Minutes of the Meeting – February 24, 2014

PURPOSE OF REWRITE
To modify the current District of Columbia One-Call Law to meet the requirements of PHMSA’s Nine Key Elements of an effective damage prevention program and to reflect best and current practices. Enforcement of the DC law will have its foundation in outreach and education.
The meeting was called to order at 8:55am by Chairman Brown, followed by introductions of committee members and guests.
The committee approved the February 10, 2014 minutes.
Committee member Felicia West (District of Columbia PSC) provided the following statement to the membership from the PSC, “The District of Columbia PSC staff’s participation in the Title 34 Steering Committee to Rewrite the District One Call Law meetings is for monitoring purposes. Any opinions or comments by PSC staff are the views and opinions of the PSC staff and do not represent any official statement or action of the Commission. The Commission is not an official sponsor of any proposed legislation unless the Commission expressly states its adoption or support of the legislation.”
Attending committee members agreed that each stakeholder represented on the committee will require approval from their respective companies and stakeholder groups.
The committee commenced with reviewing Title 34, section 2701 (definitions) – Items 1 through 7 using the working rewrite document dated February 10, 2014. Additional modifications were suggested to Items 1 – 6 as noted on the attached working rewrite document dated February 24, 2014.
