I. Call To Order and Introduction:
Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.
Introductions were made.
There were several typos corrected throughout the April 22, 2008 minutes. Matt Ruddo
commented that the spell check feature must not have been turned on.
The minutes of April 22, 2008 were approved.
II. Safety Item:
Wayne Gilmer gave a brief update on tic bits and how to avoid being infected.
III. Chris McMurry/MGH Advertising Public Awareness Campaign Update:
Chris McMurry gave an update on the following public awareness initiatives.
- Locator Achievement Awards/Dig Smart Awards
- Results/feedback
- 133 people attended the event on 4/17 at the Columbia Sheraton
- Expenditures were $17,888.53, just a bit under the budget of $18,000
- Surveys indicated a 97% satisfaction rate among the guests
- Video was a big hit
- Next steps
- Committee met on 5/16
- Decided to book venue for April 16, 2009
- Outlined topics for discussion at next meeting (Aug. 26) that
include:
- How many regions
- Voting process
- Winner prizes
- Guest speaker
- Video
- Venue coordination
- Nelson Sneed’s two-year term has ended, and Mark Hamrick will serve as
2008-09 chairman, with Kevin Woolbright serving as co-chairman.
- Contractor Nights
- Kickoff meeting held 5/16
- Dates for 2008 selected (all events in the evening):
- Glenwood (Howard Co.) – Oct. 29
- Laurel or Joppa – Nov. 6
- Laurel or Joppa – Nov. 6
- All events will be roughly 5-8 p.m. (exact time TBD at next
meeting – June 24 after the damage prevention meeting).
IV. Damage Prevention Presentations
Wayne Gilmer gave a brief update on the following presentations:
- Local Bowie Civic Association-Earth Day Event on May 3, 2008 in Bowie, MD
- Department of Army Safety Day on May 8,2008 in Fort Detrick, Md
- Madasco LLC on May 22, 2008 in Elkridge, MD
Wayne also gave a brief update on the upcoming presentations:
- Local Government Insurance Trust (LGIT) on May 29th at 37 N. Main St., Bel Air, MD
- LGIT on June 5th at 37600 New Market Rd., Charlotte Hall, MD
- LGIT on June 10th at 100 W Washington St., Hagerstown, MD
- Garrett County Roads Dept. on June 18th at 12778 Garrett Highway Oakland, MD

- CNA Insurance (George Pedri) on June 19th at 2413 Schuster Dr., Cheverly, MD
V. Trade Shows/Safety Events:
A list of the upcoming trade shows are listed below with the addition of the Prince Georges
County Fair which will be held September 4th-7th.

VI. Marking Standards Group:
Wayne Gilmer stated the photo shoot was done on May 23rd and he hoped to have everything ready
by the June 12th MD/DC Subscribers meeting.
VII. Title 12 Steering Committee:
Wayne Gilmer stated the Committee revisited the response time for locators at the last Title
12 meeting. Matt Ruddo said that Jeff Weise from PHMSA would be attending the next meeting.
He also said the June 6th meeting was being rescheduled to a future date during the month of
June and it would be held in the Miss Utility conference room.
X. MD/DC Subscribers Committee Meeting:
The next meeting is scheduled for June 12th at 10:00am.

XI. Open Discussion:
There was a general discussion about the use of chalk based paint. Tim Precht (Qwest
Communications) asked if there had been any issues using it. Tom Hastings (OCC Locating)
stated that they use chalk based paint in historical areas. Wayne Gilmer stated that it is
very important that contractors maintain those marks because they don’t last very long on the
ground.
Dennis Lescalleet (Pleasants Construction) cited several examples of utility line damage invoices
being received without any knowledge of the damage. He said he has been attending the damage
prevention meetings for the last five years and is frustrated that damage investigation and
invoicing process can be solved at a local level for certain utility owners.
There was a lengthy discussion about the damage investigation process as a result of the comments
made by Dennis Lescalleet.

Upcoming Meetings:
The next Maryland/DC Damage Prevention meeting is scheduled for June 24, 2008 at
the Miss Utility Center. Coffee and donuts will be served at 9:00 am. The meeting
will begin at 9:30 am. The next Marking Guidelines Group meeting will be held
immediately following the MD/DC Damage Prevention meeting.
The 2008 Maryland/DC Subscribers meeting is scheduled July 25, 2008 at the
Miss Utility Center. Coffee and donuts will be served at 9:30 am, and the meeting
will begin at 10:00 am.
There being no further business to be brought before the committee, the meeting was
adjourned at 11:05 am.
