
Minutes of Maryland/DC Damage Prevention Meeting
March 27, 2007

I. Call To Order and Introduction:
Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:35 am.
Introductions were made.
The minutes of February 27, 2007 were approved.
II. Damage Prevention Presentations:
Wayne Gilmer, Jack Sullivan (BGE) and Matt Ruddo (Miss Utility) gave a presentation to the Main
Lining Services at 10301 Batavia Farm Road in Rosedale, MD.
V. Trade Shows:
Wayne Gilmer gave an update on the Awards night on March 29, 2007 at the Columbia Sheraton.
The following is a list of the Locator Achievement winners by region:
Region 1 (Harford/Cecil) Barry West of Harford County Water & Sewer
Region 2 (District of Columbia) Dave Brunson of Utilitquest

Wayne said that Herman Wilson was the overall winner for the second year in a row.
Tom Baldwin (BGE) stated that Northern Pipeline was the Dig Smart winner for Maryland and Iacoboni
Site Specialists was the winner for the District of Columbia. Mark Hamrick (Verizon) stated that 170
people have responded that they would be attending the Awards night.
VIII. Marking Standards Group:
Wayne Gilmer gave a few highlights from the meeting held on February 27th. He said there was a
lengthy discussion about where public facilities end and private facilities start. A consensus was
reached by the Group that a locator could indicate where the private facility starts by placing a PRV
symbol on the ground.
XI. Title 12 Steering Committee:
Tom Baldwin said he spoke with Jim Barron at the CGA Expo and he hoped to have a meeting in the
middle of April. Tom stated he would be following up with him within the next week or so.

XI. Open Discussion:
There were a few in attendance that expressed concerns with the depth of FIOS service drops. A couple
indicated that are cutting drops that are just under the grass. Tom Baldwin stated that it is important
to start at least 18 inches outside of the mark and work in towards the mark with a shovel. He said
contractors are less likely to damage a line digging in sideways versus putting the shovel right down on
the marks. Bede DuPree (Mastec) stated that they are ripping up the sod instead of placing shovels in
the ground around FIOS marks.
There was a lengthy discussion about the depth of all types of utility lines. A few indicated that
there aren’t depth requirements for telecommunication facilities. Mark Hamrick (Verizon) stated they
have had issues with developers changing grades which causes their facilities to be a lot shallower when
they were first installed in the ground.
Rick Behrens (CableCom) wanted to know why Montgomery County’s hand dig zone is 36 inches and the
rest of the state of Maryland is 18 inches. Tom Baldwin stated that deals must have been made with
Montgomery County in order to get the Miss Utility Law passed. He also stated that in order to get the
Law passed municipalities were given the option to charge for locates.
Dennis Gahan (Comcast) expressed concerns with the amount of time it is taking to get locate marks in
Anne Arundel, Baltimore and Howard Counties. Several stated that the snow and ice created a back log and
everyone is trying to get caught up with the work load.
There was also a discussion about an extra Ticket Check status code for inclement weather. Matt Ruddo
requested that Tom Baldwin talked to Pete Parr (BGE) about adding that to the May 16th MD/DC Subscribers
meeting agenda.
Scott Brown (Washington Gas) gave a brief update on the CGA Excavation Safety Conference he attended
in Orlando, FL March 6th – 9th. He said there was a Verizon FTTP seminar that highlighted a significant
reduction of damages in southern region of Florida. He also said that the national 811 rollout would be
May 1, 2007 and that CGA is asking all states to wait until after May 1st to advertise 811 to the
general public. Tom Baldwin stated that the MD/DC Subscribers approved an additional $10,000 to be spent
promoting 811 after the national roll out campaign.
There was a general discussion about ADC’s grid format changes. Matt Ruddo stated that he and Dora
Parks (Miss Utility Center) would be meeting with ADC to discuss their changes. He said he hoped to have
more details before the next Damage Prevention meeting.
Scott Brown stated that the Montgomery County map book is scheduled to be available to the public by
May 2007. Matt Ruddo said they the Miss Utility Center has experience with ADC map changes on the
Delmarva Peninsula and does foresee any issues in Montgomery County.

Upcoming Meetings:
The next Maryland/DC Damage Prevention meeting is scheduled for April 24, 2007 at the
Miss Utility Center. Coffee and donuts will be served at 9:00 am. The meeting will begin at 9:30 am.
The 2007 Maryland/DC Subscribers meeting will be held May 16th, September 19th and
December 6th at the Miss Utility Center. Coffee and donuts will be served at 8:30 am, and the meeting
will begin at 9:00 am.
There being no further business to be brought before the committee, the meeting was adjourned at
11:55 am.
