I. Call To Order and Introduction:
Wayne Gilmer (Utiliquest) called the regular monthly meeting to order at 9:40 am.
Introductions were made.
The minutes of January 27, 2009 were approved.
II. Safety Item:
Wayne Gilmer’s monthly safety topic covered seat belt safety and the proper way to wear them.
III. Dig Smart/Locator Achievement Awards:
Mark Hamrick (Verizon) gave a brief history on the Awards night and stated that all locators would be recognized instead of picking one overall winner. He also stated that he and Dora Parks (Miss Utility Center) began video interviews of the winners last week.

IV. Damage Prevention Presentations:
Matt Ruddo and Vince Healy gave a brief update on the February 3, 2009 presentation for Frederick County Public Schools at 7446 Hayward Road in Frederick, MD.
Wayne Gilmer gave a brief update on the February 17, 2009 presentation that he and Jack Sullivan (BGE) gave to ABC of Baltimore at 1220 B East Joppa Road Towson, MD.
Wayne Gilmer referenced the following upcoming damage prevention presentations:
Shirley Construction at the Laurel VFD on February 25, 2009
ABC Metro Washington Chapter in Hyattsville, MD on March 19, 2009
Allegany County Government at Allegany Community College on March 25, 2009
V. 2009 Greater Chesapeake Damage Prevention Training Conference (GCDPTC):
Matt Ruddo (MGH) gave an update on the GCDPTC that will be held at the Clarion Fontainebleau Hotel on October 21-23, 2009.
He stated that the breakout session survey had only been online a couple of days from today and there were a couple hundred individuals that had already provided feedback. He also stated that early bird registration would begin on April 1, 2009 and ask everyone to visit www.missutility.net/2009conference for updates and more details.
VI. Trade Shows & Safety Events:
Several commented that the Suburban Maryland Home & Garden Show was a success and the booth location was excellent. Nick Kelly (MGH) stated there were several shifts for the Washington Home, Garden and Flower Show at the DC Convention Center that needed to be filled prior to March 13, 2009.
There was a general discussion about the poor attendance at the Landscape Contractors Winter Workshop in Ellicott City, MD and whether or not to attend next year.

VII. Title XII Steering Committee:
Wayne Gilmer said there were a number of individuals that were unable to attend the last meeting; however, the Committee began the process of reviewing the proposed changes again and stopped at the Ticket Life section.
Matt Ruddo stated that the enforcement authority program would not be discussed again until after the MD legislative session was over the second week in April. Wayne said there are a lot of people around the country that are very interested in how the Committee is going to address the enforcement authority since it doesn’t involve the MDPSC.
Khrysanne Kerr (CGA) is scheduled to give a presentation on CGA’s Damage Information Reporting Tool (DIRT) at the March 9, 2009 meeting.
X. MD/DC Subscribers Committee Meeting:
Wayne Gilmer gave the following update on a few of the items that were discussed at the February 6, 2009 MD/DC Subscribers Meeting:
- Miss Utility Diamond Dig event added a second event in Frederick, MD in 2009 in addition to the one being held again at the Baysox Stadium in Bowie, MD
- Dora Parks provided an update on the ADC 2 digit vs. 4 digit map usage report
- Matt Ruddo gave an update on the advertising expense reports as well as ITIC usage reports
- Tom Baldwin would be staying on a MD/DC Subscribers Chairman for an additional two year term

Mark commented that Verizon’s current damage ratio is 0.7 damages per 10,000 trench feet.
Open Discussion:
Vincent Healy (Verizon) stated that Verizon facilities are being damaged in Washington DC and the impact on customer service is a very serious issue for Verizon. He stated that Verizon is giving out excavator manuals, providing information on the monthly MD/DC Damage prevention meetings and how companies can go about scheduling damage prevention training through the MD/DC Damage Prevention team. Verizon is encouraging all excavators they come in contact with to use these resources and he would like to ask the other Subscriber members to do the same.
All District of Columbia Subscribers in attendance echoed Verizon’s sentiments.
Kevin Woolbright (WSSC) stated that he met with Everett Lallis, Director of Safety & Security for DCWASA, last week and he indicated that they would be getting more involved in the MD/DC Damage Prevention & Subscriber meetings.

The next Maryland/DC Damage Prevention meeting is scheduled for March 24, 2009 at the Miss Utility Center. Coffee and donuts will be served at 9:00 am. The meeting will begin at 9:30 am.
The next Maryland/DC Subscribers meeting will be held March 18, 2009 at the Miss Utility Center. Coffee and donuts will be served at 8:30 am, and the meeting will begin at 9:00 am.
