Minutes of Maryland/DC Damage Prevention Meeting
January 26, 2010

I. Call To Order and Introduction:
Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.
Introductions were made.
The minutes of November 24, 2009 were approved.
II. Safety Item:
Wayne Gilmer’s monthly safety topic covered driving safely through and around street corners, cross walks, etc.
III. Dig Smart/Locator Achievement Awards:
Mark Hamrick (Verizon) gave the following update:
- Awards night will be held on April 15th at Kahler Hall in Columbia, MD
- Locator nominations due by January 29th
- Dig Smart nominations due by February 3rd
- A “Hall of Fame” award has been added to the Awards program for Dig Smart winners that have won at least three times
VI. 2010 Trade Show Schedule:
There was a general discussion about trade show coverage.
Nick Kelly (MGH) stated that the MD Home & Garden Show the weekend of March 6th & 7th at the Timonium Fairgrounds still needed coverage. Tom Baldwin (BGE) said that BGE will try to cover most of the shifts. Mark Hamrick said Verizon would lend a hand as well.
V. Damage Prevention Presentations/Safety Events:
Wayne Gilmer gave a brief update on the upcoming damage prevention presentations:
- Communications Construction Group on January 27th in Baltimore, MD
- A.A County DPW on February 2nd in Glen Burnie, MD
- Gray & Sons on February 25th and March 2nd & 4th in Hunt Valley, MD
VI. 2010 Greater Chesapeake Damage Prevention Training Conference
Matt Ruddo gave the following update:
- Conference will be held October 20-22, 2010 at the Clarion Resort Fontainebleau Hotel in Ocean City, MD
- Golf outing & welcome reception in exhibit hall is scheduled on October 20th the day before breakout sessions begin
- Conference pricing will remain the same for last year’s attendees that book their package between April 1-30, 2010
- The planning committee will be covering conference content at their next meeting sometime in February
VII. Title XII Steering Committee:
Matt Ruddo gave the following update:
- There is a Bill writer currently reviewing the proposed changes and putting them in legislative format
- Delegate Dereck Davis’ (Chairman of the House Economic Matters Committee) has not selected a sponsor for the House side yet
- Senator John Astle (Vice Chairman of the Senate Finance Committee) will be the sponsor on the Senate side
- The Maryland Municipal League & the Maryland Association of Counties are not going to support the removal of the marking fees and the inclusion of storm water drains. They also expressed concerns with the Authority having the ability to fine their members
- A meeting with the lobbyists of the Steering Committee group is schedule for January 29th at Constellation Energy’s office at 47 State Circle in Annapolis, MD
VIII. MD/DC Subscribers Committee Meeting:
Tom Baldwin gave the following report:
- Next meeting is on February 4th at the Miss Utility Center
- Future meetings will move around Maryland and DC
- Two Diamond Dig events are scheduled for the summer
- Miss Utility will have presence at a couple of Home Depot stores the Baltimore and DC area
- MGH will emphasize “It’s The Law” in the radio spots as it was done many years ago
- Advertising/Public Education budget will remain the same this year
IX. FTTP/FIOS Progress Report:
Mark Hamrick gave the following FTTP trench footage projections:

Mark said there are no plans to expand into any other counties and Verizon may start winding the build by next year.
Tom Baldwin stated that it very important that Subscribers be informed if Verizon ramps up the build in advance of the spring time.
Open Discussion:
Mark Hamrick stated that Verizon lines continue to be damaged in Washington DC and the impact on customer service is a very serious concern. He stated that Verizon will continue to encourage the scheduling of damage prevention training through the MD/DC Damage Prevention team. Verizon is also encouraging all excavators they come in contact with to utilize the MD/DC damage prevention resources and he would like to ask the other Subscriber members to do the same.
There was a brief discussion about the damages per thousand locate ratios declining as well as a decrease in no call damage rates. There were several in attendance that thanked the contract locating companies for their efforts.
Wayne Gilmer stated that the floor was open for nominations for the MD/DC Damage Prevention Committee Chairman position. There were no nominations brought to the floor and a motion was made to have Wayne stay on as Chairman. Everyone agreed that Wayne should continue as Chairman and he accepted. He was also thanked for his service and dedication to damage prevention.

Upcoming Meetings:
The next Maryland/DC Damage Prevention meeting is scheduled for February 23, 2010 at the Miss Utility Center. Coffee and donuts
will be served at 9:00 am. The meeting will begin at 9:30 am.
The next Maryland/DC Subscribers meeting will be held March 25, 2010 at the District of Columbia Water & Sewer Authority at 301 Bryant Street NW Washington, D.C. 20001. Coffee and donuts will be served at 8:30 am and the meeting will begin at 9:00 am.
There being no further business brought before the committee, the meeting was adjourned at 10:35 am.
