Minutes of Maryland/DC Damage Prevention Meeting
October 28, 2008

I. Call To Order and Introduction:

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.

Introductions were made.

The minutes of September 23, 2008 were approved with a few typo corrections.

II. Safety Item:

Wayne Gilmer gave a brief update on the dangers of fallen leaves this time of year.

III. Dig Smart/Locator Achievement Awards:

The next meeting would be held immediately following todayís meeting. Mark Hamrick (Verizon) stated that contractors would not be voting for the locators in 2009 and there would be no overall winner. He said the Awards Committee would be going over the production schedule at the meeting today.

IV. Contractor Nights:

Matt Ruddo said a lot of people have been signing up at the last minute for the Glenwood event tomorrow night and that attendance was strong for the events at WSSC on November 6th and the Joppa Magnolia Fire Hall on November 13th. Matt also said that WSSC, BGE and Miss Utility would have booths at all three events.

V. Damage Prevention Presentations:

Wayne Gilmer gave a brief update on the safety presentation held for Long Fence in Crofton, MD on October 6, 2008. He said that Jack Sullivan (BGE), Mark Hamrick and Dora Parks (Miss Utility) gave the presentation. Dora said back to back presentations were done for the installation crews and then the sales staff.

Martin Wetzler (Long Fence) requested another damage prevention presentation for their installation crews and sales staff at their Capitol Heights, MD office. Matt said he would get with Martin after the meeting.

Wayne Gilmer gave a brief update on the safety presentation done for City of Rockville on October 22, 2008. He said that Bill Taylor (Verizon), Bill Bennett (Verizon), Dave Wilkins (WSSC), Matt Ruddo and Kevin Woolbright (WSSC) assisted with the presentation.

VI. Trade Shows & Safety Events:

Wayne Gilmer gave a brief update on the pipeline safety training dinners done by Paradigm Liaison Services at the following locations:

  • October 6th at the Holiday Inn in Cumberland, MD
  • October 7th at the Quality Inn Fort Detrick in Frederick, MD
  • October 8th at Lake Presidential Golf Club in Upper Marlboro, MD
  • October 14th at the Hilton Columbia in Columbia, MD
  • October 15th at the Clarion Hotel Aberdeen in Aberdeen, MD

Matt Ruddo stated that Paradigm Liaison Services attendance at each event was way off compared to previous years.

Wayne Gilmer gave brief updates on the Harford Live, MD Home & Garden Show and Suburban MD Home Show. He thanked WSSC, Verizon, BGE and Utiliquest for volunteering to staff the Miss Utility booth.

Wayne Gilmer gave a brief update on the Associated Building & Contractors of Baltimore Show held on October 23, 2008 in Hunt Valley, MD. He said there were approximately 100 people in attendance and he setup the Miss Utility booth.

VII. Title XII Steering Committee:

There was a lengthy discussion about the October 27, 2008 Title XII meeting which focused on enforcement authority. Tom Baldwin stated the Committee is in the early stages of creating an advisory board to handle violations of the MD Law. He said the Committee isnít quite sure how the advisory board is going to be funded, but the plan would be discussed at the next couple of meetings which will be held November 14, 2008 and December 1, 2008.

VIII. MD/DC Subscribers Committee Meeting:

Tom Baldwin stated that the primary focus of the September 14, 2008 was looking at having a damage prevention conference in the fall of 2009. He said there was a discussion about sponsorship opportunities and breakout session content. He said the price tag for the conference is approximately $100,000 and the hope is that sponsorships, one call grant funding, vendors and conference registrants would cover the cost of the conference.

There was also an update on the ADCís 4 digit mapping conversion. Tom Baldwin indicated that the MD/DC Subscribers may come to a decision to move to a GIS mapping system instead of using ADC due to the delay in the 4 digit mapping conversion. Matt Ruddo stated that a lot of Subscribers utilize the ADC maps and doesnít suggest getting rid of them completely. Tom said there would be further discussions at the next Subscribers meeting on December 10, 2008.

IX. FTTP/FIOS Progress Report:

Bill Taylor (Verizon) provided the following FTTP trench footage projections:

Mark Hamrick stated that Harford County can be removed from the FTTP projections for now.

There was a general discussion about the large volume of work being done in Charles County and a few asked if there are any new counties coming up down the road. Bill Taylor stated that they would do their best to keep everyone informed.

XII. Open Discussion:

Scott Brown referenced a significant gas pipeline incident in Appomattox, VA. He said there was a catastrophic failure of a 36 inch pipeline that caused it to rupture. He also said it is very important not to stop the flow of gas by turning off valves. Glen Goins (AA County) said that it is also important not to try and put out gas fires too.

There was a lengthy discussion about an issue that Dennis Lescalleet (Pleasants Construction) brought up about communications between his foreman and locators on their large projects. Most suggested that Dennis have his foreman get a signed document from the locators each time they visit the jobsite for a mark out.

A few raised concerns with large projects being processed with one ticket. Most felt it was prudent to only process tickets that can be performed in a reasonable amount of time. There was also concerns raised that contractors should narrow down the locate area on update tickets instead of asking for locators to mark the whole site.

Upcoming Meetings:

The next Maryland/DC Damage Prevention meeting is scheduled for November 25, 2008 at the Miss Utility Center.  Coffee and donuts will be served at 9:00 am.  The meeting will begin at 9:30 am.  

The 2008 Maryland/DC Subscribers meeting will be held October 10th and December 12th, 2008 at the Miss Utility Center. Coffee and donuts will be served at 9:30 am, and the meeting will begin at 10:00 am.  

There being no further business to be brought before the committee, the meeting was adjourned at 10:45 am.
