Minutes of the Meeting – February 29, 2016

PURPOSE OF REWRITE
To modify the current District of Columbia One-Call Law, Title 34 “Public Utilities”; Subtitle 7, Chapter 27 to meet the requirements of PHMSA’s Nine Key Elements of an effective damage prevention program and to reflect best and current practices. Enforcement of the DC law will have its foundation in outreach and education.
The 54th meeting of the Steering Committee was called to order at 8:58 am by Chairman Brown. Customary committee and guest introductions were made, twelve committee members in attendance and two guests.
Meeting minutes were approved for meeting February 22, 2016 as written.
The revised District of Columbia Authority flow chart was reviewed and accepted. The flow chart outlines the course of a notice of probable violation claim to the ending point of an appeal to the District’s Court of Appeals, suggesting the Attorney General’s Office represent the District’s Authority. A copy will be attached to the minutes.
Committee discussions included the following topics;
- Title 34 support and influence regarding the AG’s office, DC PSC, Mayor and DC Council
- Selection and approval of board members
- Board members residency
- Best time to approach the DC Government regarding support for the Title 34 rewrite
- Creating an Authority fund name for collected fines and funding grants
- Cross bore issue on a national level –represented as a CGA best practice based on the proactive approach of the MD/DC Subscribers Committee and BOD
The committee resumed draft reviews concentrating on part one, definitions.
Chairman Brown once again reiterated the importance of attending an enforcement hearing to better understand the processes for Maryland and Virginia;
The Maryland Authority meets the first Wednesday of the month at 7223 Parkway Drive, Suite 100 Hanover, Maryland 21076 at 9:00am.
The Virginia Advisory Committee meets the first Tuesday of the month at 1300 East Main Street Richmond, VA at 9:00am.
The meeting adjourned at 11:20am.
