Minutes of Maryland/DC Damage Prevention Meeting
February 23, 2010

I. Call To Order and Introduction:

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:30 am.

Introductions were made.

The minutes of January 26, 2010 were approved

II. Safety Item:

Wayne Gilmer’s monthly safety topic covered the impact that high water table levels are having on trench safety hazards.

III. 2010 Trade Show Schedule:

Nick Kelly (MGH) thanked everyone for covering the booth shifts for the trade shows this spring

Mark Hamrick (Verizon) gave the following update:

  • Delegate Dereck Davis, Chariman of the House Economic Matters Committee, is the guest speaker
  • Awards night will be held on April 15th at Kahler Hall in Columbia, MD
  • 36 locators  were nominated
  • Pictures of the locators in the field are needed for the PowerPoint presentation
  • Dig Smart nominations have been extended due to the weather

IV. Dig Smart/Locator Achievement Awards:

Mark Hamrick (Verizon) gave the following update:

V. Damage Prevention Presentations/Safety Events:

Wayne Gilmer gave a brief update on the following damage prevention presentations:

  • Wayne and Jack Sullivan (BGE) attended the Communications Construction Group on January 27th in Baltimore, MD
  • Wayne, Jack Sullivan and George Harding (Verizon) attended the A.A County DPW on February 2nd in Glen Burnie, MD

Wayne also said there would be an upcoming presentation for Gray & Sons on February 25th and March 2nd & 4th in Hunt Valley, MD. Tom Baldwin (BGE) commented that it is a well run event and they put all their work crews through safety training.

Matt Ruddo had no new update because the last planning committee meeting was cancelled because of the snow storm.

Below are some of the details:

  • Conference will be held October 20-22, 2010 at the Clarion Resort Fontainebleau Hotel in Ocean City, MD
  • Golf outing & welcome reception in exhibit hall is scheduled on October 20th the day before breakout sessions begin
  • The fall 2009 pricing will remain the same for last year’s attendees that book their package between April 1-30, 2010

VII. Title XII Steering Committee:

Tom Baldwin gave the following update:

  • Senate Bill 911 and House Bill 1290 are names of the two Law change bills
  • There were a significant amount of stylist and format changes made to the Title XII
  • Senator Mac Middleton (Chairman of the Senate Finance Committee) and Delegate Dereck Davis (Chairman of the House Economic Matters Committee) received a letter from Pipeline Hazardous Materials Saefty Administration prasing the efforts of the committee and stating that charging for locates is not a good practice
  • Hearings are scheduled for the second week of March
  • A meeting with the lobbyists of the Steering Committee group is scheduled for February 26th at Constellation Energy’s office at 47 State Circle in Annapolis, MD
  • If storm drains added, it would take effect on January 1, 2012

VIII. MD/DC Subscribers Committee Meeting:

Tom Baldwin gave the following report:

  • DC WASA will host the next meeting on March 25th at 301 Bryant Street NW Washington, D.C. 20001
  • Frederick Diamond Dig Event will be held Sunday June 13th at the Keys Baseball Stadium and the Bowie event will be a Father’s Day big screen TV dig on June 20th at Baysox Baseball Stadium
  • Miss Utility advertisements will appear on the floor at entrances to a couple of Home Depot stores in the Baltimore and Washington DC areas
  • Discussion about adding additional Ticket Check codes

 IX. FTTP/FIOS Progress Report:

Mark Hamrick stated that due to no locating being done during the snow storms the FTTP trench footage projections have been shifted:

Open Discussion:

Mark Hamrick stated that Verizon lines continue to be damaged in Washington DC and the impact on customer service is a very serious concern. He stated that Verizon will continue to encourage the scheduling of damage prevention training through the MD/DC Damage Prevention team. Verizon is also encouraging all excavators they come in contact with to utilize the MD/DC damage prevention resources and he would like to ask the other Subscriber members to do the same.

Tom Baldwin stated that the snow storm has creating issues getting things marked because the sidewalks and easements still have significant mounds of snow on them. He requested that everyone be patient with the locating technicians’ efforts.

There was a lengthy discussion about the use of Ticket Check status codes 6 and 7.
Matt Ruddo said a status code 6 is for a locate discrepancy. Tom Hastings (OCCLS) stated that they dispatch a locator and/or call the excavator on a status code 6. Matt said a status code 7 is when the excavator hasn’t received a call from the locator.   

Dennis Lescalleet (Pleasants Construction) stated that he is having ongoing locate issues with underground water and sewer facilities that haven’t been turned over from the developer to the County DPW. Cal Brooks (Howard County) stated that will locate the developer’s underground facilities before they take ownership, but the developer is still responsible if it isn’t located properly.

Upcoming Meetings:

The next Maryland/DC Damage Prevention meeting is scheduled for March 23, 2010 at the Miss Utility Center.  Coffee and donuts will be served at 9:00 am.  The meeting will begin at 9:30 am.

The next Maryland/DC Subscribers meeting will be held March 25, 2010 at the District of Columbia Water & Sewer Authority at 301 Bryant Street NW Washington, D.C. 20001. Coffee and donuts will be served at 8:30 am and the meeting will begin at 9:00 am.

There being no further business brought before the committee, the meeting was adjourned at 10:3 am.
