CALL TO ORDER AND INTRODUCTIONS

Kevin Woolbright called the regular monthly meeting to order at 9:35am, he then shared a story relating to the importance of utility safety.

Customary introductions were made.

The Minutes of April 24, 2012 were approved as written.

MGH UPDATE

Chrissie Bortner (MGH) reported the following;

  • Minor league sponsorships
    • Frederick Keys, upcoming Keys for Reading game sponsorships, June 6th & 7th. Frederick Keys will host the 811 Bike on August 9th.
    • Southern Maryland Blue Crabs will participate in the August 811 promotions by offering a ticket price of $8.11 on Thursday August 2nd.
    • Bowie Baysox, Elliot in the Morning bobblehead night is scheduled for August 1st; the 811 bike will be on display during the game
  • April 2012 – Safe Digging Month – MGH shared additional promotional articles submitted during April.
    • Governor O’Malley proclaimed April as ‘Safe Digging Month’ in Maryland. A formal proclamation was mailed to the Miss Utility call center.
    • Frederick New Radio article -“Residents are urged to call Miss Utility before digging.”
    • The Republican article – “Utility Reminds People To, Call Before You Dig”.
    • BGE, provided information on Miss Utility during their segment on the gardening show
    • 811 T-shirts will be thrown to the stadium crowds during the Frederick ‘Keys For Reading’ games
    • The Miss Utility Awards Committee will use 811 T-shirts in conjunction with their banquet
  • 811 Aerial Banner, Miss Utility and 811 will be displayed on an aerial banner on Saturday August 11th, (811 Day) starting at the inlet and flying to Rehoboth Beach, DE. Miss Utility of Delmarva will contribute to the cost of this 811 Day promotion.

Art Shapiro (Water & Wastewater Utility Maintenance Division Chief) was recognized on behalf of Baltimore City, who won 1st and 2nd place in the water tasting contest at the DC Water Safety Day where Kevin Woolbright is the Public Relations Chairman.

LOCATOR ACHIEVEMENT (LAA) AND DIG SMART AWARDS

  • Awards Committee met on April 24th
  • (41) Locators have been nominated for the 2011 LAA
  • Recognition banquet scheduled for Friday, May 4th at 5:30pm at the Bowie Baysox stadium
  • Locator’s, their families and invited guests attended the recognition banquet.
  • All locators received a work jacket, Awards T-shirt and certificate for their accomplishments
  • Guests received T-shirts, children additionally received a ‘kiddie’ bag that included a signed baseball
  • Locators, Allan Billman and Herman Wilson threw out the first pitches-these locators have gone eight consecutive years without any damages.
  • Dig Smart Awards planning will start in June; winners will be recognized at the GCDPTC in November.

2012 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)

  • Conference scheduled for November 7th, 8th and 9th at the Clarion Resort in Ocean City, MD
  • Early Bird conference registration ($25.00 package savings) starts on May 21st and ends on 8/31st
  • Regular registration is from September 2 to mid October
  • 3,000 email recipients received information regarding the November conference
  • WSSC has provided about 2,000 conference post cards
  • The conference brochures will be available in early July
  • Utility damage survivor and Olympian Cliff Meidl, will be the conference key note speaker
  • The 811 Bike will be displayed in the exhibitor hall
  • Next Committee meeting on May 22nd

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA)

  • Artie Bell (AUC Authority member) was appointed by the Governor (replaces Jim Barron)
  • Robert Cooper (MACo Authority member) is retiring in July 2012. Mr. Cooper will remain on the Authority until his replacement has been appointed.
  • The Authority will exhibit at the MML and MACo shows in Ocean City, MD
  • Revisions to the website and power point are underway
  • Waiting on grant money
  • Authority meetings are open to the public
  • Next Authority meeting scheduled for June 6th

OPEN DISCUSSION

Cal Brooks (Howard County) stated that MOSH provided an excellent (1) hour presentation for their staff at Howard County. Cal encouraged all attendees to invite MOSH to present at their organizations. There was a general discussion regarding Cal’s inquiry regarding faded site marks, homeowner tickets and the excavator’s need to have a ticket in their company name.

Paul Leatherman (INFRATECH) inquired about when to use private locators and how to find them.

Dan Roys (St. Mary’s County Metropolitan Commission-METCOM) provided an overview of the county’s water meter project to begin in mid-2012 and end in January 2014. There will be an installation and/or replacement of approximately 12,900 for the AMR (Automated Meter Reading) project. This project will generate between 300-400 Miss Utility tickets per month. A meeting will be held on Thursday May 31st at 9am in Metcom’s main office California, MD. Dan thanked the Miss Utility call center for their assistance in promoting this informational meeting to all utility owner-members in the METCOM service territory.

Jack Sullivan (BGE) introduced the Miss Utility BGE contacts, Charlie Mccadden and Marc Haines. Jack announced his retirement to become effective in 2013. Jack has been employed by BGE for over 46 years. Jack will continue as a BGE Damage Investigator and Damage Prevention Trainer until his retirement.

There was a lengthy group discussion regarding the Authority filing fee. There were suggestions of reducing the fee, returning the fee to the claimant if the defendant was found to be in violation of Maryland State Law and charging the violator with at least the amount of the filing fee. For utility owner-members who plan on filing a claim for damages that violate MD State Law, it was felt that the current fee of $250.00 could present a hardship or for others, be a deterrent to filing a claim. It was stated that the claim fees enable the Authority to operate, providing administration services for claims filed and that claimants should utilize the Damage Prevention (DP) Committee Meetings and training opportunities to resolve issues prior to filing a claim. Others felt that using the DP as the first level of resolution would be of no value since the committee could not access fees to the violators. Kevin Woolbright (Authority, Vice Chairman) stated he would inform the Authority of these concerns during their next meeting.

Iris Curtis (SMECO) asked where she could find utility contacts and emails. Dora Parks (Miss Utility) offered Search and Status for utility contacts regarding, Damage/Repair, Locating Concerns and Customer Service. There being no further business brought before the committee, the meeting was adjourned at 11:3am.
