The federal government, under the Department of Transportation and Pipeline and Hazardous Materials Safety Administration (PHMSA), is authorized by Congress to oversee the effectiveness of the damage prevention program in each state. Shortly there will be assessments of the effectiveness of each state law and from that recommendation, federal funding and enforcement will be made based on the assessment.
It is the opinion of the MD/DC Subscribers Committee that a review and changes to the DC One-call law (Title 34 "Public Utilities" Subtitle 7: Chapter27, Underground Facilities Protection) should be discussed by the damage prevention stakeholders who live and work in the District of Columbia.

The MD/DC Subscribers Committee feels there may be opportunities to strengthen the Washington DC One-call law like Maryland recently did to reduce damages and better comply with PHMSA guidelines. Specifically, the document titled 'Damage Prevention Program Elements'. This document includes the nine elements of an effective damage prevention program. Compliance with these nine elements will demonstrate an effective damage prevention program as well as helps reduce damages.
