
Minutes of Maryland/DC Damage Prevention Meeting
June 22, 2010

I. Call To Order and Introduction:
Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.
Introductions were made.
The minutes of May 25, 2010 were approved with one correction. Under the Title XII Steering Committee section, the House of Representatives version (House Bill1290) of the Maryland Law did not pass. Senate Bill 911 was the only one that was signed by the Governor.
II. Safety Item:
Wayne Gilmer’s monthly safety topic covered In Case of Emergency (ICE) program. Emergency response units have been trained to check cell phones of folks in distress for their emergency contact person. He said you may want to consider adding it to your cell phone or your family members.
III. MGH Update:
Nick Kelly (MGH) gave the following report:
IV. 2010 Trade Show Schedule:
Nick Kelly said Matt Ruddo (Miss Utility) and Tony Gersitz (Miss Utility of Delmarva) would be covering the Maryland Municipal League and Maryland Association of Counties conferences this summer in Ocean City, MD. He referred everyone to the Minutes below for a list of tradee shows this fall.
V. 2010 LAA/Dig Smart Awards:
Mark Hamrick (Verizon) stated the first meeting will not be held until September or October. Mark showed everyone the Dig Smart Excellence plaque with the winners (B. Frank Joy, Northern Pipeline and Iacoboni Site Specialists) names on it.
VI. Damage Prevention Presentations/Safety Events:
Wayne Gilmer gave a brief update on the following presentations/safety events:
- SEH Excavating in Finksburg, MD
- May 27th- Clearwater Landscape & Nursery, Inc. in Ijamsville, MD
- June 7th- Maryland National Park and Planning Commission in Upper Marlboro, MD
- June 10th- North Island & Centennial Contractors Safety fair at the Southern MD Higher Education Center in California, MD
- June 11th- 8th Annual DCWASA Safety Day at the Blue Plains Treatment Plant in Washington, DC
- June 15th- Gardner Exteriors in Lothian, MD
- June 23rd- Commerce Corporation 6th Annual Health & Wellness Fair
VII. 2010 Greater Chesapeake Damage Prevention Training Conference:
Matt Ruddo gave the following update:
- Conference will be held October 20-22, 2010 at the Clarion Resort Fontainebleau Hotel in Ocean City, MD
- October 20th will kick off with a golf outing & welcome reception in exhibit hall
- 100 in120 individuals are registered at this time
- 3 out of the 4 meal sponsorships have been secured:
- Welcome Reception- B. Frank Joy
- Opening Breakfast - SSG, LLC
- Friday Breakfast- Choptank Electric Cooperative
- PostcaPostcard mailing courtesy of WSSC will be mailed next month
- Early discount period ends July 31, 2010
- A Registration Sponsorship has been added this year. A company will have the ability to have their logo placed on the lanyard and registration bag/portfolio among other things
- Planning Committee will meet immediately follow the Damage Prevention meeting

VIII. Title XII Steering Committee:
There was a lengthy discussion about the new Maryland Law that goes into effect on October 1, 2010.
The following items were discussed:
- Title XII Steering Committee has done its work and the Maryland Underground Facilities Damage Prevention Authority will establish operating procedures
- Securing federal grant money through the Maryland PSC to promote the new Law
- Each stakeholder group that has a seat on the Authority will be receiving a letter from the Governor’s office soon
- MD/DC Subscribers Committee will need to appoint two Maryland members to the Authority. A Subscribers meeting is scheduled on June 24th to discuss the nomination process
- MD/DC Damage Prevention Committee will need to appoint a locator representative to the Authority. Nominees will need to be selected at the next MD/DC Damage Prevention meeting
- Creation of a ticket life and sensible size
- Maryland DOT will join the one call system
IX. MD/DC Subscribers Committee Meeting:
Tom Baldwin stated that the next meeting will be September 9, 2010 in the Western portion of the state of Maryland. There was a general discussion about getting more representation from the Western Maryland subscribers at the meetings. Tom said there will be a MD/DC Subscribers Law change meeting on June 24th to discuss the need for advertising changes as well as establishing nomination process for the two seats on the Authority.

Open Discussion:
Jeff Walters (Utiliquest) asked what was being done to educate/advertise the new Law changes in Maryland. Matt Ruddo said that will be a topic of discussion at the June 24th Subscribers meeting. He said there will also be call center messages going out to everyone in advance of the Law changing.
Mark Hamrick stated that Verizon lines continue to be damaged in Washington DC and the impact on customer service is a very serious concern. He stated that Verizon will continue to encourage the scheduling of damage prevention training through the MD/DC Damage Prevention team. Verizon is also encouraging all excavators they come in contact with to utilize the MD/DC damage prevention resources and he would like to ask the other Subscriber members to do the same.

July 27, 2010 at the Miss Utility Center. Coffee and donuts
will be served at 9:00 am. The meeting will begin at 9:30 am.
The next Maryland/DC Subscribers meeting will be held September 9, 2010 2010 with the location in Western Maryland to be determined at a later date/time.
