Minutes of Maryland/DC Damage Prevention Meeting

I. Call To Order and Introduction:

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.

Introductions were made.

The minutes of July 27, 2010 were approved with one correction. Under the Title XII Steering Committee, it should have said One nominee per Subscriber not One vote per Subscriber.

II. Safety Item:

Wayne Gilmer’s monthly safety topic covered safe lifting techniques for avoiding back injuries.

III. MGH Update:

Chris Chris McMurry (MGH) provided the following update:

  • SMECO & Miss Utility partnered with the Southern MD Blue Crabs for an 811 promotion at their baseball stadium on August 11th. SMECO customers had the opportunity to purchase lower reserved box seats for $8.11 ticket and in exchange we received free advertising that evening.
  • MGH waMGH was part of a larger group of stakeholders around the country that wore 811 t-shirts at the Today & Early Morning shows in New York City on August 11th. 9 minutes of 811 logo coverage was seen on NBC and CBS that morning. Thanks to John Deere, the 811 logo was seen during the closing bell ceremonies on the New York Stock Exchange on August 20th.
  • Thanks to Comcast, 162,000 Miss Utility TV spots have aired so far during the year.

IV. 2010 Trade Show Schedule:

Chris McMurry stated that all shifts have been filled for the fall home and garden shows.

Matt Ruddo (Miss Utility) gave a brief update on the Maryland Association of Counties Convention held in Ocean City, MD August 18-21, 2010.

V. 2010 LAA/Dig Smart Awards:

Mark Hamrick (Verizon) said the next meeting would be held sometime in October. He also said they would continue repeating the damage prevention presentations for the companies that filled out the entry forms. Tom Baldwin (BGE) stated that Awards Committee may want to consider reaching out to the companies that didn’t have a great safety record.

VI. Damage Prevention Presentations/Safety Events:

Wayne Gilmer gave a brief update on the following presentations/safety events:

  • July 28th - PMA Companies & DC WASA at 301 Bryant Street NW attended by Wayne Gilmer and Greg Johnson (PEPCO)
  • August 10th- ICC Contractors in Derwood, MD attended by Wayne Gilmer, Greg Johnson, David Wilkins (WSSC), Kevin Woolbright (WSSC), Mike Boin (Verizon) and Matt Ruddo

VII. MD/DC Excavator Guide Revision Group:

Wayne Gilmer stated the following people will be meeting over the course of the next couple of months to discuss revisions of the MD/DC Excavator guide: Wayne Gilmer, Jeff Walters (Utiliquest), Mark Hamrick, Greg Johnson, Matt Ruddo and Dave Miller (Utiliquest).

VIII. 2010 Greater Chesapeake Damage Prevention Training Conference:

Matt Ruddo gave the following update:

  • Conference will be held October 20-22, 2010 at the Clarion Resort Fontainebleau Hotel in Ocean City, MD
  • OctobeOctober 20th will kick off with a golf outing & welcome reception in exhibit hall
  • 200 individuals are registered at this time
  • 3 out of the 4 meal sponsorships have been secured:
    • Welcome Reception- B. Frank Joy
    • Opening Breakfast- SSG, LLC
    • Friday Breakfast- Choptank Electric Cooperative

IX. Maryland Underground Facilities Damage Prevention Authority:

Tom Baldwin stated that the MD/DC Subscribers Committee submitted the following names to the Secretary of Appointments Office of the Governor for appointment to the MUFDPA:

  • Kevin Woolbright
  • Tom Baldwin
  • Vince Healy (Verizon)

Mark Hamrick made a motion to accept the nominations of Wayne Gilmer and Tom Hastings (OCCLS) as the locator industry nominees to the MUFDPA. Everyone was in favor of the motion.

Tom Baldwin said the other stakeholders that have seats on the MUFDPA and they are:

    Associated Utility Contractors of Maryland
  • Public Works Contractors Association of Maryland
  • One Call Center
  • Maryland Association of Counties
  • Maryland Municipal League
  • General public member selected by the other appointed and qualified members of the MUFDPA

MD/DC Subscribers Committee Meeting:

Next meeting is scheduled for September 21, 2010 at 9:00 am at the Call Center.

Mark Hamrick gave the following FTTP trench footage projections:

Open Discussion:

John Berrentini (A/I/Data) asked how the Design ticket became a part of the new Miss Utility Law. Tom Baldwin stated the Design ticket was added to address the designers that were calling in complex tickets and asking utility owners to mark them even though digging was being performed during that two day period. He said now designers will have the ability to receive map records or field locates in a more reasonable time as to not over burden the system with tickets that are for design purposes only.

A couple of concerned homeowners in Columbia, MD attended the meeting to address issues with paint on their properties. This led to a lengthy discussion that resulted in Tom Baldwin speaking to them after the meeting. They also asked if advanced notice is given to homeowners when utility work is being done in a neighborhood. A few utility owners in attendance said that door hangers are typically used in advance of their work. Tom said that a homeowner’s project may result in the next door neighbors having paint on the property, without prior notice, especially in situations where the pedestal, transformer, etc. are on the property of the next door neighbor and not the homeowner whose doing the work. Scott Brown (Washington Gas) thanked the homeowners for attending and voicing their concerns.

Dennis Lescalleet (Pleasants Construction) cited several issues with changes in status codes, delays on status codes and utility lines not being marked properly. A couple of utility owners in attendance said they would resolve an issue Pleasants Construction is having, but that it was important to address these issues as they happen instead of bringing them up at the monthly meetings. Dennis Lescalleet said he is bringing them to the table because it continues to be an ongoing problem.

Scott Brown said Washington Gas has been having a lot of homeowner damages which resulted in the creation of a postcard, which he showed to everyone, to spread the word that everyone should contact Miss Utility regardless of the size or scope of a project.

Mark Hamrick stated that Verizon lines continue to be damaged in Washington DC and the impact on customer service is a very serious concern. He stated that Verizon will continue to encourage the scheduling of damage prevention training through the MD/DC Damage Prevention team. Verizon is also encouraging all excavators they come in contact with to utilize the MD/DC damage prevention resources and he would like to ask the other Subscriber members to do the same.

Scott Brown thanked Mark Hamrick for putting together the Law change PowerPoint presentation.

Jim Verga (Eastcomm Associates) asked if Maryland Department of Transportation (MDDOT) was joining the one-call system. Matt Ruddo said they have been working with several of the agencies within MDDOT and a couple are on target to become owner-members by October 1, 2010.
