Kevin Woolbright called the regular monthly meeting to order at 9:32am.

Customary introductions were made.

The Minutes of February 28, 2012 were approved as written.


Chrissie Bortner (MGH) reported the following;

National Safe Digging Month is next month, April 2012. MGH will be doing media outreach. BGE will be on WBAL the first Sunday of April to talk about safe digging during the Home and Gardener segment with Carrie Engle. To Sign the 811 promise, go to www.the811promise.com, 500 people have signed so far. Trade shows in April,

  • Centennial Contractor Safety Fair on the 17th,
  • Northrop Grumman Health and Safety Fair on the 18th,
  • NSSA Sign Expo on the 25th.

Minor League Baseball – Chrissie will be emailing a calendar for volunteer support during the summer games later this week. First reading night at the Frederick Keys is April 28th.

811 Bike – will be at the Frederick Keys game on August 9th, Bowie Baysox on August 1st at the Elliot Bobble Head game night and potentially in Southern Maryland on August 2. Matt Ruddo (Miss Utility) added the 811 Bike will be on display in Ohio at the Damage Prevention Conference, Louisiana Damage Prevention Summit, Indian Colts Draft party with ESPN and the MML conference in Ocean City, MD in June. There is an 811 Bike Face Book, page.

  • Awards Committee met on Feb 28th
  • (41) Locators have been nominated for the 2011 LAA
  • Recognition banquet scheduled for Friday, May 4th at 5:30pm at the Bowie Baysox stadium
  • All locators will receive a gift from the MD/DC Subscribers for their contribution to Damage Prevention
  • Dig Smart Awards, the process will begin in June.
  • Next Committee meeting on March 27th


Chairman, Matt Ruddo (One Call Concepts)

  • Conference scheduled for November 7th, 8th and 9th at the Clarion Resort in Ocean City, MD
  • Cliff Meidl will be the all-conference speaker
  • Conference format to mirror 2011 conference
  • 2011 Dig Smart recipients will be recognized
  • Financial supporters were thanked
  • Early Bird registration will be available May 21st – Aug 31st
  • Next Committee meeting on March 27th

  • Jim Baron resigned as Authority member representing the Associated Utility Contractors of Maryland
  • Application for Artie Bell (AUC President) was submitted to the Governor’s office. Artie was a member of the Title 12 Steering Committee for the MD State Law revision.
  • Authority getting National attention
  • Delaware revised law to mirror the Maryland approach
  • Next Authority meeting scheduled for May 2nd

  • Subscribers meeting was held on March 14th
  • Minor league baseball, Frederick Keys grounds crew to wear Miss Utility shirts during 70 of their games
  • Subscribers meeting on October 12th will be held in Western Shore Maryland area to promote damage prevention in that service territory
  • The Damage Prevention Training power point will be updated
  • Suggestion for next CGA conference break-out session to include the partnership of the MD/DC utility owner-members for Damage Prevention Training
  • Next Subscribers meeting scheduled for June 12th at the Miss Utility call center at 9:30am

  • ICBN footage projections – Total mileage for the ICBN footprint is 873 miles. To date, 247 miles of conduit and 118 miles of fiber have been placed. Construction is continuing to increase in nearly all jurisdictions and we are aggressively working with the locate vendors to stay ahead and keep damages at a minimum. Engineering is rapidly approaching completion. Purchase Orders for 774 miles are issued and 595 miles are engineered.
  • Introduced Aaron Bouch as the representative of the OMBN project team for Southern Maryland and the Eastern Shore. Dan Leskinen to represent Western Maryland service territory. Both OMBN representatives will be attending monthly Damage Prevention meetings.
  • On March 27, the ICBN team hosted a symposium in Laurel, Md. at the Johns Hopkins Applied Physics Lab. The event was well attended and very successful. Keynote speakers were Howard County Executive Ken Ulman and Senator Barbara Mikulski. Included were panels and workshops designed to discuss and demonstrate the benefits associated with broadband usage in the various jurisdictions. The event was very informative and accommodating to the project stakeholders and citizens that were in attendance.

Bill Sapero (SMC) stated OMBN tickets along Rt. 2 are late getting located. Mike Burns (UtiliQuest) is having a field meeting and rearranging staff to accommodate for the additional ticket load for OMBN work. Andre Robinson (ICBN) asked Bill to participate in the conference calls that deal with all matters ICBN/OMBN. Kevin Woolbright asked for a follow-up at the April meeting. Celina Egeberg (M. Luis) stated that coming to the monthly Damage Prevention meetings has been instrumental in dealing with locate matters, all with a happy ending.

Lisa Hurley (SMECO) stated that some excavators are processing tickets using a paper map that is not approved by the call center (new Kappa Map, 6X8 grid system). Matt Ruddo (Miss Utility) advised members/locators not to status these types of tickets using a code 1 (clear, no conflict), rather use a code 10 (Incorrect address information. Please call Miss Utility to reschedule).

Dora Parks (Miss Utility) provided an update on the new Kappa Map Group, County Street Atlases. These new paper map books are using a brand new gridding system (6X8, 48 grids per map page). Kappa Map reported that all counties in Delaware and Eastern Shore Maryland will be completed by Fall of 2012 (excluding Somerset County). Kappa Map will provide some county digital data for our testing in the near future. Allegany and Garrett Counties will be a combined Street Atlas sharing some map numbers and grids. Washington DC will use a 10X10 grid system. The call center will be working with Kappa Map Group regarding all county mapping conversions. The Miss Utility website, www.missutility.net provides a Mapping Resources page listing all paper map books that are acceptable for processing tickets for member notification of tickets.

Lawrence Johnson (Pinpoint) asked if a new Ticket Check code could be created to address abandoned lines. Matt Ruddo suggested that comments be added to their Ticket Check status for these situations.

Dennis Lescalleet (Pleasants Construction) had concerns regarding contact numbers for reporting damages. Dora Parks stated that the Miss Utility website under Search and Status has a list of contact numbers for, Marking Concerns, Damage/Repair and Customer Service when the utility owner-member provides them. She also recommended that every excavation site keep a hard copy of the ticket, Ticket Check codes and owner-member contact numbers.

Vince Healy (Verizon) thanked everyone for their support educating the DC folks to reduce unnecessary Emergency and Update tickets.

Scott Brown (WGL) stated that WGL 2011 damage ratios were down for no calls and up for hit lines. Scott stated to protect their underground plant, new services will have a RFID marker ball installed buried no deeper than 4 feet. If one becomes uncovered please call the WG Damage Prevention hotline at 1800-428-5364. Scott offered that WGL does not bill for repaired tracer wires or damaged wrapping and to please continue to report damaged tracer wires, or wrapping. WGL has a ‘Pipe Town’ exhibit in Springfield, VA. Next demo is scheduled for March 30th at 8am. For more information on the WGL Pipe Town, contact Scott.

Kevin Woolbright stated that WSSC and WGL continue to partner in offering WSSC employees and contractors damage prevention and safety training. Targeted WSSC audiences will be attending these training sessions with presentations by WGL, UtiliQuest and Miss Utility.
