PURPOSE OF REWRITE
To modify the current District of Columbia One-Call Law, Title 34 “Public Utilities”; Subtitle 7, Chapter 27 to meet the requirements of PHMSA’s Nine Key Elements of an effective damage prevention program and to reflect best and current practices. Enforcement of the DC law will have its foundation in outreach and education.
The 45rd meeting of the Steering Committee was called to order at 8:55 am by Chairman Brown.
Adding a new Ticket Check code for ‘critical facility’ allowing codes for marked and unmarked (for government facilities). Discussion included; how to identify what is a critical facility, member response/onsite time frame and considerations for making this part of the rewrite for Title 34. Committee condenses was to create a new Ticket Check code and not add to rewrite.
Lengthy discussion regarding utility marking within 18 inches of the underground lines and 24 inches for excavation, no mechanized equipment tolerance zone. At this point, this issue remains undecided.
Committee reviewed the term for ‘test pit’ and agreed to revise the definition.
