CALL TO ORDER AND INTRODUCTIONS

Kevin Woolbright called the regular monthly meeting to order at 9:34am.

Customary introductions were made.

Kevin recognized all new attendees and stated the benefits of each committee meeting; networking, communication, partnering and problem solving.

Meeting minutes from 6/26/2012 were reviewed and corrected for committee approval.

Mark Hamrick provided an overview of the Maryland Authority membership in preparation to select a replacement for the vacant Facilities Locate Representative seat near the end of the committee meeting.

MGH UPDATE

Chrissie Bortner (MGH) reported the following;

  • Minor league sponsorships - there are (3) minor league August events that will promote calling 811 prior to digging in Maryland. Game attendees signing the ‘811’ promise to always call before they dig will be entered into a drawing for one of five ‘811 Bike’ t-shirts. The 811 Bike will be on display prior to and during game time. All stadiums will provide additional promotion via game night literature and website marketing.
    • August 1st - Bowie Baysox, Elliot in the Morning bobble head night. Additional promotions provided by DC 101 and the Baysox marque.
    • August 2nd - Maryland Blue Crabs will promote calling 811 by selling game tickets for $8.11. SMECO will take the lead on this event.
    • August 9th - Frederick Keys.

2012 DAMAGE PREVENTION/SAFETY TRAINING

Dora Parks provided an overview of the training request process and presentation session. Requestors can email or call Dora Parks to receive a Training Request form. Call Center personnel and geographical utility owner-members provide training at the requestor’s site. Training includes a power point presentation, printed damage prevention materials and promotional materials are distributed and a Q&A period. LOCATOR ACHIEVEMENT (LAA) AND DIG SMART AWARDS

  • Dig Smart Awards production underway to select (2) Dig Smart winners in the WSMD and DC service territory. Top contractor users of the call center received mailed Dig Smart information and entries. Two email reminders were forwarded to all contractor recipients regarding entry dates and criteria.
  • Dig Smart entries due by August 6, 2012, to be reviewed by committee members and utility owner-members.
  • Next meeting is scheduled for August 28, 2012

2012 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)
Matt Ruddo (One Call Concepts), Kevin Woolbright provides updates

  • Conference scheduled for November 7th, 8th and 9th at the Clarion Resort in Ocean City, MD
  • Registration will now have two tiers,
    • Early Bird registration currently being offered ($25.00 package savings) ends on 8/31
    • 2012 Regular registration starts on 9/1
  • Registration Packages include conference registration, meals and hotel stay (as indicated),
    • Day-Tripper (no overnight hotel accommodations)
    • One night package
    • Two night package
    • Three night package
    • All inclusive package (includes golf outing)
  • Keynote speaker is Olympian, Cliff Meidl
  • Golf outing on November 7th starting at 9am

INTER-COUNTY BROADBAND NETWORK (ICBN/OMBN)

ICBN Project Manager, Joe Crossney

  • Andre Robinson is no longer with Howard County, Joe Crossney is project manager
  • Grant to provide 1,300 miles of fiber to connect government sites in Maryland
  • Installation phase of project is on schedule, completion set for December 2012
  • Lighting and connecting to occur from January – August 2013
  • Locate marks are identified as either, OMBN or ICBN
  • State (DOIT) owns ESMD fiber assets

AUTHORITY NOMINATIONS FOR FACILITIES LOCATE REPRESENTATIVE
Mark Hamrick facilitated nomination process

Currently, there is a vacant seat on the Authority for the Facilities Locate Representative. Replacement member will fulfill remaining term of current seat appointment.

Nomination Outline

  • Seat recommendations can include self-nominations
  • Nominated person to introduce self (name, company, qualifications)
  • Membership can ask questions of nominee
  • Membership will vote
  • All recommendations must submit resume for vetting process
  • Authority to review and submit applicant to Governor’s office
  • Governor will provide approval and confirm appointment

Nominations opened at 10:25am.

OPEN DISCUSSION

Joseph Crossney (ICBN) asked about process to escalate unmarked tickets.  Membership advised Joseph to communicate directly with contract locator and/or utility owner-member.  Contact numbers are available via Miss Utility website using Search and Status.

Dennis Lescalleet (Pleasants Construction) raised concerns on locator utility marks, some are not following guidelines and he does not know how many lines are buried.  Jack Sullivan (BGE) stated there is no law for marking standards and the Miss Utility Marking Guidelines resource provides best practices.  Jack also stated there are no prints for abandoned lines and the Maryland law requires no mechanized equipment within 18 inches of a marked facility and contractors are to expose the marked facilities/lines to the depth of contractor’s excavation.

Kathy Riley (Absolute Underground) provided an excellent endorsement of the Greater Chesapeake Damage Prevention Training Conference.  Kathy stated the sessions were beneficial to the stakeholder group, knowledgeable speakers, great networking opportunities, nice venue and an overall valuable experience.  She recommended everyone attend the November 2012 conference.

Ward Tucker (Tucker Construction) reported issues regarding on time locating, accurate locating, trained locators, willingness for locators to stay on site to work out issues and wasted time waiting for locates.  Membership suggested Ward meet with the affected companies to resolve his issues and to report on any progress made at the next DP meeting.

There was general discussion on member and contract locator contact numbers, it was suggested that perhaps one contact number per utility company for reporting issues be put into place.  Lisa Hurley (SMECO) stated that they divide their customer service numbers by service territory, one number would not work for them. Membership was reminded that Search and Status provides several contact numbers as provided and maintained by the members; damage/repair, customer service and locating/marking concerns. <\p>

There being no further information brought before the committee, the meeting was adjourned at 11:09 a.m.
