
Minutes of Maryland/DC Damage Prevention Meeting
May 22, 2007
Miss Utility Call Center
Hanover, MD 21076 At 9:35am Wayne Gilmer called the meeting to order. Introductions were made.
The previous meeting minutes were reviewed and approved.
Wayne stated that Chris McMurray from MGH would be in at 10:30am to review some items.
At this time, no Damage Prevention Presentations are scheduled. Wayne provided feedback on a
Damage Prevention Presentation that was held at K&K Adams. He said it was informal and positive
information was shared.
Upcoming Trade Shows - Wayne referred to page 3 of the minutes and asked everyone to consider
volunteering.
Dig Smart/ Locator Achievement-Dora Parks reminded everyone that photos, etc. of the event could
be found on the Miss-U website. Also, meetings will begin again in September to prepare for next year’s event. Finally, the subscribers have raised the funds available for this event to between
20K & 25K.
Marking Standards Group - Electric Label Definitions were discussed: Primary, Secondary and
Voltage
Title 12 Steering Committee - Wayne stated that it will be moving forward and that Dick Schaefer
continues to drive the importance of this committee and its efforts. PHMSA may use Maryland as
an example for non-compliance as it relates to pipeline requirements.
MD/ DC Subscribers Committee - Pete Parr will be accepting another position within BGE. Therefore
Tom Baldwin, by a unanimous vote, will be accepting the position as Chairman. Wayne stated that
Pete would be sorely missed and that one thing that Pete would always do is start the
subscriber’s meetings with a safety msg.. Wayne shared that msg. with the group. The msg.
related to lawn mower safety.
Tom Baldwin discussed the “status 5” issue: Tickets that are statused with a code of 5 sometimes
are never re-statused with a 1 or 2 before they are closed out. Subscribers will extend the
statusing to up to 120 days when an existing ticket is updated. Tom Baldwin suggested that maybe
a new status of “replaced with new ticket” could be implemented. Dora suggested that maybe
footage on tickets could be broken down in to smaller quantities.

Open Discussion:
Sherell Stone of NPL brought up issues on conduit/ corridor marks: The marks are almost 2’ wide to denote
an 1-1/4” conduit. This causes NPL employees to hand dig a 5’ long test hole to clear the hand dig zone
requirements.
Dennis Lescaleet brought up a situation where a locator asked his supervisor to break down a ticket in to
30 tickets. This issue was eventually resolved, but held up the project for appx. 2 weeks. Also, Dennis
said that Matt Ruddo is assisting Dennis with some trend tracking in relation to ticket responses using
the NTMS (National Ticket Management System) Sonja Miles (@ 410-782-2024) is heading up this database
system and can be utilized subscribers and contractors.
Tom Baldwin said that during today’s meeting, Jim Barron left him a msg. stating they are aiming for a
meeting at the end of June (either the 20th or the 22nd).
Dora Parks discussed the use of “Polygon Mapping” the use of the Del-Marva positive response system. She
also stated that “ITIC Lite” which is for use by homeowners will be on line no later than August and
will be very user friendly.
Kelly Hardy thanked the subscribers group for addressing the “status 5” issue. He asked that the
subscribers discuss creating a new status to further help with this issue.
Chris McMurray from MGH arrived and added that the marketing campaign has been heavily focusing on the
new 811 service. The message of “call before you dig” will reach homeowners more now than just at Home
and Garden Shows. Adding the “811” to the show display board has made it very easy to bring recognition
to homeowners, creates flexibility in messaging and ties in to the existing marketing campaign.

Miss Utility Center. Coffee and donuts will be served at 9:00 am. The meeting will begin at 9:30
am.
The 2007 Maryland/DC Subscribers meeting will be held September 19th and December 6th
at the Miss Utility Center. Coffee and donuts will be served at 8:30 am, and the meeting will begin at
9:00 am.
There being no further business to be brought before the committee, the meeting was adjourned at 10:40 am.
