CALL TO ORDER AND INTRODUCTIONS

Kevin Woolbright called the regular monthly meeting to order at 9:30am.

Customary introductions were made.

The Minutes of March 27, 2012 were approved as written.

MGH UPDATE

Chrissie Bortner (MGH) reported the following;

  • Media Coverage for Safe Digging Month
    • WBAL Sunday Gardener on April 8th – starring BGE.
    • Scott Brown quoted in a talk radio interview with WFMD in Frederick
    • Baltimore Sun ran a mention of calling 811 on April 23rd.
    • Safe Digging article posted on Fox TV Baltimore website
  • Radio Advertisement, first three-week flight of radio began the week April 23rd. BGE helped Miss Utility get a head start on advertising in the Baltimore market by purchasing space on the same stations during the first two weeks of April. MGH offered a list of the stations that will run Miss Utility advertising, which also includes a link to the WBAL Clip, if interested contact Chrissie Bortner.
  • Minor league sponsorships
    • Frederick Keys (Keys for Reading) games begin on April 28th and 29th
    • Bowie Baysox, Elliot in the Morning bobblehead night is scheduled for August 1st; the 811 bike will be on display during the game

Donnie McCready thanked the Damage Prevention team for their informative presentation and stated the training will have a positive impact on the county regarding safety and damage prevention practices.

Mark Hamrick provided an overview of the training experience, requestor to contact Dora Parks and complete the training request form. Training is then scheduled; utility owner-members in the geographical area of the training partner as presenters. Training includes a power point presentation outlining;

  • Ticket processing, Ticket Check rules and website tools,
  • State Law and the Authority
  • Marking Guidelines, Facility ‘Clear Evidence’ and Tolerance zone
  • Examples of damages

Training usually lasts about 1½ hours depending on Q&A. Training is free and the Damage Prevention team travels to the requester’s site.

Kevin Woolbright stated this new format of utility owner-members and call center partnership is proving to be successful; training is handled in a professional way, training contacts are logged for future reference and training sessions are recorded on the Miss Utility website under ‘Track Seminars’.

  • (41) Locators have been nominated for the 2011 LAA
  • Recognition banquet scheduled for Friday, May 4th at 5:30pm at the Bowie Baysox stadium
  • Locator’s families are invited to the recognition banquet
  • All locators will receive a gift from the MD/DC Subscribers for their contribution to Damage Prevention in addition to a certificate
  • The event will be featured in the Damage Professional, CGA and the Miss Utility website and new Face Book page.
  • Next Committee meeting on April 24th

2012 GREATER CHESAPEAKE DAMAGE PREVENTION TRAINING CONFERENCE (GCDPTC)

  • Conference scheduled for November 7th, 8th and 9th at the Clarion Resort in Ocean City, MD
  • Registration will have (3) tiers,
    • 2011 returning attendees ($50.00 package savings) ends on 5/20
    • Early Bird ($25.00 package savings) ends on 8/31
    • 2012 Regular registration starts on 9/1
  • Olympian, Cliff Meidl will be the conference key note speaker
  • Committee working towards an exciting line up of conference speakers
  • The 811 Bike will be displayed in the exhibitor hall

MARYLAND UNDERGROUND FACILITIES DAMAGE PREVENTION AUTHORITY (MDUFDPA)

MD/DC MISS UTILITY SUBSCRIBERS COMMITTEE MEETING

  • Vince Healy invited all subscribers to the next Subscribers meeting on June 12th at the call center.
  • Refreshments at 9:00am, the meeting to begin at 9:30am.

INTER-COUNTY BROADBAND NETWORK (ICBN/OMBN)

ICBN Project Manager, Andre Robinson (office) 410-313-1180. arrobinson@howardcountymd.gov

  • Project is high profile with executive government in Maryland. Currently, ICBN is one of the largest and most successful NTIA/BTOP programs in the nation. The intent is to complete two-thirds of the project and to spend two-thirds of the project funding by end of August 2012.
  • One network connection for Fire and Police Departments, Public Schools, Public Services
  • There is a joint effort to utilize current facilities
  • Baltimore City allowing directional boring

  • ICBN footage projections – total mileage for the ICBN footprint is 873 miles. To date, 250 plus miles of conduit and 125 plus miles of fiber have been placed. Construction is continuing to increase in nearly all jurisdictions and ICBN is aggressively working with the locate vendors to keep damages at a minimum.
  • Engineering is rapidly approaching completion.

OPEN DISCUSSION

John Berrettni (AI Data) provided information on a recent damage to a chilled water seal on a private site during vacuum excavation. The property owner feels AI Data should pay for damage. After much discussion and opinions, the general thought was the excavator is responsible.

Calvert County asked where they could find utility-owner contact numbers. Dora Parks (Miss Utility) provided an overview of what the Miss Utility website provides using Search & Status;

  • A copy of the processed ticket,
  • A list of notified utilities with contact numbers for damage/repair, locate/marking concerns and customer service,
  • Ticket Check statues for both recent codes and a history of used codes

The contact numbers are provided and maintained by the utility owner-members.

Nic Barone (Grey & Son) raised concerns regarding tickets coded with a 24 or 48 delay and asked if he should process their bigger job site tickets differently. Jack Sullivan of BGE suggested he limit his ticket size to 1,000 linear feet. Additionally, establish a marking schedule with the utility locators and ask for a pre-construction meeting.

Vince Healy presented Kevin Woolbright with a special memorial for his long time pet, Chico.

There being no further business brought before the committee, the meeting was adjourned at 11:05am.
