Minutes of Maryland/DC Damage Prevention Meeting
July 22, 2008

I. Call To Order and Introduction:

Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.
Introductions were made.

The minutes of June 24, 2008 were approved.

II. Safety Item:

Wayne Gilmer gave a brief update on stop sign awareness and the “rules of the road.”

III. Diamond Dig Event at Baysox Stadium:

Chris McMurry gave the following update:

Pre-Event Topics Discussed and Action Items

  • Ticket link – Phil Wrye will send to MGH.
  • Comp tickets – MGH will provide Phil with a volunteer list on July 28.
  • Volunteer captain – Nick Kelly from MGH will be coordinating Miss Utility volunteers at the event.
  • Press release – MGH will provide Phil with Miss Utility basic information and quote by 7/11.
  • Media outreach – Baysox will handle outreach to their media friends (Mix 106.5, Washington Post blog, Baltimore Sun blog and WNST) as well as Bowie media. MGH will handle other media outreach.
  • Baysox will promote contest with live read and logo on video board during the upcoming home games. Photo will be provided to MGH by August 15.
  • Information will be on website by next week. Baysox will document to MGH.
  • Baysox will promote contest on 50/301 road sign. Photo will be provided to MGH by August 15.
  • MGH will secure proof of promotion from DC101.

Event Topics Discussed and Action Items

  • Promotional reads will start pre-game and will continue into the 5th inning.
  • DC 101 table will register some people as they enter.
  • Miss Utility will have two marketing booths at the stadium where people can also enter to win.
  • Baysox will manage announcing the 25 people eligible to win. From there, they will manage this process from the announcement of the names to the completion of the contest.
  • MGH will provide an 811 mascot suit, which a Baysox intern will wear a few times during the night.
  • MGH will provide Phil with T-shirts and hats to sling in advance to be shot into the stands. Baysox promo team can wear the hats during the night if they’d like.
  • MGH will provide Phil with the contest shirts the night of the promotion.
  • Miss Utility volunteers and Baysox staff (as needed) will hand out Miss Utility homeowner brochures outside the gates beginning in the top of the 8th inning.

IV. Locator Achievement/Dig Smart Awards:

Mark Hamrick (Verizon) gave a brief update on the following topics that would be discussed at the next meeting in August 26, 2008:

  • Voting process
  • Winner Prizes
  • Guest Speaker
  • Video
  • Venue coordination

V. Contractor Nights:

Chris McMurry stated that Nights would consist of a member utility owner booths/networking, damage prevention presentations, great food and door prizes. He also stated that a conference call would be held in early August to discuss the food options and invitation recommendations.

Everyone thanked Howard County Utilities for hosting and sponsoring the Cooksville, MD Night.

IV. Damage Prevention Presentations:

There was a general discussion about the Cecil County Children’s Safety Fair attended by Paul Elwood (Utiliquest), Marc Haines (BGE) and Dave Kertis (Delmarva Power). A few commented that we should do more to reach out to kids. Scott Brown (Washington Gas) suggested everyone visit www.safegasmaryland.orgto find more information on how the gas and propane operators reach out to kids.

Wayne also gave a brief update on the upcoming presentations:

V. Trade Shows & Safety Events:

A list of the upcoming trade shows are listed below with the addition of the Prince Georges County Fair which will be held September 4th-7th.

VI. Marking Standards Group:

There was a lengthy discussion about several symbols, abbreviations and diagram edits that needed to be made prior to the printing of the Marking Standards Guide. There was also a general discussion about whether water and sewer lateral path would be noted at the beginning of the private symbol marking. Cal Brooks (Howard County Utilities) stated that they will mark up to their facilities and would not be putting down arrows or the private symbol.

VII. Title 12 Steering Committee:

Wayne Gilmer stated the Committee is currently working through ticket size, life and response times.

Tom Baldwin said two representatives from PHSMA attended the last meeting and they didn’t seem to be locked in on the MDPSC having complete enforcement authority. Tom also said that PHSMA would not be reducing the federal funding that the MDPSC receives; however, no enforcement authority would lessen the amount of one-call grant money Maryland receives each year.

The next two meetings would be held August 12th and September 5th at the Miss Utility Center.

VIII. MD/DC Subscribers Committee Meeting:

The next meeting is scheduled for July 25th at 10:00am.

XI. FTTP/FIOS Progress Report:

Nelson Sneed (Verizon) provided the following FTTP trench footage projections:

XII. Open Discussion:
 
Tom Baldwin stated that it would be Nelson Sneed’s last meeting and he presented him with a plaque for his service to the MD/DC Subscribers & Damage Prevention Committees. Nelson Sneed thanked everyone for making his job easier. He also said that FTTP damage ratios went from 6.0 to 1.2 because of everyone’s commitment and partnership.

Alice Gilmore (Long Fence) introduced Martin Wetzler (Long Fence) as Andy Kaldmaa’s replacement.

Tim Precht (Qwest Communications) said that North Carolina One Call had a person calling in bogus tickets to increase ticket volumes. He said they suspect that it may have been a locating technician.

Scott Brown stated that contractors are receiving misdemeanor fines for damage to gas lines in Virginia. He said the fines only apply to egregious offenders at this time.

Upcoming Meetings:

The next Maryland/DC Damage Preventionmeeting is scheduled for August 26, 2008 at the Miss Utility Center.  Coffee and donuts will be served at 9:00 am.  The meeting will begin at 9:30 am.  

The 2007 Maryland/DC Subscribersmeeting will be held October 10th and December 12th, 2008 at the Miss Utility Center. Coffee and donuts will be served at 9:30 am, and the meeting will begin at 10:00 am.  

There being no further business to be brought before the committee, the meeting was adjourned at 11:00 am.
