Minutes of Maryland/DC Damage Prevention Meeting
June 24, 2008

Call to Order and Introductions:
Wayne Gilmer (UtiliQuest) called the regular monthly meeting to order at 9:00am. 
Introductions were made.
Corrections to minutes of May 27, 2008 were noted and then approved.

Safety Item:
Wayne Gilmer provided instructions on proper seat belt placement and general seat belt safety.

Public Awareness Campaign:
Chris McMurry (MGH Advertising) provided an update on current public awareness initiatives.

Miss Utility Diamond Dig at the Bowie Baysox Stadium – July 31, 2008

  • 50 selected attendees will spoon dig for a diamond estimated at $3,000.00
  • Miss Utility will provide the first pitch
  • Radio Station-DC 101 will promote the Miss Utility Diamond Dig during July 21-25th
  • Miss Utility will stage (2) promotional booths – staffed by volunteers
  • All 50 diggers will be given a Miss Utility ‘Diamond Dig’ designer tee shirt
  • The 811 Bud-Lite mascot will attend the event

Media Advertising

  • Radio ads will wrap up the week of June 24th and will start again in the fall.
  • Comcast’s 30 second ad will run until July 4th.  The ad has aired 8,000 times since April 2008.  Tom Baldwin (BGE) thanked Tim Kempa of Comcast for their public awareness contribution.

Building Association Mail-outs
About 50 Builder Associations received notices regarding Miss Utility Safety Presentations.  To date, three Associations have contacted MGH for scheduling, Maryland National Capital Builders Industry, and ABC of Baltimore for two engagements.

 Damage Prevention Sub-Committee Reports:

Awards Committee – Mark Hamrick (Verizon), Committee Chairman and Kevin Woolbright (WSSC), Co-Chairman
Next meeting is scheduled for August 26, 2008, topics for discussion will include:

  • Review and elicit ideas for the excavator voting process
  • Promoting participation from the excavators and locating entities
  • Review locator regions
  • Review winner prizes

Miss Utility Contractor Nights   
Mark Hamrick provided an overview of what occurs during the Contractor Night event:

  • A Safety Presentation by the Damage Prevention Committee
  • Good food
  • Utility member promotional booths
  • Q&A
  • Door Prizes
  • Networking opportunities

Three dates have been secured for the Contractor Night events, October 29th, November 6th and November 13th.  The committee hopes to use past Dig Smart winners as guest speakers. The event will be publicized by mail-outs and Miss Utility announcements and emailed notices. Next committee meeting is scheduled for August 26, 2008 following the monthly DP Meeting.

Marking Standards Guide Committee – Wayne Gilmer (UtiliQuest), Committee Chairman
Nick Kelly provided a handout of the current guide for discussion.  Minimal changes were suggested. Nick will email the committee a revised guide for review during a conference call prior to the next Damage Prevention Committee meeting.

Tom Baldwin requested confirmation from the USPCD for acceptance of the guide since the guide title refers to the ‘State of Maryland’.

Title 12 Steering Committee – Jim Barron (Ronkin Construction), Committee Chairman
A brief discussion regarding recent committee meetings was provided by Tom Baldwin. Local contractor associations have shown interest in the Title 12 proceedings. Based on the PHIMSA letter sent to the PSC, the Commission understands the need to be involved in the process as well. The Commission will work with the share holders, especially regarding any enforcement initiatives.

Oliva Herrera (UtiliQuest) questioned the size of a ticket which resulted in a lengthy group discussion.  In the end, Tom Baldwin noted that he felt the percentage of large excavation notices were minimal in comparison to overall ticket volume and that site visits are needed to resolve marking schedules on these types of tickets.

This matter opened discussion regarding code 5 statuses; is a code 5 a closed or opened ticket?  Certain members anticipate code 5 tickets to be re-coded with a 1 or a 2.  Code 5 tickets remain available for subsequent coding for 120 days.

The next Title 12 Steering Committee meeting will be held on Monday June 30th, PHISMA will be the guest speaker.

Open Discussion:
In support of Fort Detrick’s Safety Awareness Month held on May 8th, Wayne Gilmer presented a Certificate of Appreciation to Miss Utility.

Dennis Lescalleet (Pleasants Construction) inquired if anyone had any experience with Ft. Meade jobs.  Tom Hastings (OCCLS) commented that his experience revealed inadequate records, lots of abandoned lines, damages due to Ft. Meade work not being called into Miss Utility and multiple levels of notification (to the Fort and to Miss Utility). 

Upcoming Meetings:
The next Maryland/DC Damage Prevention meeting is scheduled for July 22, 2008 at the Miss Utility Center. Coffee and donuts will be served at 9:00 am. The meeting will begin at 9:30 am.
The Maryland/DC Subscribers meeting will be held on Friday July 25, 2008 at the Miss Utility Center. Coffee and donuts will be served at 9:30 am. The meeting will begin at 10:00 am.
There being no further business to be brought before the committee, the meeting was adjourned at 11:10 am.
