Minutes of Maryland/DC Damage Prevention Meeting
March 22, 2011

I. Call To Order and Introduction

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.

Introductions were made.

The Minutes of February 22, 2011 were approved as written.

II. Safety Item

Wayne Gilmer’s monthly safety topic covered tailgaters and what you can do to avoid an incident with aggressive drivers.

III. One Maryland: Inter-County Broadband Network

Representatives from the One Maryland team gave the following project overview:

  • One Maryland Broadband Network (OMBN) will build a total of 1300 miles of new fiber-optic cabling enabling access to broadband for 1,006 community anchor institutions and other points of interest in Maryland.
    • Approximately 640 miles are on State Highway ROWs.
    • The remaining 660 miles are on County/Local ROWs.
    • Approximately 75% of the construction will be underground, using a 2” conduit. In some places, dual 2” conduits may be used.
  • The OMBN project will foster economic development, improve public safety interoperability and extend/interconnect local and State government networks
  • The implementation team of the OMBN is comprised of three primary partners:
    • Maryland Department of Information Technology (DoIT), representing the State of Maryland (recipient)
    • Howard County, representing the Inter-County Broadband Network (ICBN) composed of 10 central MD counties/cities. (sub recipient)
    • Maryland Broadband Cooperative (MdBC) (sub recipient
  • The period of performance for the grant is from September 1, 2010 through August 30, 2013.
  • We must have 2/3 of the funds expended by August 30, 2012.
  • Andre Robinson (One Maryland/ICBN) stated that he would follow up with various owner-members in attendance to have additional conversations. He said more information on the OMBN can be found at http://www.onemaryland‑icbn.org

    Paul Kwiatkowski (Howard County) asked Andre Robinson if the OMBN was limited to state and local contractors. Andre stated that the idea is to use contractors in the state of Maryland with some of the work going to minority and women owned businesses. Andre also indicated there will be one single tier of contractors working on the OMBN.

IV. MGH Update

Nick Kelly (MGH) gave a brief update on the following:

  • Frederick Keys Reading Program
  • Bowie Baysox $8.11 ticket promotion
  • Southern Maryland Blue Crabs Miss Utility sandbox sponsorship
  • Bryce Harper at bat sponsorship at the Hagerstown
    • Miss Utility received national coverage on ESPN, NBC Sports, USA Today as well as local coverage by the Washington Post
  • Fire Department 811 marque promotion
    • 4 fire departments will receive a $250 donation for promoting 811 and National Safe Digging Month during the month of April
  • MD/DC Damage Prevention Guide and Marking Guidelines Handbook are schedule to be printed and delivered to the Call Center within the next few weeks
  • New Miss Utility Video- currently partnering with CGA to produce a new damage prevention video

There was a general discussion about reaching out to fire departments during April to promote 811 and national safe digging month. Kevin Woolbright (WSSC) stated that he chairs the Fire Department Coordination Committee for Prince George’s & Montgomery Counties and he would see if they would be willing to allow Nick to attend their next meeting to promote the initiative.

V. Dig Smart/Locator Achievement Awards (LAA) Committee

Kevin Woolbright & Dora Parks (Miss Utility) gave the following Dig Smart/LAA update:

  • 34 winners have been selected for the 2010 LAA
  • LAA event will be held at the Bowie Baysox stadium on Friday May 20th
  • Locators and their families are invited to the event
  • Locators will be recognized on the baseball field before the game
  • Dig Smart entry forms will be sent at the end of April
  • Dig Smart Awards will become part of the GCDPTC in Ocean City, MD
  • The winners will receive 2 GCDPTC registration packages and will have an opportunity to speak during one of the conference sessions

VIII. 2011 Greater Chesapeake Damage Prevention Training Conference

Matt Ruddo shared the same update as the previous month:

  • Conference will be held November 2-4, 2011 at the Clarion Resort Fontainebleau Hotel in Ocean City, MDau Hotel in Ocean City, MD
  • Conference content and session speaker outreach has begun
  • 2009/2010 attendees will have an opportunity to register during the month of April
  • Registration to the general public will begin on May 1, 2011
  • The Maryland Underground Facilities Damage Prevention Authority will conduct a town hall style meeting on the Friday of the conference
  • Conference will follow a similar format to the ones held in 2009 & 2010

VIII.MD/DC Subscribers Committee Meeting

Wayne Gilmer and others in attendance thanked Tom Baldwin for his leadership and service on the MD/DC Subscribers Committee the past several years. Tom Baldwin last official meeting as Chairman will be March 29, 2011.

Open Discussion

Mark Hamrick stated that Verizon lines continue to be damaged in Washington DC and the impact on customer service is a very serious concern. He stated that Verizon will continue to encourage the scheduling of damage prevention training through the MD/DC Damage Prevention team. Verizon is also encouraging all excavators they come in contact with to utilize the MD/DC damage prevention resources and he would like to ask the other Subscriber members to do the same.

Dennis Lescalleet (Pleasants Construction) expressed concerns with underground utility owners in the District of Columbia that do not participate in the one-call system. He said he has seen an increase in damages for his tickets that are not being marked correctly. He also stated that Montgomery County Schools have fiber optic lines that are not registered with Miss Utility.

Kevin Woolbright introduced Dave Alexander and Brandon Stewart of WSSC to the group. They are part of WSSC’s Customer Care Team Office for Montgomery County. Kevin said that he would continue to handle Prince George’s County.

Glenn Goins (A.A. County DPW) requested a list of roads in Anne Arundel County that will be impacted by the OMBN. He said they are working on surface road enhancements in the County and that information would be helpful.

Please visit http://www.missutility.net/damageprevention for the monthly MD/DC Damage Prevention meeting dates which are held the 4th Tuesday of every month excluding December. Coffee and donuts will be served at 9:00 am; meetings begin at 9:30 am.

The next Maryland/DC Subscribers meeting will be March 29, 2011 at the Miss Utility Center at 9:00 am. Coffee and donuts will be served at 8:30 am.
