Minutes of the Meeting – November 30, 2015

PURPOSE OF REWRITE
To modify the current District of Columbia One-Call Law, Title 34 “Public Utilities”; Subtitle 7, Chapter 27 to meet the requirements of PHMSA’s Nine Key Elements of an effective damage prevention program and to reflect best and current practices. Enforcement of the DC law will have its foundation in outreach and education.
The 49th meeting of the Steering Committee was called to order at 10:05 am by Chairman Brown.
Chairman Brown provided a summary of the meeting held at the DC PSC office on October 16th. There was discussion regarding the PSC’s interest in participating in the Title 34 enforcement as outlined in the current working draft copy.
Committee discussions continued on the following topics;
- Enforcement funding
- Authority creation
- Probable violator hearings
- Hearing structure
- Violator fines
- Appeal process
- Mandatory reporting
- Structure and procedures of the Maryland Enforcement Authority
The committee agreed to revisit the enforcement piece of the Title 34 draft.
Future meetings were planned;
Friday, December 11th and December 18th starting about 8:30am
The meeting adjourned at 11:40am.
