
Minutes of Maryland/DC Damage Prevention Meeting

I. Call To Order and Introduction:
Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.
Introductions were made.
The minutes of March 23, 2010 were approved.
II. Safety Item:
Wayne Gilmer’s monthly safety topic covered protecting yourself from allergic reactions to bee stings and insect bites.
III. MGH Update:
Nick Kelly stated the first three week flight of radio had begun on the following radio stations:

He said they are scheduled to run between 4 a.m. and 8 a.m., with the majority scheduled between 5 and 8. Additionally, Miss Utility will receive $84,000 in free advertising, which will run on all of these stations, some during the time of the paid ads, and others throughout the day.
IV. 2010 Trade Show Schedule:
Wayne Gilmer gave a brief update on the following shows:
- Build Mart-good year, well attended
- Harford Live- the booth location wasn’t very good and WSSC was thanked for volunteering
V. Dig Smart/Locator Achievement Awards:
Dora Parks (Miss Utility) gave the following update:
- 98% of the survey results were positive
- Received the Underground Excavation Safety Week proclamation from the Governor
- Northern Pipeline won the Dig Smart Award for MD and Parsons Corporation won for DC
- 36 locators were recognized for their achievement
- B. Frank Joy, Iacoboni Site Specialists and Northern Pipeline were the recipients of the Dig Smart Excellence Award which recognizes companies that have won more than 3 times. The plaque was passed around the room for everyone to see. WSSC was thanked for creating it and Kevin Woolbright (WSSC) thanked Buck Sanders from the trade shop for doing all the work.
- WSSC was thanked for providing the photographer as well
- Several Dig Smart nominees will be recognize by visiting their offices with coffee and donuts
VI. Delmarva Locator Achievement Awards:
Wayne Gilmer stated he, Mark Hamrick (Verizon) and Ken Payne (PEPCO) would be attending the Miss Utility of Delmarva Awards night at the Dover Downs Hotel & Casino on April 29, 2010 at 6:00pm. He said Khrysanne Kerr from the Common Ground Alliance would be the guest speaker.
VI. Damage Prevention Presentations/Safety Events:
Wayne Gilmer gave a brief update on the following damage prevention presentations:
- May 26th - Associated Builders and Contractors Metro Washington DC Chapter in Calverton, MD
- April 8th - BGE Excavation Safety Conference in Timonium, MD
Wayne also said he and Greg Johnson (PEPCO)) would be attending the Walter Reed Army Medical Center Safety Awareness Fair on May 20th in WIashington, DC.
VI. 2010 Greater Chesapeake Damage Prevention Training Conference:
Matt Ruddo gave the following update:
- Conference will be held October 20-22, 2010 at the Clarion Resort Fontainebleau Hotel in Ocean City, MD
- Golf outing & welcome reception in exhibit hall is scheduled on October 20th the day before breakout sessions begin
- The fall 2009 pricing will remain the same for last year’s attendees that book their package between April 1-30, 2010
- 60 out of 320 that attended last year have registered so far
- Email blast promoting the conference will be sent within the next week
- Planning Committee will meet immediately follow the Damage Prevention meeting

VII. Title XII Steering Committee:
Matt Ruddo gave the following update:
- Bill is scheduled to be signed into Law on either May 4th or May 20th
- Maryland Department of Transportation is joining the one call system
- Major steps have been taken towards complying with the PIPES Act of 2006
- The Maryland Underground Facility Damage Prevention Authority is made up of stakeholders who would enforce the Maryland Miss Utility Law
There was a lengthy discussion about the makeup of the Authority and how long it will take to create.
IX. MD/DC Subscribers Committee Meeting:
Matt Ruddo gave the following update:
- DCWASA hosted the March 25th meeting at their Bryant Street NW office and provided a nice tour after the meeting
- Significant amount of time was spent discussing the Home Depot promotion, Title XII and the GCDPTC
- Next meeting will be held here in the conference room at 9:00am on May 11th
X. FTTP/FIOS Progress Report:
No report.
Open Discussion:
Mark Hamrick stated that Verizon lines continue to be damaged in Washington DC
and the impact on customer service is a very serious concern. He stated that
Verizon will continue to encourage the scheduling of damage prevention training
through the MD/DC Damage Prevention team. Verizon is also encouraging all
excavators they come in contact with to utilize the MD/DC damage prevention
resources and he would like to ask the other Subscriber members to do the same.
Martin Wetzler (Long Fence) expressed concerns on a hit communication line that
was statused as Clear/No Conflict. He said they were told by the locator that it
was changed from a Clear/No Conflict to a Marked status code. Matt Ruddo stated
that Ticket Check rules for coding do not allow locators to change a Clear/No
Conflict to a Marked status code. Wayne Gilmer and Dan Wiles (Utiliquest) said
they would get with Martin after the meeting.
Scott Brown said his damage ratio per thousand locates has historically been in
the 3.0 range and this year it is below 1.5 for the first time ever.
Dennis Lescalleet (Pleasants Construction) stated that he had no comments this
month.

Upcoming Meetings:
The next Maryland/DC Damage Prevention meeting is scheduled for
May 25, 2010 at the Miss Utility Center. Coffee and donuts
will be served at 9:00 am. The meeting will begin at 9:30 am.
The next Maryland/DC Subscribers meeting will be held September 9, 2010
with the location in Western Maryland to be determine at a later date/time.
There being no further business brought before the committee, the meeting was adjourned at 10:40 am.
