Minutes of Maryland/DC Damage Prevention Meeting

I. Call To Order and Introduction

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.

Introductions were made.

The Minutes of November 23, 2010 were approved as written. Matt Ruddo (Miss Utility) thanked Chris McMurry (MGH) for taking care of the Minutes at November’s meeting.

II. Safety Item

Wayne Gilmer’s monthly safety topic covered hydroplaning.

III. MGH Update

Nick Kelly (MGH) gave a brief update on the trade shows scheduled in March. He stated that the goal in 2011 was to attend more trade association shows and pull back a bit on the consumer home and garden shows. Chris McMurry noted that there are 15 events in which we will set up a Miss Utility display at the Bowie Baysox and the Frederick Keys games to offset a couple of the shows we’ve dropped in 2011.

Chris McMurry stated that Miss Utility will be partnering with the Bowie Baysox by offering $8.11 tickets to all Sunday games at the Baysox Stadium.

IV. Locator Achievement Awards (LAA)

Kevin Woolbright (WSSC) gave the following update:

  • Planning committee meeting will be held on February 10th
  • LAA nominations are due by January 28th
  • LAA event will be held at the Bowie Baysox stadium on Friday May 10th
  • Dig Smart Awards will become part of the GCDPTC in Ocean City, MD
  • Locators and their spouses/kids are invited to the event
  • Locators will be recognized on the baseball field before the game

V. Damage Prevention Presentations

Wayne Gilmer gave a brief update on the following presentations:

    • January 10-12, 2011- CSX Railroad- East Region Signal Construction Safety Fair in Frederick, MD. This event was attended by Wayne Gilmer, Mark Hamrick (Verizon), Jeff Sothoron (Verizon), Jack Sullivan (BGE), Greg Johnson (PEPCO) and Jim Verga (Eastcom Associates). Jim Verga commented that Wayne gave an excellent presentation.

VII. 2011 Greater Chesapeake Damage Prevention Training Conference

Matt Ruddo gave a brief update:

  • Conference will be held November 2-4, 2011 at the Clarion Resort Fontainebleau Hotel in Ocean City, MD
  • Conference will follow a similar format to the ones held in 2009 & 2010
  • More details will be forthcoming

VIII.MD/DC Subscribers Committee Meeting

Wayne Gilmer stated the next meeting will be held in the Call Center conference room on February 10, 2011. He said that some of the following topics would be covered:

  • Federal One Call Grant- Update of the Miss Utility Damage Prevention Video
  • Rewrite of the MD/DC Excavator Guide as well as a discussion about the MD/DC Marking Standards Guide
  • One Call Center Mapping Updates

IX. FTTP

No Report. Mark Hamrick stated that he hopes to have a report at the next meeting.

There was a brief discussion about federal stimulus money that the state of Maryland received to build a fiber optic network. Tom Baldwin stated that BGE meet with representatives who will be the prime contractors for the build and encouraged them to attend these meetings to give everyone an update on their efforts.

Open Discussion

Mark Hamrick stated that Verizon lines continue to be damaged in Washington DC and the impact on customer service is a very serious concern. He stated that Verizon will continue to encourage the scheduling of damage prevention training through the MD/DC Damage Prevention team. Verizon is also encouraging all excavators they come in contact with to utilize the MD/DC damage prevention resources and he would like to ask the other Subscriber members to do the same. He also encouraged representatives from DC Government to attend the monthly damage prevention meetings held here in the conference room.

Wayne Gilmer stated that the Maryland Underground Facilities Damage Prevention Authority would be appointed during the 2011 Maryland legislative session. Kevin Woolbright stated that Dereck Davis, Chairman of the House Economic Matters Committee, had placed a call into the Governor’s Office of Appointments and he hopes to be able to provide an update at the February Damage Prevention Committee meeting.

Cal Brooks (Howard County) expressed concerns about not getting utility locates on an emergency water main repair job that occur during the last snow/ice storm. He asked who is responsible for utility line damage if a locator doesn’t show up. Tom Baldwin stated that the Maryland Law says you can dig using safe and non destructive techniques, but you’re liable if a utility line is damaged. Tom Hastings (OCCLS) said he would get with Cal after the meeting to get more details.

There was a general discussion about the Maryland State Highway Administration (SHA) charging contractors for utility locating. Kevin Woolbright suggested that everyone contact John Nesbitt at 443-572-4265 or 1-866-926-8503 for SHA billing concerns.

Kevin Woolbright stated that Rudy Chow is retiring from WSSC and will be going to work for the City of Baltimore Water/Wastewater Department.

There was a lengthy discussion about the MD/DC Damage Prevention Chairman position and whether or not a Co-Chair should be considered due to the increase in damage prevention/law change presentations. There was also a discussion about amending the MD/DC Subscribers Committee Operating Structure to allow there to be a Co-Chair as well as the ability for the position to be filled by a Subscriber.

Mike Boin (Verizon) nominated Mark Hamrick as Damage Prevention Chairman and Cal Brooks nominated Wayne to continue on as Chairman. Tom Baldwin made a motion that Wayne Gilmer and Mark Hamrick nominations would be presented to the MD/DC Subscribers Committee at their meeting on February 10th.

The next Maryland/DC Subscribers meeting will be March 29, 2011 at the Miss Utility Center at 9:00 am. Coffee and donuts will be served at 8:30 am.

There being no further business brought before the committee, the meeting was adjourned at 10:50 am.
