I. Call To Order and Introduction:

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.

Introductions were made.

II. Safety Item:

Wayne Gilmer gave a brief update on the steps you can take to avoid hypothermia.

III. Dig Smart/Locator Achievement Awards:

IV. Contractor Nights:

There was a lengthy general discussion about how well attended each event was this year in comparison to the 2007 events. Kevin Woolbright (WSSC) distributed DVDs with pictures from all three events. Several in attendance stated that they received a lot of positive comments from the individuals that attended the Contractor Nights. A special thank you went out to WSSC for handling the mailings again this year.

V. Damage Prevention Presentations:

Wayne Gilmer gave a brief update on the safety presentations held for Local Government Insurance Trust in Havre De Grace, MD on November 5, 2008 and Long Fence in Capitol Heights, MD on November 10, 2008

VI. 2009 Greater Chesapeake Damage Prevention Training Conference (GCDPTC):

Matt Ruddo and Chris McMurry (MGH) each gave brief updates on the GCDPTC that will be held at the Clarion Fontainebleau Hotel on October 21-23, 2009.

VII. Trade Shows & Safety Events:

Wayne Gilmer thanked everyone that worked the 2008 trade shows especially WSSC and BGE. Special thanks were given to David Wilkins (WSSC) and Nick Kelly (MGH) for managing the volunteer schedule.

VIII. Title XII Steering Committee:

Tom Baldwin stated the Steering Committee has a meeting scheduled for December 1, 2008. He also said the Steering Committee may be changing the direction on the enforcement program due to Dick Schafer being replaced with Frank Bender as Chief Engineer of the MDPSC.

IX. MD/DC Subscribers Committee Meeting:

Dora Parks (Miss Utility) said the next MD/DC Subscribers meeting would be held December 12, 2008 in the upstairs conference room.

She asked that all MD/DC Subscribers RSVP to doraprks@missutility.net if they plan on attending because there would be a holiday luncheon immediately following the meeting.

Open Discussion:

Dora Parks provided a brief update on the ADC 4 digit mapping conversion. She said the Miss Utility Center began accepting the new 4 digit map books for Anne Arundel County and they would continue to accept the 2 digit ones too. She also said the 4 digit Baltimore County/Baltimore City map books would be available in the next week or so and Harford County should be available sometime in January 2009. Tom Baldwin said that it is important that everyone understand that ADC is no longer selling the 2 digit map books when the 4 digit map books hit the streets.

Dennis Lescalleet (Pleasants Construction) thanked Joe Feronti (Utiliquest) for his assistance on a jobsite in which Pleasants Construction was converting a 36-hole golf course into a housing development.

Dennis Lescalleet said the Maryland State Police had been monitoring their CDL driver’s seatbelt usage and it was reported that the seatbelts were worn

100% of the time.

There was a lengthy discussion about damage ratios. Tom Baldwin stated that BGE’s damages per thousand locate requests have been trending downward. He believes the rates are down because of the public education outreach initiatives done through Miss Utility Damage Prevention Committee.

Dennis Lescalleet asked why Law changes were being discussed if the damage ratios are trending downward. Tom Baldwin gave everyone a brief history on the Pipeline Hazardous Materials Safety Administration and he cited a few pipeline incidents that help create the Common Ground Alliance.
