CALL TO ORDER AND INTRODUCTIONS

Mark Hamrick called the regular monthly meeting to order at 9:35am.

Customary introductions were made.

Mark mentioned that many regular attendees were missing due to a One Call Concepts Technology and User Group conference in Missouri.

Meeting minutes from September 25, 2012 were reviewed and approved as submitted.

Marc Haines from BGE volunteered BGE to work upcoming Baltimore Build and Landscape trade show in January 2013.

Erik Phillips from UtiliQuest gave positive review of Maryland State Park – Employee Field Day Show. Marc Haines also commented that the Maryland Home and Garden Show was a great experience for Miss Utility.

LOCATOR ACHIEVEMENT (LAA) AND DIG SMART AWARDS

Mark Hamrick announced the Miss Utility and District One Call winners for 2011-2012. He also talked about the excellent crop of entries and the extremely low damage ratios that the companies had that submitted nominations.

Dennis Lescalleet asked a question about changing the presentations for different audiences. Mark Hamrick answered that Miss Utility can tailor any presentation to the particular audience. Wayne Gilmer gave an example of when they had to give a presentation to a Spanish speaking audience.

2012 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)

Conference Registration has closed. Please contact MGH directly if you would like to attend the conference.

Chrissie Bortner updated that there were more than 300 people registered to attend the conference and provided her contact information for those who still wanted to register.

Conference to take place Nov. 7-9, 2012 at the Clarion Resort in Ocean City, Md.

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA)
Reported by Kevin Woolbright, Vice Chairman

Update: Kevin Woolbright Vice Chair October 3rd meeting was cancelled; November’s meeting may be cancelled as well. Due to changes in staff at US DOT/PHMSA, we were just able to take the next step enabling us to get closer to obtaining the grant money and are now awaiting further instruction.

Wayne Gilmer noted that MUFDPA will have a booth set up at the conference to hand out educational materials. MUFDPA will also have a breakout session on Friday. All members will be wearing their badges and he encouraged anyone with questions to engage in a conversation with one of the members.

Mark Hamrick explained what the Authority is and how it was created by the government. He also said that it is not a negative thing that MUFDPA has not done anything yet. MD/DC MISS UTILITY SUBSCRIBERS COMMITTEE MEETING

Comments and update from Mark Hamrick on behalf of Scott Brown and Vince Healy.

Most recent meeting was held October 19th at Garrett County, Western Md. Meeting went very well, discussed the possibility of holding a damage prevention meeting in Western Md. which would allow for people who cannot attend the DP meetings in Hanover to attend. Meeting covered many items on the agenda and produced many exciting ideas for next year.

INTER-COUNTY BROADBAND NETWORK (ICBN/OMBN)

  • Joe Crossney announced that he was leaving the project
  • Mark Hamrick thanked him for his support and attendance at the meetings
  • Joe noted that in October a contractor from Ann Arundel County issued a lot of tickets
  • Mike Burns from UtiliQuest worked very well with everyone
  • Chuck Baker also noted that he was at the job site and everything looked good
  • Mark Hamrick said that it was really nice to hear such positive feedback

NEW BUSINESS

At the October 19th MD/DC Miss Utility Subscribers Committee Meeting
The subject of Subscribers Chair and Vice Chair positions was discussed; currently they serve a 2 year term, elected on 2/10/11 and started new position on 3/29/11 – expire January 2013.

The MD/DC Miss Damage Prevention Committee Chair and Vice Chair currently serve 1 year terms, elected on 12/13/11 and started new position on 1/24/12- expire January 2013.

It was agreed upon at the October 19th Subscriber’s meeting; the current Subscribers Chair and Vice Chair be extended for one year (expire March 2014), and the By-Laws be changed/updated to allow the D.P. Chair and Vice Chair to serve a 2 year term (expire January 2015). The above action for the both committees would have to be voted on by the entire body. The D.P. positions will be discussed at the next meeting. Please be prepared to discuss and present alternatives; if someone else would like to be nominated as well. Your opinion counts and should be heard. Thanks Your Chairman; Kevin Woolbright.

Mark Hamrick called for nominations for chair and vice chair position. Dennis Lescalleet motioned to go for a second term. Mark Hamrick seconded the motion and the recommendations will go back to the committee.

OPEN DISCUSSION

Mark Hamrick discussed locators instructing contractors to call in tickets. He said that the utility owner should always do that with the exception of an expired ticket. Verizon requires all contractors to record their agreement in a mutual process. It is important to have this in writing. Anything that strays from the position puts you in a bad position. You need to declare the scope of work upfront. It is up to the utilities to pay the locators.

Mark Hamrick also mentioned that if the area is a lot of work and is starting to get busier, limit the number of tickets and updates to make the work more manageable to each contractor. The standard for calling in tickets – many locate companies tried to adopt Verizon’s standards. Do not call in a large ticket if you are working a small project.

Brian Insley from Bel Air Underground voiced a concern that locators on their project marked 200 ft. and then left. Mark suggested getting contacts of utility owners and then work with them directly. He also noted that they have the same problem in Western Maryland when they had one locator for an entire county. This would be an example of an issue that could be brought up to the Authority. Wayne noted that they prefer to listen to violation of statute and if the authority reviews something and it is not a violation, they will then turn it back over to the group.

Discussion was brought up for suggestions for finding a location not marked and the need to do it right away. Mark Hamrick said that you should call in an emergency ticket, have late night services take care of it and then need to weigh the value of the ticket before calling it in.

Lenny Corbin from Gray & Son thanked the group for the support for the Dig Smart Awards.

Ron Diemer brought DVDs about cross boars and trenchless technology. He offered to give training himself and stated that NPL has numerous presentations for safety.

Dennis Lescalleet mentioned that he was training an individual with new tools and looked at an ongoing job with new Forman. There were 2 tickets and 4 discrepancies between the 2 tickets. Mark Hamrick encouraged discrepancy tickets, noting that they are part of a checks and balances system.

Roger Trotter from Riggs Distler mentioned that he had been having issues with white lined jobs. Mark Hamrick answered that for problems in D.C., a contractor will call in 10 blocks in 2 tickets which is much too large. He suggested being more concise with instructions. The ticket needs to be concise to be legal.

There being no further information brought before the committee, the meeting was adjourned at 11:15 a.m.
