Minutes of Maryland/DC Damage Prevention Meeting
May 24, 2011
Miss Utility Call Center
Hanover, MD  21076

I. Call To Order and Introduction

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:30 am.

Introductions were made.

The Minutes of April 25, 2011 were approved as written.

II. Safety Item

Wayne Gilmer’s monthly safety topic covered slips, trips and falls.

III. MGH Update

Nick Kelly (MGH) gave a brief update on the following:

  • Baseball promo's will run through August/September
  • Booth displays were set up at 10 Baseball games
  • Frederick Keys Reading Program
  • Bowie Baysox $8.11 ticket promotion
  • Production on the new Miss Utility video should be completed by August
  • We may have some grant money coming, $10,000.00 from Easter Shore, $20,000.00 from Maryland; per Tom Baldwin - BGE they may provide some funds to fill the gap

IV. Dig Smart/Locator Achievement Awards (LAA) Committee

Kevin Woolbright & Dora Parks (Miss Utility) gave the following Dig Smart/LAA update:

  • LAA event was held and completed at the Bowie Baysox stadium on Friday May 20th
  • 34 locators were recognized
  • 150 attendees including friends and family members
  • Locators were recognized on the baseball field
  • Pictures were taken by WSSC staff photographer Ronald Williams
  • Miss Utility booth was set up on the concourse and manned by volunteers
  • Dora presented and rea the 2011 Proclamation (6th year received)
  • April is Safe Digging month
  • 2 gift cards were received from Kenny Payne - Pepco, they were given to 2 locators that were Dig Smart winners for the past 6 years
  • Everyone that attended had a great time, we look forward to next years event

V. Damage Prevention Presentations/Safety Event

Wayne Gilmer gave a brief update on the following presentations:

  • 4/28/2011 and 4/29/2011 - Garrett County Safety Event: Attended by Wayne Gilmer and Mark Hamrick, 30 attendees at each location, various issues were discussed, Wayne took pictures at the event, Thanked Mark for helping
  • May 11 NICL Safety Event Update, Attended by Wayne; first year attending, went very well, next event date is June 2011, have not received an invite to date; well attended, ocer 240 attendees
  • May 12th CAAWWA Water Utility Training Conf/Trade Show.  held at the Maritime Museum, Kevin Woolbright - Member attended and presented a track on the Underground Damage Prevention Authority, over 250 attendees
  • 5/16/2011 Northrop Grumman Safety Day Fair, Attended by Wayne Gilmer, event was well attended, received overview of session, high security at site location

VII. 2011 Greater Chesapeake Damage Prevention Training Conference

Nick Kelly provided updates:

  • Conference will be held November 2-4, 2011 at the Clarion Resort Fontainebleau Hotel in Ocean City, MD
  • Registration is open
  • 2009/2010 attendee should have received an email for early registration
  • 100 attendees are currently registered, we may have to close registration this year, registration ahead of last years scheduled time line.
  • Conference will follow a similar format to the ones held in 2009 & 2010
  • Sponsorships update: most are already sold out, exhibitor space still available
  • Email blast already sent, next email blast will be related to session content
  • Price break will still conclude on September 2nd
  • All related information have been updated on the website
  • We will have a better registration process and updates, all attendees will show on the website
  • A more detail update would be provided at the next month's MD/DC Damage Prevention meeting
  • The GCDPTC Planning Committee will continue to meet immediately following this meeting

VIII. Maryland Underground Damage Prevention Authority

Kevin Woolbright - Vice Chairman provided update: list of the members:

Meetings are held the first Wednesday of each month at the Miss Utility Center, Hanover MD

Wayne Gilmer read the current members by name representing company

Next meeting will be held on June 1st at 9:00am

Update on nominations of officers: Chairman - Tom Off; Vice Chairman - Kevin Wookbright; Secretary - Cynthia Flanders

Tom Baldwin gave a brief history of the Authority and how it complies with the PIPES Act "9 Key Elements of an Effective Damage Prevention Program".

IX.MD/DC Subscribers Committee Meeting: meeting was held on June 14th

Scott Brown – Chairman gave update:
Looking to have a meeting in Western Md
Possible site location Deep Creek Lake, Mark Hamrick will take the lead to coordinate> Scott Brown supported moving the meeting to other sites with the focus of bringing more participation from other areas
May look to making this an annual site location

X.One Maryland: Inter County Broadband Network (OMBN)

Andre Robinson (OMBN) stated they had a ground breaking event on May 12th in Howard County; they are having a kick-off event on June 13th at RT#1 Industrial Park, open invitation to attend.  They met with Utiliquest to move locate plan forward.  2 Project Managers attended the meeting; Construction RFP & pre-bid meeting help, work on selection process, should be out in about 2 weeks.  One the RFP is release there will be various contractors and subs working.  Contractors will be callign in tickets for subs, will state who they are working for.  Permit numbers will be included in the ticket process.  State Highway rep Jim Urban provided supporting update and comments.  White lining will be used to help locators.

Andre Robinson said that more information on the OMBN could be found at www.onemaryland-icbn.org.

IX. FTTP

Mark Hamrick (Verizon) provided the following FTTP trench footage projections:

Open Discussion

There was a general discussion about tickets not being located on time as well as issues with tickets being statused as Clear/No Conflict or Marked and clear evidence of underground facilityes being present.  Tom Baldwin suggested Absolute Underground contact the owner member utility, municipality or the County DPW directly.  Dora Parks also suggested that they call in a Correction Ticket or provide a Code 6: Locate Discprepancy status through Ticket Check.

Kevin Woolbright (WSSC) again thanked Scott Brown and Don jones for working with them to provide damage prevention training for 40 of their employees at Washington Gas' Springfield, VA facility.  He wanted to thank Scott Brown and Don Jones for their partnership.

Upcoming Meetings

Please visit http://www.missutility.net/damageprevention for the monthly MD/DC Damage Prevention meeting dates which are held the 4th Tuesday of every month excluding December. Coffee and donuts will be served at 9:00 am; meetings begin at 9:30 am.

The next Maryland/DC Subscribers meeting will be June 14, 2011 at the Miss Utility Center at 9:00am. Coffee and donuts will be served at 8:30am.
