    To modify the current District of Columbia One-Call Law to meet the requirements of PHMSA’s Nine Key Elements of an effective damage prevention program and to reflect best and current practices. Enforcement of the DC law will have its foundation in outreach and education.
    The 37th meeting of the Steering Committee was called to order at 9:05am by Chairman Brown.

Meeting minutes from February 23, 2015 were approved as written.

Chairman Brown opened discussions on cross bores.  This topic was brought to the attention of participants at the Common Ground Alliance conference in March on a national level.  All states are reviewing this important issue.  It was shared that the internet provided a report that during an inspection of 11,000 sewer laterals, 250 (2%) were identified as having cross bore issues.   Chairman Brown suggested that a new ‘Type of Work’ for Maryland and District of Columbia tickets; Clearing Sewers or Sewer Clearing.  This new type of work for ticket processing will be added by the call center shortly.  Chairman Brown recommended that the committee review the following website; http://crossboresafety.org/

The Maryland Authority has proposed a new bill for mandatory installation of a tracer wire on all private sewer pipes for new and fully replaced systems.  The bill passed the House and is being presented to the Senate. 

Title 34 draft changes were made to;

    New 1 Terms, #2 - adjustments made for further discussions

Concerns were raised regarding Term #10, the length of a ticket. The committee will revisit this at the next meeting.

The committee started the task of comparing Title 12 to the Title 34 rewrite draft to ensure all elements of the law were incorporated into the draft.

The next committee meetings are planned for;

    April 15th and 22nd, refreshments available at 8:00am
