Minutes of Maryland/DC Damage Prevention Meeting

I. Call To Order and Introduction:

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.

Introductions were made.

The minutes of October 27, 2009 were approved with one correction. Tiffany Jewell from SMECO attended the meeting instead of Debbie Higgs.

II. Safety Item:

Wayne Gilmer’s monthly safety topic covered tips on preparing, eating and storing turkey.

III. Old Business:

Tom Baldwin (BGE) stated that driving ground rods without a one call ticket is unacceptable. He also encouraged everyone to drive their own ground rods and not attempt to bond to other grounded structures.

IV. Dig Smart/Locator Achievement Awards:

Dora Parks (Miss Utility) stated that there wouldn’t be an Awards meeting today. Dora, Kevin Woolbright (WSSC) and Mark Hamrick (Verizon) are in the early stages of putting together their committee.

V. 2009 Trade Show Schedule:

Wayne Gilmer thanked Greg Johnson (PEPCO) and the employees of WSSC for covering the Suburban MD Home Show at the Show Place Arena in Upper Marlboro October 30th through November 1st.

VI. Damage Prevention Presentations/Safety Events:

Wayne Gilmer gave a brief update on the damage prevention presentation done at the MNCPPC Safety Management Conference on November 18th at the Holiday Inn in College Park, MD.

Wayne also gave a brief update on two pipeline damage prevention presentations sponsored by Colonial Pipeline at the Williamsburg Inn in White Marsh on November 17th and at The Other Barn in Columbia on November 19th.

Wayne Gilmer gave a brief update on the upcoming damage prevention presentation at the MNCPPC Safety Management Conference on November 18th at the Holiday Inn in College Park, MD.

VII. Title XII Steering Committee:

Wayne Gilmer stated there was a meeting yesterday to discuss the comments received from the Maryland Municipal League (MML), Maryland Association of Counties (MACO) and Harford County. They all expressed concerns with the removal of the marking fees and the inclusion of storm water drains. Wayne also said lawyers for the steering committee members would meet at the next two meetings schedule for December 7th and 14th.

Open Discussion:

Tom Baldwin thanked Comcast for their support in providing 80,000 Miss Utility spots this year.

Calvin Brooks (Howard County) said a week after the October damage prevention meeting they had another damage caused by a ground rod on a FIOS job. He reiterated that there should be a reference to ground rods being installed on the ticket. There were a few representatives from Verizon that stated it wouldn’t happen again.

Scott Brown (Washington Gas) shared a story in which a major gas explosion in the Dulles Airport area was avoided by a locator. He said the locator was driving in his territory and noticed that an excavating crew was auguring on a gas line without locate marks. Scott said hundreds of fatalities were avoided because the locator went the extra mile to safe guard the crew and the public. He thanked Scott Simms of Utiliquest for his commitment to damage prevention.

JW Hall (B Frank Joy) expressed concerns with a water line damage in which they were not notified by WSSC or Utiliquest about the damage. He said they weren’t called about it which didn’t give them an opportunity to do their own investigation. Wayne Gilmer said he would talk to JW after the meeting. Tom Baldwin suggested that he contact Kevin Woolbright (WSSC) as well.

There was a general discussion about requiring contractors using trenchless technology to add that information to the Miss Utility ticket. Matt Ruddo said they could add trenchless technology language to the drop down menu in the Remarks section of the ticket. A few said it would be helpful because some member utility owners screen their tickets based on work type. Scott Brown stated that Washington Gas has started a pilot program in which they are putting an HDD symbol on the ground on gas lines that were installed using trenchless technology.
