I. Call To Order and Introduction:

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.

Introductions were made.

The minutes of August 24, 2010 were approved.

II. Safety Item:

Wayne Gilmer’s monthly safety topic covered back to school driving hazards. There was also a brief discussion about the new cell phone Law.

III. MIII. MGH Update:

Nick Kelly (MGH) provided the following update:

  • Flower seeds and color code calendar magnets are available for the fall home shows.
  • The updated versions of the MD/DC Excavator and Marking Standard Guides are being edited and should be available before the end of the year.

IV. 2010 Trade Show Schedule:

Nick Kelly said there are two home and garden shows that remain this year in Timonium and Upper Marlboro, MD.

V. 2010 LAA/Dig Smart Awards:

No report.

VI. Damage Prevention Presentations/Safety Events:

Wayne said that he will cover the new Maryland Law changes at each event. 

VII. MD/DC Excavator Guide Revision Group:

Wayne Gilmer stated that several meetings have been held so far and they are looking for comments back from the MD/DC Subscribers by October 1, 2010. Wayne thanked Jeff Walters (Utiliquest) for making the edits to the Guide.

VIII. 2010 Greater Chesapeake Damage Prevention Training Conference:

Matt Ruddo gave the following update:

  • Conference will be held October 20-22, 2010 at the Clarion Resort Fontainebleau Hotel in Ocean City, MD
  • October 20th will kick off with a golf outing & welcome reception in exhibit hall.  The deadline for golf is October 15th.
  • 250 individuals are registered at this time
  • 3 out of the 4 meal sponsorships have been secured:
    • Welcome Reception- B. Frank Joy
    • Opening Breakfast- SSG, LLC
    • Friday Breakfast- Choptank Electric Cooperative
  • Exhibit Hall is sold out
  • Tom Hoff of One Call Concepts, Inc and Jerry Johnson of WSSC are the two guest speakers during the Thursday and Friday morning breakfasts
  • The format for the Delaware and Maryland Law change session has changed into two separate breakout sessions instead of an all conference session
  • Planning Committee will meet immediately follow the Damage Prevention meeting

IX. MD/DC Advertising Committee Meeting:

An advertising meeting will be held on November 19, 2010 (10:30am-2:00pm) at MGH which is located at 100 Painters Mill Rd Suite 600 Owings Mills, MD 21117. Wayne stated that the advertising budget will be discussed at this meeting and would be approved at the next MD/DC Subscribers meeting on December 14, 2010.

X. MD/DC Subscribers Committee Meeting:

Next meeting is scheduled for December 14, 2010 at 9:00 am at the Call Center. A Holiday luncheon will follow the meeting.

Open Discussion:

Paul Kwiatkowski (Howard County) asked for the definition of who can process a Designer Ticket. Tom Baldwin gave the following definition:

Designer.- "Designer" means a licensed architect, professional engineer, professional land surveyor, or licensed landscape architect

David Tessieri (Osmose) said his company performs approximately 38,000 pole inspections for BGE annually. He said they excavate on approximately 60% of those inspections and he was here to work with the owner-members and/or their locators.

Dave Tessieri’s introduction led to a lengthy discussion about the type of digging they are doing, the amount of tickets they will be requesting and the type of locate marks they would be looking for on their tickets. Dave said everyone should expect to see about 2,000 tickets per month in BGE’s service territory and they would be requesting everyone to mark a 3ft radius of the pole. He also said that each ticket should have no more than 10 poles on it.

Tom Baldwin said the new Maryland Law has gotten the attention of BGE’s pavement restoration crews and they will be processing about 35,000 tickets a year. He said there was a lot of hand digging done in the past without a ticket.

Staley Tichenov (NPL) asked what they should do when one locator marks a line and another locator comes back on an update ticket and marks it in a different location. Jeff Walters (Utiliquest) suggested that they treat both lines as live and test pit by hand on each mark until they uncover the correct one.

Tom Hastings (OCC Locating Services) asked for a copy of the new Maryland Law. Matt Ruddo said it could be found on the Miss Utility website (http://www.missutility.net/damageprevention/).

Dave Tessieri asked if the Miss Utility Center could take GPS coordinates. Matt Ruddo said GPS coordinates could be added to the ticket. George Hanley (Utiliquest) commented that his locators have the ability to take the coordinates as well.

Staley Tichenov asked if they could dig on their own marks with their own locating device when they believe it was originally marked wrong by the utility locator. Tom Baldwin stated that they need to call the utility locator and have them come back to the job to remark it.

Martin Wetzler (Long Fence) gave a brief update on the Washington Metro Area Construction Safety Association:

  • Meetings are held the second Wednesday of the month at the Clarion in College Park, MD
  • Most of the members are safety directors
  • Miss Utility will be the topic of discussion at next month’s meeting

Glenn Goin (AA County) asked if contractors should have a ticket for permanent patch work. A few at the meeting indicated that the contractor must have a ticket before work can begin.

Scott Brown (Washington Gas) gave a brief update on Washington Gas’ damage ratios. He said Maryland’s damage ratio is 1.82 damages per thousand locates and the District of Columbia is 2.77 per thousand locates. He said the numbers continue to decrease and he is hoping the new Maryland Law will drive the number of damages even lower. He said there are rumors that the District of Columbia is looking at Law changes like Maryland.
