Minutes of Maryland/DC Damage Prevention Meeting
October 26, 2010
Miss Utility Call Center
Hanover, MD  21076

I. Call To Order and Introduction:

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:30 am.

Introductions were made.

The minutes of September 28, 2010 were approved.

II. Safety Item:

Wayne Gilmer’s monthly safety topic covered Halloween and he distributed copies of a ‘trick or treat’ safety guide.

III. 2010 Trade Show Schedule:

Nick Kelly (MGH) said the last home and garden show of the year would be held this weekend at the Show Place Arena. There was a general discussion about attendance being way down this year at most of the shows.

IV. 2010 LAA/Dig Smart Awards:

Kevin Woolbright (WSSC) said the first meeting of the Awards committee would be held sometime in November. Wayne Gilmer gave a brief history on the Awards program.

V. Damage Prevention Presentations/Safety Events:

Wayne Gilmer gave a brief update on the pipeline safety presentations that were done by Paradigm Liaison Services. He stated that the Western Maryland dinners were well attended.

Wayne said that a 1/3 of the attendees were emergency responders.

VI. MD/DC Excavator Guide Revision Group:

Matt Ruddo (Miss Utility) stated that he hadn’t received any comments back from the MD/DC Subscribers, but the plan is to move forward and produce the guide by the end of the year. Matt also said federal grant monies may be available through the MDPSC as they submit a one-call grant request each year.

VII. 2010 Greater Chesapeake Damage Prevention Training Conference:

Matt Ruddo, Chris McMurry (MGH) and Nick Kelly gave the following update:

  • 323 people registered this year surpassing the attendance goal set by the Planning Committee
  • A post conference survey will be emailed to everyone by the end of next week.
  • The certificate of attendance will available when the post conference survey is completed
  • Session presentations will be posted to http://www.missutility.net/gcdptc/index.asp within the next couple of weeks
  • Photos from the event should be available on http://www.missutility.net/gcdptc/index.asp in the next few weeks
  • Matt Ruddo, MGH and the Planning Committee members were thanked for putting on a successful event
  • Ocean City Golf Club and John Ruddo of Ruddo’s Golf were thanked for helping to make the golf tournament a success even though it rained that day

VII. MD/DC Advertising Committee Meeting:

An advertising meeting will be held on November 19, 2010 (10:30am-2:00pm) at MGH which is located at 100 Painters Mill Rd Suite 600 Owings Mills, MD 21117. Tom Baldwin (BGE) stated that the MD/DC Subscribers will meet on December 14, 2010 in the Miss Utility conference room to approve the budget.

IX. MD/DC Subscribers Committee Meeting:

Next meeting is scheduled for December 14, 2010 at 9:00 am at the Call Center. A Holiday luncheon will follow the meeting.

Open Discussion:

John Berrenttini (A/I/DATA) asked if Miss Utility knew how many designer tickets were processed since the new MD Law was implemented. Matt Ruddo didn’t know the numbers off hand, but said he would provide everyone with the data at next month’s meeting.

John Berrettini also asked if Miss Utility has plans on producing a designer guide similar to the excavator guide. Matt Ruddo stated the designer tickets will be referenced in the new excavator guide, but there aren’t any immediate plans to produce a guide unless there becomes a big demand for them. John asked that he be included if Miss Utility decides to produce a designer guide in the future.

Tom Baldwin stated that design tickets shouldn’t be replacing subsurface utility engineering work for large site development projects.

Debbie Higgs (SMECO) expressed concerns in getting positive responses from the Maryland Department of Transportation (MDOT). She said that MDOT is also charging a locating fee for the tickets they receive from Miss Utility. Matt Ruddo suggested Debbie contact Nelson Smith (443-572-5267) at the Maryland State Highway Administration to get further clarification on their locating process. There was a lengthy discussion about Maryland Subscribers that charge for locates.

Nic Barone (Gray & Son) cited an issue with trying to dig down to uncover a cable that was 9ft in the ground. He asked how they could hand dig that far down in a trench box. Greg Johnson (PEPCO) suggested they use the backhoe bucket to throw the dirt in which should give them plenty of room to dig in the trench box. Tom Baldwin asked Nic to call BGE whenever they have issues uncovering BGE cables that are deeper than 5ft in the ground.

There was a lengthy discussion about milling and overlaying work and whether or not a ticket needed to be called into Miss Utility. Tom Baldwin stated that a ticket is required whenever milling and overlaying is being done.

Representatives from M Luis Construction expressed concerns with the financial impact it was going to have on everyone that does patch work paving. They also asked how they should expose a utility that is under pavement without using mechanized equipment. Tom Baldwin suggested that they saw cut the road at least 18 inches from the marked utility and hand dig towards the utility. Tom stated that BGE’s own paving crews aren’t happy about it either, but the MD Law has “teeth” in it now and they are complying with it in order to avoid a fine from the Maryland Underground Facilities Damage Prevention Authority

There was a general discussion about emergency tickets that are being called in then cancelled a few minutes later. Tom Baldwin stated that they have contractors working for them that are calling in emergency tickets to repair faulty cables. He said that once they locate the fault they dig it up by hand and call back to Miss Utility to cancel the ticket.

Laurie Hewitt (Ross Contracting) expressed concerns contacting Comcast when damages are done to their cables. Tim Kempa (Comcast) said he would provide her with the number to the Network Operations Center after the meeting. Tim said that all unmarked cable issues should go directly to their contract locating company. Tim said he would be available after the meeting if anyone had any additional questions or concerns.

The next Maryland/DC Damage Prevention meeti meeting is scheduled for November 23, 2010 at the Miss Utility Center.  Coffee and donuts will be served at 9:00 am.  The meeting will begin at 9:30 am.

The next Maryland/DC Subscribers meeting is scheduled for December 14, 2010 at the Miss Utility Center at 9:00 am.
