarion Resort Hotel and Conference Center. Conference surveys revealed that attendees preferred Ocean City for this annual conference.  The Clarion hotel has made many renovations for the comfort of conference registrants.

Matt Eversmann, featured in the film Black Hawk Down, will be the keynote speaker for this year’s conference. Save the date post cards will be produced and mailed out in the near future. Registration will start in mid-April for returning conference attendees, early bird registration in June and regular registration in August.

The committee continues to work on new and educational conference break-out sessions in addition to some fun events.

Next committee meeting is on March 26, 2013.

Jim Barron was introduced as the new Authority Executive Director.  Jim provided a bio of his experience;

  • 40 years as an underground contractor, retired Ronkin Construction in 2012.
  • Chaired the Common Ground Alliance (CGA) at its inception for four years.
  • Participated in the Title 12 Steering Committee that resulted in law changes effective Oct. 2010.

Jim stated 12 Notice of Probable Violations have been received, acting on (4) of them at this time.  Jim met with Senator Astle who was the senate sponsor of the bill for the October 2010 law change for an update of Authority activities.

The claim fees ($250.00) have been waived from January 1 to June 30, 2013. The monthly Damage Prevention meeting remains the first level for law disputes and resolution.  The Authority website is, www.mddpa.org

The next Authority meeting is planned for April 3rd.

The CGA conference was held March 12 – 14, 2013 in West Palm Beach, Florida.  The committee chairs and vice attended the conference and provided an overview.  Mark Hamrick attended a session regarding the psychology of exhibitor booths/trade shows.  It was recommended that the booth provide food, fun and movement.  Mark tested the movement part at a recent trade show tossing around a nylon flyer and it worked.  He got the attention of the attendees providing the opportunity to talk about damage prevention and public safety.  Kevin Woolbright talked about a session dealing with educating children at an early age. A damage prevention training is scheduled for May 1st at an elementary school in Odenton, MD.  All agreed the conference was an asset to damage prevention and look forward to what 2014 will bring. Tom Hoff, President and CEO of One Call Concepts was recognized and honored with the CGA’s Presidents award for Tom’s contribution to damage prevention over the last 30 plus years. Tom was humbled to be recognized for such a prestigious award.

Dave Wilkens (WSSC) reported that WSSC reached out to all contractors who had concerns with Pinpoint locates as expressed during the February 2013 MD/DC Damage Prevention meeting.

John Berrettini (A/I Data) provides test pitting using air vacuum excavation and had concerns regarding unmarked utilities. Mark Hamrick (Verizon) stated the lines could be abandoned and suggested using the Ticket Check System to code the ticket using the excavator code, discrepancy.  This results in a ticket being transmitted to the utility owner with a ‘Discrepancy’ header, which requires action on the part of the receiving utility company.  Dora Parks (Miss Utility) explained that currently the excavator codes of Discrepancy (for locator codes 1, clear and 2, marked) and Dispute (for locator code 5) are entered by using the Ticket Check IVR system, 1-866-821-4226. In the near future, these codes will be available using Search and Status at, www.missutility.net, when viewing the Ticket Check page.

There was discussion regarding tickets not being coded by the ticket’s response due date.  It was agreed that this is a violation of MD state law, if a claim is submitted the Authority will review. Another issue regarding ‘down time’ was brought up, excavators complained that waiting for locates was costing them money. Mark Hamrick stated contractors do not have a contract with the utility companies; therefore they are exempt from any monetary recourse. Mark stated if anyone received a Verizon bill that is not that company’s issue, to contact him directly.

There being no further business brought before the committee, the meeting was adjourned at 11:25am.
