Minutes of Maryland/DC Damage Prevention Meeting
April 26, 2011

I. Call To Order and Introduction

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.

Introductions were made.

The Minutes of March 22, 2011 were approved as written.

II. Safety Item

Wayne Gilmer’s monthly safety topic covered eye safety and the things that contribute to eye injuries.

III. MGH Update

Nick Kelly (MGH) gave a brief update on the following:

  • Frederick Keys Reading Program
  • Bowie Baysox $8.11 ticket promotion
  • SoutheSouthern Maryland Blue Crabs Miss Utility sandbox sponsorship
  • Hagerstown Suns/Bryce Harper Sponsorship
  • Radio spots began running this week
  • Received a Proclamation from the Governor recognizing April as Safe Digging Month
  • Jack Sullivan of BGE appearance on Valley View Farms gardening segment on WBALTV over the past weekend promoting Miss Utility, 811 and National Safe Digging Month
  • ProducProduction on the new Miss Utility video will begini the 1st week in June

IV. Dig Smart/Locator Achievement Awards (LAA) Committee

Kevin Woolbright & Dora Parks (Miss Utility) gave the following Dig Smart/LAA update:

  • LAA event will be held at the Bowie Baysox stadium on Friday May 20th
  • Email blast was being sent today for anyone interested in attending the event
  • 33 winners have been selected for the 2010 LAA
  • The event starts at 5:30 with the opening of the buffet
  • Locators will be recognized on the baseball field starting at 6:00pm
  • Everyone in attendance will receive a baseball shirt
  • Miss Utility booth will be set up on the concourse
  • Dora showed everyone a sample of the jackets the winners would receive
  • Dig Smart entry forms will be sent out at the end of April
  • Dig Smart Awards will become part of the GCDPTC in Ocean City, MD
  • The winners will receive 2 GCDPTC registration packages and will have an opportunity to speak during one of the conference sessions

V. Damage Prevention Presentations/Safety Event

Wayne Gilmer gave a brief update on the following presentations:

  • March 29th- High- Highway & Safety Services in Gaithersburg, MD; Attended by Wayne and done in Spanish
  • March 30th- Absolute Underground in Harmans, MD; Attended by Wayne
  • April 20th- WRAM- WRAMC Health & Safety Awareness Fair at the Walter Reed Medical Center; Attended by Wayne and Greg Johnson (PEPCO)
  • April 27th- Fred- Frederick County Public Schools in Frederick, MD; Attended by Wayne and Mark Hamrick (Verizon)
  • April 28hth- Garrett County Roads in Oakland, MD
  • April 28th- Garrett County Roads in Grantsville, MD
  • April 29th- Garrett County Roads in Accident, MD
  • May 11th- NICC & Centennial Mid-Atlantic Safety Fair in Oxen Hill, MD
  • May 12th - CSAWWA Annual Conference at the Maritime Institute
  • May 19th - Northrop Grumman Health & Safety Fair in Baltimore, MD

Tom Baldwin suggested that the CGA 811 Pirate videos be taken to the Frederick County Public Schools presentation with the hope that they could be distributed throughout their school system.

Mark Hamrick stated that Garrett County had a nice facility to host a MD/DC Subscribers meeting. He said he would follow up with Scott Brown of Washington Gas.

VII. 2011 Greater Chesapeake Damage Prevention Training Conference

Matt Ruddo shared the same update as the previous month:

  • Conference will be held November 2-4, 2011 at the Clarion Resort Fontainebleau Hotel in Ocean City, MD
  • 2009/2010 attendees registration has begun
  • Registration to the general public will begin on May 16, 2011
  • Conference will follow a similar format to the ones held in 2009 & 2010
  • Sponsorships and exhibitor forms as well as conference content updates will be available when the conference website goes online May 16th
  • A more detail update would be provided at the next month's MD/DC Damage Prevention meeting
  • The GCDPTC Planning Committee will continue to meet immediately following the meeting

VIII. Maryland Underground Damage Prevention Authority

Matt Ruddo stated that the first official meeting of the Authority will be May 6, 2011 in the One Call Center conference room. He also provided everyone with the list of the members:

Tom BaTom Baldwin gave a brief history of the Authority and how it complies with the PIPES Act “9 Key Elements Of An Effective Damage Prevention Program”.

IX.MD/DC Subscribers Committee Meeting

No report.

X.One Maryland: Inter County Broadband Network (OMBN)

Andre Robinson (OMBN) stated that they are still in the process of bidding the construction contracts, but that it should be completed by May 4th.

Marc Gilbert (Howard County/OMBN) stated that they will be in a better position to provide everyone with OMBN trench footage projections once the construction RFPs are awarded. He asked that he or Andre Robinson be contacted if anyone had any questions.

Andre Robinson said that more information on the OMBN could be found at www.onemaryland-icbn.org.

Open Discussion

There was a general discussion about tickets not being located on time as well as issues with tickets being statused as Clear/No Conflict or Marked and clear evidence of unground facilities being present. Tom Baldwin suggested Absolute Underground contact the owner member utility, municipality or the County DPW directly. Dora Parks also suggested that they call in a Correction Ticket or provide a Code 6: Locate Discrepancy status through Ticket Check.

Representatives from M. Luis Construction indicated they are having similar issues as Absolute Underground; however, their concerns today are with the cut cables that are not being repaired in a timely fashion.

There was further discussion about no locates causing downtime. Tom Baldwin stated that these types of issues can and will be handle by the Maryland Underground Facilities Damage Prevention Authority if things cannot be resolved through this group.

Kevin Woolbright (WSSC) stated that they are working with Washington Gas to provide damage prevention training for 40 of their employees at Washington Gas’ Springfield, VA facility. He wanted to thank Scott Brown and Don Jones for their partnership.

Vince Healy (Verizon) stated that Verizon lines continue to be damaged in Washington DC and the impact on customer service is a very serious concern. He stated that Verizon will continue to encourage the scheduling of damage prevention training through the MD/DC Damage Prevention team. Verizon is also encouraging all excavators they come in contact with to utilize the MD/DC damage prevention resources and he would like to ask the other Subscriber members to do the same.

Vince Healy introduced Dell Hanley of Lamberts Cable Splicing as Verizon’s single source contractor for all work including the locating piece of their business.

Upcoming Meetings

Please visit http://www.missutility.net/damageprevention for the monthly MD/DC Damage Prevention meeting dates which are held the 4th Tuesday of every month excluding December. Coffee and donuts will be served at 9:00 am; meetings begin at 9:30 am.

The next Maryland/DC Subscribers meeting will be M meeting will be June 14, 2011 at the Miss Utility Center at 9:00 am. Coffee and donuts will be served at 8:30 am.
