Minutes of the Maryland and DC Damage Prevention Meeting

Kevin Woolbright called the regular monthly meeting to order at 9:30am.

Kevin recognized the new attendees and thanked them for coming and becoming involved. He stated without everyone’s support and partnership the damage prevention committee in Maryland would not exist.

Customary introductions were made.

Kevin asked for a review of the previous month’s minutes for any revisions or omissions. The Minutes of May 22, 2012 were approved as written.


Chrissie Bortner (MGH) reported the following;

  • Update on trade shows: many have been completed and very successful. Chrissie said the Centennial events have been very successful and the WSSC event was as well. MML in Ocean City was wrapping up today and had included a showing of the 811 bike. Maco will be the next event which is scheduled for August in Ocean City, Md. Once this is completed we have no events scheduled until this fall. Kevin extended his thanks to everyone that has volunteered to support these events, and gave a special recognition to Anchor Construction for their support. In addition Kevin showed and distributed a plaque that was sent by Centennial thanking the committee for our support of the event. He encouraged anyone who was interested to help man the booth at these events to contact Chrissie.
  • Don Jones (Washington Gas) commented on the D.C safety event and stated it was a well-attended event with a lot of questions.
  • Kevin added at the WSSC event he was surprised at the lack of knowledge concerning Miss Utility and he was encouraged of the level of participation. He mentioned that they ran out of materials due to the interest.
  • Minor league sponsorships upcoming events:
    • Bowie Baysox, Elliot in the Morning bobble head night is scheduled for August 1st; the 811 Bike will be on display during the game. Game attendees who complete the “811 Promise’ will be eligible for an 811 Bike T-shirt give-a-way.
    • Waldorf, Md. (Maryland Blue Crabs) will have their event on August 2nd with the 811 Bike on display and tickets costing $8.11 in honor of the event. Lead by SMECO.
    • Frederick, Md. (Frederick Keys) will have their event on August 9th with the 811 bike on display. Game attendees who complete the “811 Promise’ will be eligible for an 811 Bike T-shirt give-a-way. Chrissie stated we could still use volunteers for this event.

Kevin stated these events were very worthwhile and beneficial for public awareness. He encouraged everyone to participate in these upcoming events.

  • 811 Plane banner in Ocean City: Chrissie stated if anyone was in Ocean City on August 11th to be sure to look for the airplane that would be pulling the 811 banner.

  • Awards Committee met on June 12th
  • Mark Hamrick explained the committee was now in the Dig Smart phase of the awards process. Forms would be mailed to the excavators and Mark encouraged Excavators to complete forms when received and return them
  • Next Committee meeting on Aug 28th.


Matt Ruddo (One Call Concepts), Kevin Woolbright provides updates

  • Conference scheduled for November 7th, 8th and 9th at the Clarion Resort in Ocean City, MD
  • Registration will now have (2) tiers,
    • Early Bird registration currently being offered ($25.00 package savings) ends on 8/31
    • 2012 Regular registration starts on 9/1
  • Olympian, Cliff Meidl will be the conference key note speaker
  • Committee working towards an exciting line up of conference speakers
  • The 811 Bike will be displayed in the exhibitor hall
  • Brochures are available for distribution Kevin stated anyone willing to distribute them was welcome to take copies with them.
  • Next Committee meeting on July 24th

  • The next Subscribers meeting will be held October 19th at Visitors Center in McHenry Md.
  • Kevin Woolbright explained Scott Brown was not able to attend today’s meeting, but Scott had asked that he show and distribute the new Miss utility window stickers. Kevin distributed the stickers and instructions for placing.

  • Project is high profile with executive government in Maryland. Currently, ICBN is one of the largest and most successful NTIA/BTOP programs in the nation. The intent is to complete two-thirds of the project and to spend two-thirds of the project funding by end of August 2012.
  • One network connection for Fire and Police Departments, Public Schools, Public Services
  • There is a joint effort to utilize current facilities
  • Baltimore City allowing directional boring.

  • ICBN footage projections – total mileage for the ICBN footprint is 873 miles. Construction is continuing to increase in nearly all jurisdictions and ICBN is aggressively working with the locate vendors to keep damages at a minimum.
  • Andre states many jurisdictions are past the half-way point, and he expects them to reach their objective in 2012.
  • Tom Hastings (OCC locating) asked how far along the Baltimore County portion was. Andre responded he believed them to be approximately 40 percent completed.
  • Andre stated they had encountered a road block on their “make ready expense” for attaching to poles, forcing them to make conversions to buried instead, which will increase the amount of cable being buried throughout the state.

Kevin Woolbright introduced Florentino Gregorio to the group. Kevin explained a number of the committee members had attended an event held for the D.C. local chapter of NUCA. Kevin said it was a very worthwhile event, and that there was discussion concerning the Damage Prevention group joining NUCA, and once the decision was made he would let everyone know. Florentino stated the event was very well attended and the benefit of joining was to interact with local contractors, partnering in the interest of damage prevention and other matters that concern contractors. He encouraged anyone that worked within the District of Columbia area to consider joining. Florentino stated anyone interested could go to the NUCA website for more information. Brian Insley from Bel Air Underground stated he would like to thank Howard county for their help in a locate issue, and stated he was having problems getting some locates completed. In some cases he was having difficulty getting a response to questions and concerns and asked if he could in these situations contact the Utility owner. Mark Hamrick and Kevin Woolbright responded stating that they should contact the Utility owners any time they have a problem. Not only will it help in resolution, but often until someone mentions the problems they cannot be addressed. Kevin gave them direct contact numbers for WSSC, directed them to the prior minutes and to the Miss Utility web site for contact information. Tom Hasting stated he would appreciate any calls coming to him, when they were having resolution problems. He further stated he did not want to repeatedly deal with the same situations and would take steps to insure this was not the case.

Don McCready from Calvert County stated he had a concern about a locate in the Lusby area he had been trying to resolve for 2 weeks and had had no success. Kevin asked what Utility this was concerning and he stated that it was a Gas line. Don Jones from Washington Gas stated he would meet with him after the meeting and assist him in getting some resolution.

There being no further business brought before the committee, the meeting was adjourned at 10:40am.
